The Swedish authorities on Wednesday closed a more than yearlong investigation into the undersea attack on the Nord Stream pipelines, citing a lack of authority to further pursue those responsible for sabotaging the critical piece of energy infrastructure intended to supply Western Europe with Russian gas. “Sweden does not have the jurisdiction to investigate this matter further,” the Swedish Security Service said in a statement on Wednesday. The series of underwater explosions ripped holes in three of the four strands of Nord Stream pipelines and led officials to conclude that they were most likely caused by a state actor. Some saw the attacks, which came close to damaging a cable supplying electricity from Sweden to Poland, as a warning that raised concern about what other infrastructure could be vulnerable. The blasts occurred in international waters but in the economic zones of Sweden and Denmark, which gave those nations a hook to investigate.

House Republican leaders scrambled Tuesday to lock down enough support in their caucus to pass a bill to impeach Homeland Security Secretary Alejandro Mayorkas. A procedural vote to begin debate on the Mayorkas impeachment resolution passed the House Tuesday afternoon, but six members missed the vote: Three Republicans and three Democrats. "I am a lean 'no,'" Rep. Ken Buck, R-Colo., told CNBC last week as the House Homeland Security Committee debated the articles of impeachment. House Republicans have 219 seats with three vacancies versus Democrats' 212, with one vacancy. Healthcare staffing startup Nomad Health just slashed its workforce for the third time in a year, Business Insider has learned. The startup, which matches nurses and other clinicians to open jobs in healthcare, cut staff on Wednesday, according to two former employees and more than a dozen LinkedIn posts. The startup previously cut 25% of its nonclinical workforce in October, Business Insider first reported. The following month, nurse staffing startup ConnectRN slashed 20% of its staff, and IntelyCare laid off at least 30 employees. Like most of its medical staffing peers, Nomad Health last raised capital that year, banking $105 million in June 2022.

Astarte, which sells software to standardize nutrition for babies in intensive care units, had raised $14 million in venture funding to date and landed contracts with four hospitals. Last year, the startup wasn't able to land as many new contracts as it hoped, with hospitals struggling to manage their slim margins. But Astarte ultimately decided not to make the promise to build AI into its tech for clinical decision-making. The startup is hoping to find a buyer by the end of the first quarter of the year.

Senators on Sunday released the details of a $118.2 billion aid proposal for Ukraine, Israel and the southern U.S. border, after months of painstaking, closed-door negotiations. The publication of the bill marks a small victory for Senate negotiators who have gone back and forth for months on how to fund border security and whether to continue supporting Ukraine. But just as soon as the Senate back-patting is over, the proposal will face its next major battle: House Republicans. Republican lawmakers have been preparing to greet the Senate bill with hostility. Human remains found on Canada's Prince Edward Island could be linked to a 19th-century shipwreck. The force said on Facebook that officers had received reports of human remains found on January 27 at 4 p.m.RCMP Cpl.
