The ministry said it filed a lawsuit against what it called Canada's "unilateralism and trade protectionist practices" with the WTO, adding that it also launched an anti-discrimination investigation into Ottawa's restrictive measures. These measures will "disrupt and distort the global industrial chain and supply chain," the ministry added. The Energy Select Sector SPDR ETF (XLE) was the worst performing sector ETF in September. The XLE ETF (and many of its holdings) has been trying to etch out a bottom for a number of weeks, and the charts we're reviewing today suggest that momentum finally could be turning positive. XLE has been making lower lows and lower highs since peaking in March. Both prior times, eventually logging a higher low gave XLE the firepower it needed to finally punch through a key downtrend line. Recently, the higher lows have been marginal, but considering that we haven't seen a material lower low in nearly five years, it's noteworthy.

Ireland's government on Tuesday outlined how it intends to spend 13 billion euros ($14.4 billion) in Apple back taxes — a windfall that Dublin actually spent several years fighting to avoid. His comments come three weeks after the European Court of Justice (ECJ) ruled against Apple over its tax affairs in Ireland. The landmark decision, which the court said was final, said Apple must pay Ireland billions of euros in back taxes. The ECJ's ruling was welcomed by tax justice advocates, as well as the bloc's outgoing competition chief Margrethe Vestager, who described the pronouncement as a "huge win" for European citizens. Apple said at the time that it was disappointed with the decision, while the Irish government said that its position had always been that it "does not give preferential tax treatment to any companies or taxpayers."

CNN —The NASA team overseeing the iconic Voyager 2 spacecraft made the decision to power down one of its science instruments in an effort to conserve energy. Despite the aging probe’s emptying power stores, NASA expects that Voyager 2 will keep operating with at least one science instrument into the 2030s. Voyager 2 has three radioisotope thermoelectric generators that power the spacecraft by converting heat emitted by the decaying plutonium into electricity. But turning off a piece of equipment on Voyager 2 or Voyager 1 — an identical spacecraft launched 16 days after its twin — is not ideal, NASA noted. After reaching beyond the heliosphere, or interstellar space, Voyager 2 has “collected limited data in recent years due to its orientation relative to the direction that plasma is flowing,” NASA said.

Oil watchers are now seeing a genuine threat to crude supplies after Iran launched a ballistic missile attack on Israel, escalating conflict in the Middle East. Iranian oil infrastructure may soon become a target for Israel as it considers a countermove, analysts told CNBC. "The Middle East conflict may finally impact oil supply," said Saul Kavonic, senior energy analyst at MST Marquee. "The scope for a material disruption to oil supply is now imminent." Up to 4% of global oil supply is at risk as the conflict now directly envelopes Iran, and an attack or tighter sanctions could send prices to $100 per barrel again, Kavonic added.

Consumers who heat with electricity will be hit the hardest, with their costs projected to rise 13.6% to $1,208 for the winter season, the association found. But those who heat with oil will catch somewhat of a break after a pricey heating season last year, with costs expected to rise only 6.1% to $1,963 this winter.
