U.N. Prosecutor Confirms Death of Rwanda Genocide Fugitive

THE HAGUE (Reuters) - The prosecutor tasked with finding the last remaining fugitives from the U.N. war crimes court for Rwanda on Tuesday confirmed the death of genocide suspect Aloys Ndimbati, leaving only two people remaining wanted by the Rwanda tribunal. In the last three years the International Residual Mechanism for Criminal Tribunals (IRMCT) has arrested two Rwandan genocide suspects and confirmed the deaths of four other fugitives, including Ndimbati. In a statement U.N. prosecutors said they concluded Ndimbati died in 1997 in Rwanda. Ndimbati, a Rwandan public official during the 1994 genocide, was accused of having personally organised and directed the killings of thousands of Tutsis and faced multiple genocide charges. There are no remaining fugitives from the Yugoslavia tribunal and now only two outstanding suspects for the Rwanda tribunal.

Motor vehicles with higher, more vertical front ends raise risks for pedestrians, according to a highway safety organization. But among vehicles with hood heights between 30 and 40 inches, a blunt, or more vertical, front end increases the risk to pedestrians. Vehicles with hood heights of more than 40 inches and blunt front ends angled at greater than 65 degrees were 44% more likely to cause fatalities. “There’s no functional benefit to these massive, blocky fronts.”While sloping front ends did not reduce the risk posed by vehicles with the tallest hoods, they did make a difference for vehicles with hood heights of 30 inches to 40 inches. There was a 25% increase in the risk of a fatality for vehicles with flat hoods — those with angles of 15 degrees or less — compared with vehicles with more sloping hoods.

The Gaza Strip has been under a total Israeli blockade since Hamas launched an attack on Israel on Oct. 7. An Israeli ground incursion since then has brought fighting to streets around the hospital in the centre of Gaza City in the north of the strip. "Luckily they are still 36, we didn’t lose any of them overnight," Dr Ahmed El Mokhatallali, a surgeon, told Reuters by telephone from Al Shifa. 'NO CLEAR MECHANISM'The military did not say what steps it would take to make an evacuation possible, amid intense air strikes and ongoing fighting in the vicinity of Al Shifa hospital. MADISON, Wis. (AP) — The Wisconsin state Senate is poised to approve a plan to spend more than half a billion dollars of public funds to help the Milwaukee Brewers repair their stadium over the next three decades. The Senate is expected to vote on the proposal during a floor session set to begin Tuesday morning. As of last week, Republican Majority Leader Devin LeMahieu was still trying to lock down enough votes to push the package. Brewer officials initially said the team might leave Milwaukee if they didn't get public dollars to help with the repairs. The Assembly last month approved a plan that calls for the state to contribute $411.5 million and the city of Milwaukee and Milwaukee County to contribute a combined $135 million.

Bohumil Vostal, a correspondent for a Czech public television station, spent Sunday reporting on the best parts of San Francisco. Suddenly, Mr. Vostal found himself victimized in the exact high-profile way that city leaders had hoped to avoid during the Asia-Pacific Economic Cooperation conference this week that is drawing President Biden, other world leaders and legions of international journalists. For Skachkova, the final straw was her son telling her that he was frightened by the constant shelling nearby. "My mother didn't want to go," Skachkova told Reuters, recalling how she had told her daughter that she did not want to be a burden. Moscow denies targeting civilians but the U.N. refugee agency says about 5 million Ukrainians have been internally displaced by Russia's invasion. Families with children usually stayed for a few days, while older evacuees were harder to find permanent homes for and sometimes stay for months. She was told by Ukrainian soldiers who rescued her that she would have died had she stayed another two days.

In today's big story, we're looking at what the $650 billion in unrealized losses means for financial firms. That's the unrealized losses US financial firms wracked up as of September 30, according to Moody's estimate. That means there's a lot of wiggle room for how big banks can portray them on their balance sheet. To be sure, big banks are better capitalized than SVB. Big banks' share prices noticeably dropped as bond prices sunk.

Protests are expected throughout this week's Asia-Pacific Economic Cooperation leaders’ conference, which could draw more than 20,000 attendees, including hundreds of international journalists. San Francisco has a long tradition of loud and vigorous protests, as do trade talks. In 1999, tens of thousands of protesters took to the streets of Seattle during a World Trade Organization conference. San Francisco Police Department Chief Bill Scott said he expects several protests a day, although it's uncertain how many will materialize. “People are welcome to exercise their constitutional rights in San Francisco, but we will not tolerate people committing acts of violence, or property destruction or any other crime,” Scott said.

From 2011 to 2015, about 100,000 properties — more than a quarter of the Detroit lots — were auctioned in tax foreclosures, according to Regrid, a Detroit-based provider of parcel data nationally. (Speculators recently made money after the city bought out vacant lots to help revive an auto plant that would bring jobs to the area.) Mr. Allen said his main project at the agency was finding new ways to stimulate growth that didn’t rely on grants and tax breaks. After reading “Progress and Poverty” years earlier, he’d become obsessed with the problem of speculation, and suggested a land-value tax. A tax break for residents — paid for by nameless investors who are “taking advantage of the city” — would seem like a political layup.

Nov 9 (Reuters) - Baltimore's former top prosecutor Marilyn Mosby was found guilty of perjury on Thursday for falsely claiming financial duress to withdraw funds from a retirement plan. Mosby, a Democrat, lost her bid for a third term after she was indicted on federal charges in January 2022.
