WASHINGTON, June 11 (Reuters) - Former U.S. President Donald Trump has become the most high-profile person to ever face criminal charges under the Espionage Act for the unlawful retention of sensitive national defense records. WHAT IS THE ESPIONAGE ACT? The Espionage Act is an anti-spy law enacted by Congress shortly after the start of World War One. Wikileaks founder Julian Assange has also been charged under the Espionage Act, and is fighting extradition to the United States. HOW DOES THE ESPIONAGE ACT APPLY TO TRUMP?

Washington CNN —China has been operating military and intelligence facilities in Cuba since at least 2019 and is continuing to expand its intelligence gathering capabilities around the world, a Biden administration official and two other sources told CNN Saturday. The administration official said China “conducted an upgrade of its intelligence collection facilities in Cuba in 2019” under the Trump administration and described the challenge as “inherited.”“This is well-documented in the intelligence record,” the official said. Graduate student debt now accounts for 47% of new student loans, according to the Congressional Budget Office. Federal graduate student loans have no effective cap unlike undergraduate loans, which are capped at $57,500 in Federal Student Aid. This has been the case since 2006, when federal graduate student loans were capped at $18,500. The average student debt for a master's degree for the 1999-2000 school year came in at $36,600, compared with $55,540 in 2016. CNN —Next year will mark 50 years since President Richard Nixon resigned as a result of the Watergate scandal. The fact is that almost all of the serious Republican contenders were complicit in helping Trump at one point or another. The most important factor remains the intense partisanship that we see within the Republican Party. This intense partisanship also gave rise to an extreme theory of presidential power that has taken hold since Ronald Reagan was president. All of these factors have converged to allow Trump to remain the most powerful Republican in the room.

The withdrawal agreement was supposed to be predicated on the Taliban negotiating with the elected Afghan government about some kind of power-sharing arrangement and cutting their ties to terrorist groups like al Qaeda. Zawahiri was living in Kabul with the “awareness” of Taliban officials, according to a Biden senior administration official. Worrisomely, al Qaeda is “covertly rebuilding its external operations capability,” according to the UN, i.e., its ability to launch attacks outside of Afghanistan. Of these, an astonishing 35 hold cabinet-level positions in the de facto Afghan government, according to the report. Here is a fact check of seven of the claims Trump has made about the investigation since the FBI raided his Mar-a-Lago resort and residence in August 2022. The Presidential Records Act says that, the moment a president leaves office, NARA gets custody and control of all presidential records from his administration. Bush all took millions of documents; he repeated the claim that Obama took documents at the CNN town hall in May. In Trump’s case, the presidential documents found in haphazard amateur storage at Mar-a-Lago, including documents marked classified, were in Trump’s possession despite numerous attempts by both NARA and the Justice Department to get them back. The claim that Biden has been “totally uncooperative” with the investigation into his handling of official documents is transparently false.

CNN —Cuba has agreed to allow China to build a spying facility on the island that could allow the Chinese to eavesdrop on electronic communications across the southeastern US, a source familiar with the intelligence told CNN. It would not be the first time China has attempted to spy on the US’ electronic communications, known as signals intelligence. In that case, the US took steps to protect sensitive sites and censor intelligence signals before shooting down the balloon. But it is unclear what the US can do to stop the construction of a Chinese spying facility in Cuba. But last week, China’s defense chief refused a meeting request by US Secretary of Defense Lloyd Austin and warned the US to stop operating near Chinese waters and airspace.

New York CNN Business —During a closed-door meeting with business leaders on Thursday, Treasury Secretary Janet Yellen stressed that the United States wants to work with China on urgent global challenges, a person familiar with the matter told CNN. The huddle with CEOs took place in Washington, where Yellen met with the board of the US-China Business Council, a group that promotes trade between the world’s two largest economies. Yellen’s meeting with the US-China Business Council comes amid high tensions between the United States and China in the wake of the Chinese spy balloon incident. During a speech in April, Yellen said the United States and China “can and need to find a way to live together” despite their differences. “A growing China that plays by international rules is good for the United States and the world,” Yellen said.

Ron DeSantis is headed to the US-Mexico border for the first time as a 2024 presidential candidate. DeSantis is the second candidate running for the GOP nomination heading to the southern border. DeSantis on Wednesday defended a Florida program that relocates migrants to blue states. Until Wednesday, DeSantis hadn't commented publicly about the flights that landed in Sacramento, first on Friday and then again on Monday. "I think it's also been every effective," DeSantis said about the relocation program at the start of the roundtable. DeSantis also defended the use of a $12 million fund in Florida to pay for the relocation program. Under DeSantis, Florida sent more than 1,100 members of its national guard to Texas.

The foundation for those claims rests on the so-called “Twitter Files,” a series of reports by a set of handpicked journalists who, at Musk’s discretion, were given selective access to historical company archives. Now, though, Twitter’s own lawyers are disputing those claims in a case involving former President Donald Trump — forcefully rejecting any suggestion that the Twitter Files show what Musk and many Republicans assert they contain. The Twitter Files also show the Trump administration made its own requests for removal of Twitter content. Musk’s release of company files has given lawyers for Trump and other plaintiffs in the case another shot. But Twitter argued last week that the judge should not allow the case to be reopened because nothing in the Twitter Files supports the already dismissed claim of federal coercion.

June 5 (Reuters) - The Biden administration has asked a federal judge to toss out a lawsuit by Republican-led states seeking to strike down a rule allowing socially-conscious investing by employee retirement plans. The states moved last month for a ruling permanently blocking the rule, which took effect Jan. 30. The Biden administration on Friday said the rule makes clear that retirement plans must base decisions primarily on financial factors. But unlike the Trump-era rule, it also recognizes that issues such as climate change and social justice can impact companies' long-term financial health, the Justice Department said. The judge in March rejected the Biden administration's claim that the states were improperly "judge shopping" by filing the lawsuit in Amarillo, where Kacsmaryk is the only judge.

Former Vice President Mike Pence is runnning for president. Pence was loyal to Trump during most of his presidency, but stood up to him on January 6. By entering the race, Pence will officially challenge former President Donald Trump — a man he publicly stood by throughout his presidency, right up until Trump pressured him to subvert Joe Biden's 2020 election win. DeSantis has criticized Trump's response to the pandemic, though Trump handed the reins of the response to Pence during his tenure. Pence was deeply involved in the Trump administration, with his fingerprints especially visible on healthcare policy and on defending religious groups.

US Secretary of Defense Lloyd Austin had some harsh words for his Chinese counterparts on Saturday. At Asia's top security summit, Austin said a possible US-China conflict over Taiwan could "affect the global economy in ways that we cannot imagine." It was part of a broader address that rebuked China for not being willing to meet at the summit. "The whole world has a stake in maintaining peace and stability in the Taiwan Strait, the whole world," said Austin. The comments were part of a broader address that saw Austin rebuke China for not engaging in military talks.

Opinion | A Peek Behind the MAGA Curtain

It is President Biden, not Trump, who mishandles classified documents. False narratives are often sustained by a few kernels of truth, and so it is in MAGA America. Moreover, not all of Trump’s opponents possess the cleanest of hands. Given these facts — and Thursday night’s peek at MAGA America — my colleague Frank Bruni’s warning to Democrats yesterday was timely and important: Democrats should not hope to face Trump in 2024. All too many Trump opponents — in both parties — have spent so long building their voluminous cases against him that they’ve forgotten how he looks to the other side.

It allows Pence to offer an additional contrast between himself and former President Donald Trump, his political rival who’s under serious investigation by the Justice Department and others. “The Federal Bureau of Investigation and the Department’s National Security Division have conducted an investigation into the potential mishandling of classified information,” the Justice Department wrote to Pence’s attorney. The Justice Department is still investigating the handling of classified records by Trump and Biden. Two months after Smith’s appointment, Garland appointed special counsel Robert Hur in January following reports that classified documents were found at Biden’s home and former private office. Biden’s team says that when the classified documents were first discovered last fall, they immediately notified the National Archives, which then informed the Justice Department.

Regional concerns were underscored recently with the Pentagon saying that a Chinese fighter jet made an "unnecessarily aggressive maneuver" against an American reconnaissance plane in the South China Sea late last week. Under President Xi Jinping's leadership, China has grown more hawkish on the global stage, particularly in its historic claims over Taiwan and the South China Sea. "What you are seeing is the emergence of a regional security architecture," said Thompson of the LKY School. "The region is really coming together with a common interest in regional security and stability." Singapore is Austin's second stop on a whirlwind tour that will also take him to Japan, India and France.
