LONDON (Reuters) - The president of Europe's human rights court said on Thursday there was a legal obligation on states to comply with its injunctions in response to Britain's threat to ignore such orders over its plan to send some asylum seekers to Rwanda. In order to enact this plan, a bill is going through the British parliament which the government admits might not be compatible with the European Convention on Human Rights and would give ministers the power to decide whether to comply with injunctions from the European Court of Human Rights. "There is a clear legal obligation under the convention for states to comply with Rule 39 measures," Siofra O’Leary, the President of the European Court of Human Rights (ECtHR), told reporters. Last June, the ECtHR issued an injunction - known as interim measures under Rule 39 - to prevent the first deportations of asylum seekers to the east African nation. Prime Minister Rishi Sunak remains determined to put the policy into operation amid pressure from right-wing lawmakers in his Conservative Party and voter concern about thousands of asylum seekers arriving without permission across the Channel in small boats.

CNN —Belarus has conducted mass raids, interrogations and arrests of dozens of friends and relatives of political prisoners, a Belarusian human rights group said, in the regime’s latest crackdown on dissent. The Belarusian KGB reportedly came to the homes and workplaces of the friends and family of political prisoners, interrogating around 100 people and arresting at least 26 others. Maryna Adamovich, the wife of political prisoner and former presidential candidate Mikalai Statkevich, was sentenced to 15 days in prison for “petty hooliganism,” the human rights group said. Norway’s Foreign Ministry said it was “deeply concerned by yesterday’s arrest of Maryna Adamovich, other human rights defenders and their family members.” It called for all political prisoners to be released immediately. “Over the past year, Belarusian authorities doubled down to create an information vacuum around raging repressions by cutting political prisoners off from the outside world and bullying their lawyers and families into silence,” the group said.

ATHENS, Greece (AP) — The European Court of Human Rights ruled Tuesday that authorities in Greece violated the privacy rights of a group of women who were arrested and publicly identified in 2012 as HIV-positive prostitutes who allegedly endangered public health. The case was brought to the Strasbourg, France-based court by 11 Greek women, 10 of whom had been arrested and charged with intentionally attempting to inflict serious bodily harm by allegedly having unprotected sex with customers. He had warned of an increase in the incidence of customers having unprotected sex with prostitutes for an additional fee. Prostitution is legal in Greece, with regular health checks for sex workers required. Several of the women involved have since died, including one who was reported to have taken her own life.

Four diplomats told Reuters that China's mission at the United Nations in Geneva had been sending memos to envoys in the build-up to the review of Beijing's record by the U.N. Human Rights Council scheduled for Tuesday. China's mission did not respond directly to a request for comment on the reported lobbying. In a statement, it said Beijing "firmly opposes the politicization of human rights" and "promotes a fairer and more just, equitable and inclusive global human rights governance". KUALA LUMPUR, Malaysia (AP) — The director and producer of a banned Malaysian film that explores the afterlife were charged Wednesday with offending the religious feelings of others in a rare criminal prosecution of filmmakers, slammed by critics as an attack on freedom of expression. “As far as we are concerned, these are groundless charges and we will challenge those charges in court,” he said. The two filmmakers filed a suit challenging the government’s decision before they were charged. WASHINGTON (Reuters) - Lithuania broke European human rights laws by allowing the CIA to subject an alleged 9/11 suspect to "inhuman treatment" in a secret interrogation center in the Baltic country, the European Court of Human Rights ruled on Tuesday. Al-Hawsawi is now held in Guantanamo Bay on suspicion of being a facilitator and financial manager of al Qaeda. While held in Lithuania, he experienced an extremely harsh detention regime, according to the press release, including solitary confinement, the continuous use of leg shackles and exposure to noise and light. “While not commenting on the specific case, I’d note that CIA’s detention and interrogation program ended in 2009," a CIA spokesperson said. It came to symbolize the excesses of the U.S. "war on terror" because of harsh interrogation methods that critics have said amounted to torture.

Reuters —British Home Secretary James Cleverly arrived in Rwanda on Tuesday to sign a new treaty to send asylum seekers to the African nation after the UK’s top court declared the deportation scheme unlawful. But the United Kingdom’s Supreme Court last month ruled that such a move would violate international human rights laws enshrined in domestic legislation. Since that ruling, Britain has been seeking to renegotiate its agreement with Rwanda to include a binding treaty that it would not expel asylum seekers sent there by Britain - one of the court’s major concerns. The court said the plan breached international undertakings - including the European Convention on Human Rights, the United Nations’ Refugee Convention and Convention against Torture. The court ruled in favor of a 2017 pardon that had granted the former leader a release on humanitarian grounds but that later was annulled. WASHINGTON (AP) — Argentina's right-wing President-elect Javier Milei will meet with President Joe Biden's national security adviser on Tuesday in Washington, according to the White House. National Security Council spokesman John Kirby told reporters on Monday that Milei will meet with White House national security adviser Jake Sullivan and other administration officials. The Treasury Department said in a statement that Milei's economic policy advisers will also meet with senior Treasury Officials on Tuesday. That meeting is expected to focus on the incoming Milei administration's economic policy priorities. Argentina’s president-elect has said he wants to move Argentina’s embassy in Israel from Tel Aviv to Jerusalem, emulating a move made by Trump.

The ECHR ruled in May Romania had failed to enforce the rights of same-sex couples by refusing to recognise their relationships, in a ruling which could eventually force policymakers to expand protections for the LGBT community. Asked whether Romania will enforce the ruling, Ciolacu told radio station Europa FM that "the Romanian society is not ready for a decision at the moment. Socially conservative Romania decriminalised homosexuality in 2001, decades later than other parts of the European Union, but still bars marriage and civil partnerships for same-sex couples. A referendum to change Romania's constitution to prevent same-sex couples from securing the right to marry failed to draw enough voters in 2018.
