Republicans are strategically — almost surgically — trying to carve away minority voters from Democrats. Let’s recall how we got here: In 2013, not long after losing a second presidential election to Barack Obama, Republicans produced a 100-page report titled the “Growth and Opportunity Project,” often called the Republican autopsy. It chastised the party for “driving around in circles on an ideological cul-de-sac” and insisted that it must broaden its appeal to minority voters: “We need to campaign among Hispanic, Black, Asian and gay Americans and demonstrate we care about them, too.”

The Democratic National Committee announced on Tuesday that it would pour $15 million into the party’s ground game in seven battleground states, an early cash infusion into the nuts and bolts of campaigning as Republicans hold their national convention in Milwaukee. The money, which will go directly to the Democrats’ state parties, will be used to open more field offices, expand data collection efforts and hire staff members to cover more terrain in Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania and Wisconsin. “This is the largest-ever investment made to battleground state parties at this point in time,” Jaime Harrison, the chair of the D.N.C., said in a statement. “And we continue to build our state-by-state war chests in preparation to re-elect President Biden and Vice President Harris in November.”The $15 million summer expenditure amounts to a bet by Democrats that a sophisticated and sprawling ground game in battleground states can overcome the turmoil engulfing President Biden’s campaign, after weeks in which key elected Democrats and donors have defected from him and called for him to step aside over concerns about his age and acuity.

Leaders of the Democratic National Committee are moving swiftly to confirm President Biden as his party’s presidential nominee by the end of July, according to four people briefed on the matter who insisted on anonymity to discuss the sensitive deliberations. The move would formalize Mr. Biden as the nominee at a moment when Democrats are torn over whether he should run again after his poor debate performance. Since May, he has been set to be confirmed through a virtual roll call, weeks before the Democratic National Convention in August. But as Mr. Biden faces persistent doubts from within his party, some delegates involved with the behind-the-scene bureaucratic process are eager to end the public conversations about his future that are unfolding during a fiercely contested campaign.
