WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.

STOCKTON, Calif. (AP) — A California judge on Friday ordered Tesla Inc. to pay $1.5 million as part of a settlement of a civil case alleging the company mishandled hazardous waste at its car service centers, energy centers and a factory, multiple county district attorneys announced. The complaint filed in San Joaquin County alleged illegal disposal of hazardous waste and violation of laws involving storage and management of the waste, according to statements from several of 25 district attorneys offices in California involved in the case. The district attorneys' statements said Tesla cooperated with the investigation and acted to improve compliance with laws that were brought to its attention by the prosecutors. “Electric vehicles play a role in environmental betterment, yet it’s imperative to recognize that their production and maintenance yield detrimental waste," said San Joaquin County District Attorney Ron Freitas. Tesla owns and operates approximately 57 car service centers and 18 solar energy facilities in California, and manufactures electric vehicles in the San Francisco Bay Area city of Fremont.

HAVANA (Reuters) - Cuban president Miguel Díaz-Canel sacked economy minister Alejandro Gil on Friday, state media reported, as controversy continued to grow over the delay of recently announced measures to hike the price of fuel and transportation fares in the communist-run country. The Council of State, under Diaz-Canel`s direction, has appointed Central Bank president Joaquín Alonso, 60, to replace Gil. The upheaval comes just two days after the government put off an unpopular five-fold hike in gasoline prices planned for Feb. 1, saying a cyberattack from outside Cuba had thwarted implementation. Former economy minister Gil had advocated for the unpopular plan to raise prices for many government subsidized services, and has long been criticized for his management of the country`s near-bankrupt economy. CNN —A group of 19 predominantly Democratic lawmakers is calling on Secretary of State Antony Blinken to provide answers about why he bypassed Congress last month to approve arms sales to Israel. The top US diplomat made two emergency determinations in December to immediately approve the transfer hundreds of millions of dollars in military equipment to Israel. In their letter, the lawmakers noted the rarity of administrations using emergency declarations to immediately approve arms sales without congressional approval. “Use of a national emergency waiver does not exempt the U.S. government from assessing whether arms sales are consistent with” those standards, they wrote. The Commerce Department began a 90-day pause in an October order to assess the "risk of firearms being diverted to entities or activities that promote regional instability, violate human rights, or fuel criminal activities." The Commerce Department could decide to make the halt on export licenses permanent, return to previous practices, or impose other permanent restrictions. The letter, which was signed by Warren and Senator Richard Durbin as well as U.S. It voiced support for returning export authority oversight to the Department of State from Commerce - something which changed under then-President Donald Trump's tenure.

MEXICO CITY (Reuters) - At least 12 suspected criminals were killed on a highway near Hermosillo in the northern Mexican state of Sonora, a state official said Sunday, in what authorities called a foiled attempt to rescue the son of a cartel hitman. Another seven escaped and some are probably wounded, the Sonora's state attorney's office said in a statement. Two security officials were hospitalized after the crossfire but are now in stable condition, the statement added. The office said it suspected the group, armed with assault weapons, was attempting to rescue the son of Jesus Humberto Limon, a suspected hitman working for a faction of the Sinaloa Cartel led by the sons of Joaquin "El Chapo" Guzman. The suspected hitman's son, Carlos Humberto, had been detained minutes before for "crimes against health" in Camino del Seri, it said, without giving further details.
