SHANGHAI, Nov 21 (Reuters) - China kept its benchmark lending rates unchanged for the third straight month on Monday, as a weaker yuan and persistent capital outflows continued to limit Beijing's ability to ease monetary conditions to support the economy. As expected, the one-year loan prime rate (LPR) was kept at 3.65%, while the five-year LPR was unchanged at 4.30%. The latest official data showed that overseas investors had sold their holdings of China's onshore bonds for a ninth straight month in October, the longest streak of outflows on record. "We think there's probability to lower the 5-year LPR in December due to the downturn in the property market," said Xing Zhaopeng, senior China strategist at ANZ. Most new and outstanding loans in China are based on the one-year LPR, while the five-year rate influences the pricing of mortgages.
"Keeping policy rates stable will help curb widening interest rate differentials between China and the United States and stabilise FX market expectations." With 1 trillion yuan worth of MLF loans set to expire on the same day, the operation resulted in a net 150 billion yuan medium-term cash withdrawal through the instrument. The central bank said the latest operation was aimed at counteracting higher cash demand due to tax payments and keeping "banking system liquidity reasonably ample". Separately, the central bank also injected 172 billion yuan through seven-day reverse repos while keeping borrowing costs unchanged at 2.00%, compared with 2 billion yuan worth of such loans expiring on the same day. The central bank will "continue to maintain ample liquidity, but chances for an interest rate cut are low," he said.
China announced a shortening of its quarantine requirements last week, while simplifying travel rules and adjusting its monitoring regime. China has stood firm on its zero-Covid policy even as countries around the world adopt a "live with the virus" approach. Fund manager Brian Arcese believes the market reaction reflects the "underlying fundamentals that earnings will really start to improve." Meanwhile, Arcese, who is a portfolio manager at Foord Asset Management, said the firm has a China exposure of about 20%. It should benefit from the re-opening of China as tourism gradually recovers to pre-Covid levels," he added.

Two of the sources said the State Administration of Foreign Exchange (SAFE) made it clear the survey was urgent. "Foreign exchange reserves are at a critical level, and some market participants are betting that the authorities will eventually intervene." China's foreign exchange reserves now stand at just above the closely watched $3 trillion level. Oracle hiring managers and recruiters have been told to fill roles in cheaper US cities or abroad. Filling roles in areas where talent is cheaper, especially outside the US, has long been a cost-saving strategy for Oracle hiring managers, current and former employees said. "That sounds crazy to me," said Oracle executive Ken Glueck in response to a description of the claims made by Oracle employees in this story. Glueck did not directly answer whether the company was prioritizing hiring candidates outside of tech hubs like the San Francisco Bay Area, Seattle, and New York. Cities like Philadelphia, Dallas Fort-Worth, and Denver saw the highest growth rates for tech salaries this year.

Oracle has restricted hiring at OCI, telling recruiters to stay away from expensive areas like SF. Its marketing and customer experience, or CX, divisions were among the hardest-hit units, but the company's cloud division, Oracle Cloud Infrastructure , or OCI, appeared to remain untouched. The restrictions inside OCI in particular follow a period of rapid hiring in 2021, when cloud firms raced to give candidates lucrative packages to win talent, the employee said. Business from OCI, especially with the addition of TikTok, has helped grow Oracle's revenue by 5% in the most recent fiscal year. Additionally, the firm's unwillingness to spend on labor has cost Oracle before, especially as its marketing cloud unit continues to lag behind competitor Salesforce.
Billie Webb is a TikToker who filmed herself taking part in van life last year. Now she has raffled off her van to live in a 2015 Mazda, blaming soaring gas prices. Van life has become more popular amid the pandemic and rising rents and property prices. Gym memberships are a must-have for anyone joining van or car life, she said.

Start dates are being pushed and hiring cut across several business units at Oracle, insiders say. Some units that are hiring must target low-cost areas and avoid markets like Seattle and New York. Employees say restrictions are hurting an already demoralized workforce and worry more layoffs loom. Hiring managers across the company have been asked to push back start dates for new recruits, according to two sources within Oracle's recruiting division. More broadly, hiring has been slashed or significantly slowed down across several business units, according to conversations with several company insiders.
