Circuit Court of Appeals found that U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives finalized the rule in January without giving the public a meaningful chance to comment on it. The court did not immediately block enforcement of the rule, instead sending the case back to U.S. District Judge Reed O'Connor in Fort Worth, Texas. Pistol braces were first marketed in 2012 as a way of attaching a pistol to the shooter's forearm, stabilizing it and making it easier to use for disabled people. The disputed rule classifies some guns equipped with pistol braces as short-barrel rifles, based on several factors including their size and weight and the manufacturers' marketing materials.

A video shared online shows a house being washed down the Dnipro River. An expert told Insider the dam explosion is a "disaster" and will cause catastrophic flooding. The video, which was first published on Telegram and has since been verified by the BBC, shows the red roof of the large house as it is flushed down the Dnipro River. The house in the video was later identified by BBC reporter Adam Robinson, who shared aerial pictures of it from June 2020. Dr. Stephen Hall, a politics lecturer at the University of Bath, told Insider that the explosion is a "humanitarian disaster" that will have several implications in the weeks to come.

Stephen Hawking famously predicted in 1974 that black holes die by evaporation. A new study suggests this Hawking radiation that kills black holes could also kill everything else. And up to this point, black holes were the only places experts had looked for it. "And, after a very long period, that would lead to everything in the universe eventually evaporating, just like black holes." It takes black holes longer than the age of the universe to evaporate, researchers have estimated.
