Chris Hipkins, who took the prime minister's post in January after Jacinda Ardern stepped down, has nudged his Labour Party towards the centre, focusing on what he terms "bread and butter issues". The opposition National Party has blamed Labour for rising costs and is promising, if elected, to cut taxes and bring inflation under control. Given New Zealand's ever-increasing building costs, poor housing stock and overcrowding, however, supply continues to fall short of demand. The National Party has proposed unlocking more land for housing, providing incentives for councils to build more houses and creating new infrastructure financing tools. The National Party says it will encourage trade and investment, increase the skilled labour force and cut red tape.

Sept 9 (Reuters) - American surfer Caroline Marks powered her way to her first world title on Saturday, while Brazil's Filipe Toledo went back-to-back to claim his second championship with a hard-fought win over surprise finalist Ethan Ewing from Australia. Toledo, however, showed once again his mastery of his adopted home break, combining his own searing turns with high-risk aerials to edge Ewing 2-0 and retain his title. Marks, already a five-year world tour veteran at 21, overcame Hawaii's five-time world champion and Olympic gold medallist Carissa Moore in the women's final. Everyone from Florida and from San Clemente has been supporting me, I just can't believe it," Marks said after her win. The win breaks the stranglehold that Moore, Wright and Australia's Steph Gilmore have had on the world title since 2007, and confirms Marks' place alongside Moore in the U.S. surfing team for the Paris Olympics in Tahiti next year.

At Cambodia’s Ream Naval Base, China is nearing completion of what U.S. officials suspect will be its first overseas military outpost in the Indo-Pacific region. Beyond facilitating Chinese military adventurism in the South China Sea, the new base could provide the People’s Liberation Army (P.L.A.) with a staging ground to monitor and influence vital maritime routes like the Malacca Strait, through which an estimated 40 percent of the world’s trade flows. But the base also shines a light on Beijing’s broader embrace of an innovative strategy to challenge American military strength that has potentially grave implications for Washington and its allies. China has plainly stated that these points are designed to “provide support for overseas military operations” and “exert political and military influence” abroad.

Together, experts say, these efforts aim to enhance China’s military reach, which currently includes only one operational overseas naval base in Djibouti on the Horn of Africa. “It’s a question of when – not if – China will secure its next overseas military outpost,” he said. This photo taken on August 1, 2017, shows Chinese People's Liberation Army personnel attending the opening ceremony of China's new military base in Djibouti. The Hambantota commercial port in Sri Lanka has long been considered a prime candidate for a Chinese naval base. However, China’s path to developing permanent overseas bases, if indeed that is its aim, is not straightforward.

This summer of extremes has been a summer of mystery, debate and even some confusion for climate scientists, who’ve been watching the news with the rest of us and asking, What, exactly, is going on? Is it just baseline global warming, trending upward, that explains the extreme temperatures on land and over sea? The arrival of a planet-warming El Niño in the Pacific? And when considering off-the-charts sea-surface temperatures, what role is being played by recent regulations designed to significantly reduce the sulfur emissions of ships, since less pollution in the air means more heat making its way to the water below? And almost certainly, the sulfur effect has been larger locally, along particular shipping routes in the world’s oceans, where some especially striking anomalies have been observed.

IS CLIMATE CHANGE AFFECTING HURRICANES? Yes, climate change is making hurricanes wetter, windier and altogether more intense. If it were not for the oceans, the planet would be much hotter due to climate change. Climate change can also boost the amount of rainfall delivered by a storm. It is unclear, however, if climate change is affecting the number of hurricanes that form each year.

On a drizzly August morning, Caroline Kennedy waded into the turquoise waters between two deserted islands in the South Pacific, trying not to scratch her feet on sprouts of coral. “Your father did this swim,” said her son, Jack Schlossberg. Together they stood in the Western Province of the Solomon Islands, facing a mile-long jaunt to an islet called Olasana — a place John F. Kennedy, Caroline’s father, landed almost exactly 80 years earlier as a junior Navy officer. Ms. Kennedy knew her swim offered just a glimpse of that ordeal. She was there on a short official visit as the U.S. ambassador to Australia.

Ahead of the contest, Australian Ethan Ewing experienced Teahupo'o's ferocity, fracturing two vertebrae during a warmup and putting the world No. 3 in doubt for the one-day Rip Curl WSL Finals in California next month to decide a world champion. The win gives Robinson the remaining spot at next month's Finals to go with his Olympic qualification secured earlier in the competition. Medina just missed out on both the Finals and the Brazil Olympic team. [1/6] U.S. Secretary of State Antony Blinken shakes hands with Tonga's Prime Minister Hu'akavameiliku Siaosi in Nuku'alofa, Tonga, July 26, 2023. UPOU VAIPULU/Pool via REUTERSWELLINGTON, July 26 (Reuters) - U.S. Secretary of State Antony Blinken warned of China's "problematic behaviour" during a visit to the Pacific island nation of Tonga on Wednesday, citing Beijing's militarisation of the South China Sea and what he called economic coercion. Blinken said at a press conference that the U.S. had no objection to China's engagement with the region but there were concerns that its investments needed to be transparent and undertaken with sustainable finance. "I think one of the things that we’ve seen is that as China’s engagement in the (Indo-Pacific) region has grown there has been some, from our perspective, increasingly problematic behaviour," he said. Blinken said the United States was committed to both Tonga and the broader Pacific Islands.

But his plan for normalcy was overshadowed by violent rioting this month after the fatal police shooting of a teenager. “The lesson I’ve drawn is, first, order, order, order,” Mr. Macron told the TF1 and France 2 television channels from New Caledonia, a French territory in the South Pacific — the first of several stops on a trip to Oceania this week. The officer who fired the fatal shot has been charged with voluntary homicide and detained. Thousands of cars were burned and hundreds of buildings were damaged, including schools, police stations and town halls. The unrest lasted less than a week but was rooted in deeply seated anger and mistrust toward the police in France’s poorer, minority-dominated urban enclaves.

You might want to know how to win the lottery — especially as the Powerball jackpot jumps to a $750 million payout. Stefan Mandel, a Romanian-Australian economist, developed a formula that's allowed him to win the lottery 14 times. You're four times as likely to be struck by lightning than to win the lottery. Those odds apparently don't apply to Stefan Mandel, a Romanian-Australian economist who's won the lottery 14 times, The Hustle reported in a feature story about the mathematician. You can no longer buy lottery tickets in bulk and print your tickets at home — two key parts of Mandel's formula.

SYDNEY, June 29 (Reuters) - The former premier of Australia's most populous state engaged in corrupt conduct involving another lawmaker with whom she was in a secret romantic relationship, a years-long corruption inquiry that examined business dealings with China said on Thursday. Maguire told the inquiry he had received envelopes full of thousands of dollars in cash at his parliament office as part of a scheme for Chinese nationals to fraudulently acquire visas. The commission found Maguire engaged in "serious corrupt conduct" between 2012 and 2018 for the migration scheme and other misconduct. Maguire also misused his office by receiving a fee to introduce the party secretary of Liaoning province in China to then NSW premier Barry O'Farrell at parliament in 2012, it said. The commission said it would seek advice from the Director of Public Prosecutions on whether further prosecutions should be commenced into Maguire.

CNN —Sky-gazers across North America are in for a treat in 2024 when a total solar eclipse will pass over Mexico, the United States and Canada. The last total solar eclipse visible from the US occurred on August 21, 2017. During a total solar eclipse, the sky will darken as it would at dawn or dusk, and there are several stages of the eclipse that sky-gazers anticipate. The total solar eclipse will be visible in parts of Mexico, Canada and more than 10 US states, while the partial solar eclipse is expected to appear in 49 states — weather permitting. It's the first mass stranding of these killer whales in 67 years and only the second event of its kind in recorded history, according to LiveScience. Type D orcas have one of the highest levels of inbreeding of any mammalLittle is known about Type D orcas, since they tend to live in especially turbulent and rough seas in the Southern Pacific where few boats venture. That’s what’s a great embarrassment for dictators, when they didn’t know what happened,” Biden told attendees at the fundraiser in the Bay Area, referring to the Chinese spy balloon that the US shot down earlier this year. “He called me and told me not to do that because it was putting him in a bind,” Biden said, referring to the Chinese president. The region has taken on a greater importance for Washington as China has become increasingly assertive over its territorial claims in the area, expands its naval capabilities and militarizes islands in the South China Sea. “Now we have India, Australia, Japan and the United States working hand in glove in the South China Sea, in the Indian Ocean. We have a situation where I’ve met with all 50 of the major maritime states in East Asia,” Biden said in California.

Loitering munitions have become a staple on modern battlefields, especially in Ukraine. The technology is not new, and a US Navy experiment during World War II hinted at its utility. Loitering munitions and armed UAVs in general are often regarded as a 21st-century development, but they have a long history. During World War II, the US Navy was behind some of the first such drone strikes during an experiment that was ultimately scrapped but hinted at what was to come. Russian forces have used domestically made Lancet loitering munitions against Ukraine's military and employed Iranian-made Shahed-136 and 131 loitering munitions in attacks on military and civilian targets.

June 15 (Reuters) - An earthquake of magnitude 7.2 struck near Tonga in the South Pacific Ocean on Friday, according to the U.S. Geological Survey (USGS). The earthquake's epicenter was located about 280 km (174 miles) southwest of Tonga, at a depth of 167.4 km (104 miles), according to USGS. The U.S. Tsunami Warning System said there was no tsunami threat for the U.S. West Coast, British Columbia, or Alaska following the quake. Australia's Bureau Of Meteorology also said there was no tsunami threat to Australia. The European Mediterranean Seismological Centre (EMSC) initially reported a magnitude of 7 for the earthquake near the southern region of the Fiji Islands.

Aside from monitoring capabilities, a large, permanent presence on Cuba "is an important symbol, getting right under the noses of the U.S. and reflecting China's global ambitions", he said. In 2019, Reuters reported that China's military was running a space monitoring station in Argentina. Regional diplomats say that as China builds a global military intelligence network, it lacks a U.S.-style system of alliances and partnerships that can help discreet surveillance efforts. China's defence ministry declined to comment. "This trend is only going to grow alongside China's global reach," said Singapore-based defence analyst Alexander Neill.

That invasion has also drawn increased attention to Taiwan as a potential security flashpoint in Asia. “There is no evidence that China has a fixed timetable for invading Taiwan,” the report added. Meanwhile, Beijing’s rhetoric around Taiwan was one of several key triggers accounting for Japan’s growing concern over China, the report said. That has included strengthening trilateral cooperation with allies South Korea and Japan and revamping the Quad security grouping with Australia, Japan and India, widely seen as a counter to China’s military rise. Thousands of people across the island of Guam remained without power, water and cellphone service on Friday, more than a week after the U.S. territory was pummeled by the strongest typhoon in at least two decades, which flooded homes, downed coconut and mango trees, and disrupted basic services. “Losing water has been the hardest part,” said Melinda Sanchez, 50, whose family lives in central Guam. “We just go back to what we’ve learned to do during these times. We get through it.”The typhoon, Mawar, brought widespread flooding and 140 mile-per-hour winds, equivalent to a Category 4 hurricane, when it struck the island of 150,000 people in the South Pacific on May 24, knocking out power across much of the territory. Now a tropical storm, Mawar forced the evacuation of 1.2 million people as it approached Japan on Friday.
