As I write this, our agency has verified that at least 192 UNRWA employees have been killed in Gaza. UNRWA-run schools have been demolished; some 450 displaced people have been killed while sheltered inside UNRWA schools and other structures. Since Oct. 7, Israeli security forces have rounded up UNRWA personnel in Gaza, who have alleged torture and mistreatment while in detention in the Strip and in Israel. In April, gunfire hit World Food Program and UNICEF vehicles, apparently inadvertently but despite coordination with the Israeli authorities.

To many Americans, the 2024 election is an unwelcome contest between the felonious and the frail. Voters hear democracy is at risk, which is true but is also another potential reason for disillusionment. Yet the stakes of their choice for the basic public policies that shape their lives are huge, if less discussed. And should the permanent corporate tax cuts in that bill be kept in place even as it has become clear how little these business goodies have done for the economy? Worse, the Trump tax package will exacerbate a fiscal crisis for programs like Social Security and Medicare that are highly popular, including among Republicans.

HONG KONG — A Hong Kong court on Thursday found 14 of 16 pro-democracy activists guilty of conspiring to subvert the state in the Chinese territory's single largest case under a sweeping national security law imposed by Beijing. Of those, 31 pleaded guilty in the hopes of a reduced sentence, while the remaining 16 pleaded not guilty. Hong Kong had had a 100% conviction rate in national security cases, which are prosecuted under rules that diverge from the city's legal norms, including presumption against bail. Almost 300 people have been arrested under the national security law, which came into force in the summer of 2020. The charges stem from an informal primary election held in July 2020 in which more than 600,000 voters selected pro-democracy candidates for a legislative election that was scheduled for that September.
