(AP) — The Louisiana Legislature has until Jan. 15 to enact a new congressional map after a lower court last year ruled that the current political boundaries dilute the power of the state’s Black voters, a federal New Orleans appeals court said Friday. Louisiana is among states still wrangling over congressional districts after the U.S. Supreme Court in June ruled that Alabama had violated the Voting Rights Act. They argue that Black populations in the state are too dispersed to be united into a second majority Black district. Lawmakers now have until mid-January to draw and pass a new map, which would have to be done through a special session. However, in the appeals court’s order it does say that the district court will have discretion to grant “limited additional time” if requested.

MADISON, Wis. (AP) — A Wisconsin judge on Friday ordered the former chief justice of the Wisconsin Supreme Court to produce records related to her work advising the Republican Assembly speaker on whether to impeach a current justice. Former Chief Justice Patience Roggensack was one of three former Supreme Court justices asked by Assembly Speaker Robin Vos to give him advice on pursuing impeachment. The liberal watchdog group American Oversight filed a lawsuit seeking records from Vos and the three former justices. Wilcox told The Associated Press he did not produce a report, but verbally told Vos impeachment was not warranted. On Friday, Dane County Circuit Judge Frank Remington issued an order giving Roggensack 30 days to produce any records she has.

Glenn Youngkin isn’t on the ballot this year, but his push for a new conservative direction for the Republican Party is. The discipline extended beyond the 10 candidates Youngkin endorsed in competitive primaries, so as to keep distractions at bay. Virginia Democrats, who would normally use such a post to put the entire GOP in an awkward position, did not apparently even notice. Still, there isn’t a lot of evidence that the Virginia Democratic Party sees Youngkin as any sort of liability for the GOP — he isn’t featured negatively in any of their ads, for example. “What we have found out over the last two years is that that vest-wearing, affable, basketball playing dad is really a MAGA Extremist,” said Virginia Democratic Party Chair Susan Swecker.

A federal judge ruled last week that some of Georgia's congressional, state Senate and state House districts were drawn in a racially discriminatory manner, ordering the state to draw an additional Black-majority congressional district. U.S. District Judge Steve Jones, in his 516-page order, also ordered the state to draw two new Black-majority districts in Georgia's 56-member state Senate and five new Black-majority districts in its 180-member state House. Some already sounded resigned to serving in the minority during the past week's ups and downs in finding a new speaker, while others voiced hopes the passage of time will make the past three weeks a distant memory. Republicans in Georgia violated a landmark civil rights law in drawing voting maps that diluted the power of Black voters, a federal judge in Atlanta ruled on Thursday, ordering that new maps must be drawn in time for the 2024 elections. Judge Steve C. Jones of the Northern District of Georgia demanded that the state’s legislature move swiftly to draw new maps that provide an equitable level of representation for Black residents, who make up more than a third of the state’s population. (AP) — North Carolina Republicans on Wednesday pitched new maps for the state's congressional districts starting in 2024 that appear to threaten the reelection of at least three current Democratic U.S. House members. Senate redistricting committee leaders introduced two proposals that would rework the boundary lines for the state's 14 U.S. House seats. The state House and Senate want to enact a final plan by the end of the month. He said House leaders “worked with Senate leadership on the congressional plan,” but he didn't say which Senate plan the House supported. House and Senate redistricting committees also filed separate legislation Wednesday that would rework their own districts — the House for its 120 seats and the Senate for its 50 seats.

RICHMOND, Va. (AP) — Former Virginia House Speaker Eileen Filler-Corn has decided against a bid for governor in 2025 and will instead run next year to represent the competitive northern Virginia congressional seat being vacated by a fellow Democrat, U.S. Rep. Jennifer Wexton. “This is an unfair, devastating reality that she now has to navigate,” Filler-Corn said, adding that she had discussed her plans with Wexton. The open seat dynamic in the Loudoun County-centered 10th District — Filler-Corn said she lives just outside it — could set up a competitive race with implications for party control of the U.S. House. Filler-Corn is a strong fundraiser who led the Democratic House caucus during the national scandal and party strife that exploded after the 2019 discovery of a racist photo in former Gov. Former state Rep. David Cole, a Republican from Huntsville, pleaded to a charge of voting in an authorized location.
