ATLANTA (AP) — The state of Georgia will start paying for gender-affirming health care for state employees, public school teachers and former employees covered by a state health insurance plan, settling another in a string of lawsuits against Georgia agencies aiming to force them to pay for gender-confirmation surgery and other procedures. The December lawsuit argued the insurance plan illegally discriminated by refusing to pay for gender-affirming care. But Brown said Thursday's settlement requires the health plan to pay for care deemed medically necessary for spouses and dependents as well as employees. That means the health plan could be required to pay for care for minors outside the state even though it's prohibited in Georgia. “The plan can’t treat the care any differently from other care that’s not available in the state,” Brown said.

CNN —Water levels on the Mississippi River are nearing historic lows for the second consecutive year, triggering a drinking water emergency in Louisiana as ocean water flows upstream, unimpeded by the river’s uncharacteristically weak flow. Lower Mississippi River water levels are forecast to continue to drop through at least mid-to-late October, according to Dedeaux. A confluence of extremesWater levels on the Mississippi River began to plummet in early September, well ahead of the October drop last year. This outlook from the Climate Prediction Center shows how drought is expected to improve in many areas along the Mississippi River which desperately need rain. Sixty percent of the water that flows into the lower Mississippi River comes from the Ohio River, while the other 40 percent comes from the upper Mississippi River, Dedeaux told CNN.

CNN —The 2024 GOP presidential debate stage is shrinking after the Republican National Committee announced late Monday that seven candidates are set to participate in the second debate – down one from their first clash. Nikki Haley, South Carolina Sen. Tim Scott, entrepreneur Vivek Ramaswamy, former Vice President Mike Pence, former New Jersey Gov. Former President Donald Trump, the front-runner for the 2024 GOP nomination, is skipping the event. CNN —Former President Donald Trump, who paved the way for the undoing of federal abortion rights protections, said that some Republicans “speak very inarticulately” about the issue and have pursued “terrible” state-level restrictions that could alienate much of the country. Trump also warned Republicans that the party would lose voters by advancing abortion restrictions without exceptions for cases of rape, incest or risks to the mother’s life. “Other than certain parts of the country, you can’t – you’re not going to win on this issue,” he said. Trump’s former vice president, Mike Pence, has advocated a federal abortion ban after 15 weeks. (AP) — Republican Mike Rogers, who served in Congress for 14 years and chaired the House Intelligence Committee, is running for an open U.S. Senate seat in Michigan that Democrats have held for over two decades. The announcement, which was provided to The Associated Press in a campaign video on Wednesday, instantly shakes up a Senate race that had been relatively quiet and dominated by Democratic candidates. As a congressman in 1994, Richardson visited reclusive communist-ruled North Korea to discuss a nuclear accord struck by Clinton. As Richardson was traveling to the country, North Korea shot down a U.S. military helicopter that had entered its territory, killing one pilot and capturing the other. Richardson stayed for weeks to negotiate, flying home with the dead pilot's remains while the surviving pilot was released soon thereafter. In 1996, Richardson negotiated the release of an American named Evan Hunziker, jailed on spy charges in North Korea. Richardson later attended a prep school in Massachusetts, where he became a star baseball pitcher with dreams of a professional career.

CNN —In an urgent appeal to wealthy Republicans who had assembled in Milwaukee ahead of the first GOP presidential primary debate, top brass for the super PAC backing Florida Gov. Ron DeSantis told donors they needed an injection of $50 million over the next four months, according to leaked audio obtained by CNN. The tension spilled into the open just days before the Milwaukee event, when the super PAC released a memo with debate pointers for DeSantis. The pitch appeared structured to convince donors the super PAC had a plan for their dollars if they would open up their pocketbooks. Many Republican strategists and campaign veterans have questioned the arrangement between DeSantis’ campaign and the super PAC, pointing to the limitations of running a political operation from the outside.
