Public companies must abide by strict rules when granting stock options to their top executives, including pricing them where the company’s shares are trading on the day they are granted and disclosing them swiftly. Private companies planning to go public face some of the same requirements, but have more leeway in pricing their stock options — since there is no publicly traded price — and more time to disclose them. That discrepancy has prompted dozens of private companies to give their top managers low-priced options in the weeks leading up to their initial public offering — when they can often accurately predict where their shares are likely to trade, but before public company regulations about options pricing kick in, according to a new research paper by Sven Riethmueller, a professor at Yale Law School. “They just slide in these equity grants at the last minute,” said Mr. Riethmueller, referring to the options. He called the practice “11th-hour options discounting.”

Honorary prizes are going to Judy Blume and to a longtime ally of Blume's in the fight against book bans, the American Library Association. On Thursday, the critics circle announced nominees in seven competitive categories, ranging from fiction to debut book to best translation. The other fiction nominees are Justin Torres' “Blackouts,” winner of the National Book Award last fall; Teju Cole's “Tremor,” Daniel Mason's “North Woods”; and Marie NDiaye's “Vengeance Is Mine,” translated from the French by Jordan Stump. Pathways for displaced people who have skills needed by U.S. employers can benefit displaced people, employers and the communities that welcome new neighbors. The United States could adopt a program, modeled on Canada’s Economic Mobility Pathways Pilot, to address specific needs in states, cities and industries, while offering lasting refuge to displaced people. In fact, the Biden administration could adopt many changes to facilitate displaced people’s access to employment opportunities without legislation. But a humanitarian employment program should be additional to, and must not replace, systems of asylum and resettlement.

Let's be real: It's all on the line for Nikki Haley in next week’s Republican primary in the Granite State. If the former South Carolina governor can't win in New Hampshire, I'm not sure where she can win. RIVERHEAD, N.Y. (AP) — Prosecutors say they are planning a major announcement in their investigation of the suspected serial murders of a group of women whose bodies were found strewn along a coastal highway near Long Island's Gilgo Beach. The prime suspect in some of those killings, Rex Heuermann, is due in court Tuesday, months after he was charged in the deaths of three women. Suffolk County District Attorney Ray Tierney is set to make the announcement after a court hearing in the case in Riverhead, New York. Heuermann was charged in July with the killings of Melissa Barthelemy, Megan Waterman and Amber Costello, whose bodies were found buried along a remote beach parkway. Prosecutors said Heuermann is also suspected in the death of Maureen Brainard-Barnes, who vanished in 2007.

Rex Heuermann, whom prosecutors charged in July as the Gilgo Beach serial killer, was indicted Tuesday morning in connection with a fourth murder. Mr. Heuermann, 60, was previously charged in the killings of three of the four women who in 2010 were found bound in similar fashion with burlap, belts and tape on the Long Island oceanfront. In July, prosecutors called Mr. Heuermann the prime suspect in the murder of the fourth woman, Maureen Brainard-Barnes, 25, of Norwich, Conn. Ms. Brainard-Barnes disappeared in 2007, becoming the first of the so-called Gilgo Four to vanish. But charges in her killing were delayed, pending DNA test results on a hair recovered from her remains, and the grand jury in the case continued its work. Months later, it finally returned a murder indictment in connection with her death.

The fishing shacks that once perched on the rocks at Willard Beach in South Portland were part of a childhood that Maureen Connolly described on Monday as “quintessential Maine.”The shacks, with lobster buoys hanging from their walls, had served as a backdrop for photographers and painters inspired by the rocky coastline, with its sailboats drifting by and dinghies bobbing in the water. The shacks, which were at least 150 years old, are no more. On Saturday, the last of them were swept into Casco Bay by surges of wind and water from a powerful East Coast storm. CNN —In a big shakeup of a quarterly ranking of the world’s most powerful passports, an unprecedented six countries are tied in the top spot for the hottest travel documents for 2024. The United States and Canada, meanwhile, are tied in seventh place, along with Hungary, with visa-free access to 188 destinations. “The average number of destinations travelers are able to access visa-free has nearly doubled from 58 in 2006 to 111 in 2024,” says Kaelin. Portugal is at No.4 on the Henley Passport Index and Arton Capital's Passport Index. Arton’s Global Passport Power Rank 2024 puts the United Arab Emirates in the top spot, with a visa-free/visa-on-arrival score of 180.

Video and witness accounts indicate there have been multiple strikes in the area of Deir al-Balah in central Gaza on Tuesday, with many casualties being taken to the Al-Aqsa Martyrs Hospital. In one video, a blanket appears to be covering a dead body as people at the scene prepare to move the body. "Al Aqsa Martyrs Hospital is the only hospital in the central area and cannot accommodate such a large number of people, especially considering that massacres against our people are still ongoing," he said. "There is a major crisis, particularly because we do not have enough beds, especially in the overcrowded emergency room." Another video filmed in Deir al-Balah shows a Palestine Red Crescent Society ambulance fleeing the scene of nearby artillery fire, according to the aid agency.
