The third quarter saw roughly $3 billion in new collateralized loan obligations (CLOs) backed by CRE loans, according to a Friday report by DBRS. This marks a significant turn from the second quarter, which saw less than $1 billion in CRE CLO issuance. Office-backed loans represented almost half of all CRE delinquencies in the third quarter, according to DBRS. An overall 3.27% delinquency rate for CRE CLOs in the third quarter was roughly in line with the second quarter rate, according to DBRS. There were $2.67 billion in delinquent CRE CLO loans as of September, a $20 million increase from the second quarter.

The federal government is delaying a new rule that could make it easier for millions of workers to unionize after business groups challenged it in court. The National Labor Relations Board said Thursday that the rule — which was scheduled to go into effect in December — will now be effective Feb. 26. The rule sets new standards for determining when two companies should be considered “joint employers" in labor negotiations. But the new rule would expand that definition, saying companies may be considered joint employers if they have the ability to control — directly or indirectly — at least one condition of employment. But the NLRB says the current rule makes it too easy for companies to avoid their legal responsibility to bargain with workers.

Retail sales fell 0.1% last month after jumping a strong 0.9% in September, according to a report released Wednesday by the Commerce Department. Excluding sales of gas and autos, retail sales ticked up 0.1%. “The October retail sales report was stronger than expectations, but confirmed a slowdown in consumption,” Ellen Zentner, chief U.S. economist at Morgan Stanley, wrote in a note to clients. Restaurants and bars reported a 0.3% sales increase, though that was much lower than September's 1.6% gain. The government’s monthly retail sales report offers only a partial look at consumer spending; it doesn’t include many services, including health care, travel and hotel lodging.

The U.S. later filed a counter appeal and could be seen engaged in an animated conversation with the Canadian team outside of the judges' meeting. HONOLULU (AP) — All of West Maui except for burned-out sections of historic Lahaina will reopen to tourism on Nov. 1 following the deadliest U.S. wildfire in more than century, the mayor of Maui County said Monday. Mayor Richard Bissen said he made the move after talking about it with his Lahaina advisory team, the Red Cross and other partners. West Maui has about 11,000 hotel rooms, or about half of Maui's total. Josh Green last month declared West Maui would officially reopen to tourism on Oct. 8 to bring back badly needed jobs and help the economy recover. Residents who have been staying in West Maui hotels and other short-term accommodations after losing their homes in the fire won't lose their lodging, the mayor said.

Some are bouncing from hotel room to hotel room, in some cases to make way for the return of tourists who are crucial to the local economy. That’s trickier on Maui, an island of about 150,000 people that's a 30-minute plane ride from the nearest major city, Honolulu. She signed a lease on Wednesday, paying the first month's rent and a deposit using aid money and $2,000 from a cousin. Some landlords wanted as much as $8,000 to $10,000 a month, saying they could get that from tourists, Jachowski said. The agency has identified four sites — three in Lahaina and one in central Maui — near power, water and sewer infrastructure.

Retail sales rose 0.7% in September, more than twice what economists had expected, and close to a revised 0.8% bump in August, the Commerce Department reported Tuesday. The government’s monthly retail sales report offers only a partial look at consumer spending; it doesn’t include many services, including health care, travel and hotel lodging. But the robust sales report also means that the Fed officials could leave the door open for additional rate hikes. The retail sales report came as businesses across the U.S. economy ramped up hiring in September, defying surging interest rates, and the ongoing threat of a government shutdown. Consumer prices rose 0.4% from August to September, below the previous month’s 0.6% pace.
