The rule also require transitioning existing fleets to zero-emission vehicles. Big rigs, local delivery and government fleets must transition to zero emission by 2035, garbage trucks and local buses by 2039, and sleeper cab tractors and specialty vehicles by 2042. American Trucking Associations Chief Executive Chris Spear criticized the decision to force motor carriers to purchase zero-emission vehicles. On Thursday, CARB adopted new locomotive regulations requiring that by 2030 only those less than 23 years old could operate in the state. The Biden administration must still approve waivers for California to implement the new regulations.
Jim Justice of West Virginia is set to announce a Senate campaign on Thursday, giving Republicans a strong recruit against Senator Joe Manchin III, one of the most vulnerable Democrats up for re-election in 2024. The West Virginia race is one of the most essential pickup opportunities for Republicans if they are to retake control of the Senate, which Democrats hold by a narrow 51-49 seat margin. Mr. Manchin, who represents by far the most Republican state held by any Democratic senator, has yet to announce whether he will seek re-election, but Republicans are hoping that Mr. Justice’s entry might spur him toward retirement. Mr. Manchin in recent years has been one of the few Democrats who can compete in the overwhelmingly Republican state.
In the letter, Chief Justice Roberts attached a “statement of ethics principles and practices” signed by the current justices and included an appendix of the relevant laws that apply to judicial disclosures. The justices also said they may be limited in what to disclose because of security concerns. In a statement, Mr. Durbin said that the hearing would proceed regardless. “I am surprised that the chief justice’s recounting of existing legal standards of ethics suggests current law is adequate and ignores the obvious,” Mr. Durbin wrote. “It is time for Congress to accept its responsibility to establish an enforceable code of ethics for the Supreme Court, the only agency of our government without it.”

Wonder Land: When we began to devalue conscience, blurring a pragmatic understanding of right from wrong, we unleashed the whirlwind that engulfs us now. Images: Margaret Small/Reuter/Zuma Press Composite: Mark KellyProPublica’s big scoop turned out to be a quarter-teaspoon. In an error-filled report last week, the opinionated news site got one point right: Justice Clarence Thomas didn’t disclose the 2014 sale of his one-third interest in three Savannah, Ga., properties to a company controlled by his friend Harlan Crow . On these pages, in an article published online Sunday, I observed that he may have to amend his financial-disclosure form for that year. On Monday, “a source close to Thomas” told CNN that the justice would do so.
Spooked dealmakers scurry back into their foxholes

NEW YORK, March 23 (Reuters Breakingviews) - Jonathan Kanter, a lawyer by training, has become something of a magician. Pay closer attention, however, and Kanter is methodically rewriting a decades-old regulatory playbook. Last year, these breakup charges reached their highest level in a decade, at an average 4.5% of deal prices. The Department of Agriculture partnered with the DOJ on the case, another feature of Kanter’s plan of attack. As legal weaknesses emerge, dealmakers should be in position to better structure transactions and defend themselves at trial.

LONDON, Feb 27 (Reuters Breakingviews) - Britain is beginning the long and uncertain road back from Brexit. Changes to the so-called Northern Ireland Protocol were inevitable. There’s still scope to improve Johnson’s trade deal, struck in 2019. The route back is uncertain, but the symbolic importance of the Northern Ireland deal is not. The agreement marks a “new chapter” in relations between the UK and European Union, Sunak said in a press conference.
West Virginia’s Tax-Cut Crossroads

West Virginia lawmakers want their state to become a destination for people and investment, and GOP Gov. Jim Justice has proposed a major tax cut to help. Mr. Justice’s plan would cut West Virginia’s top income-tax rate to 3.25% from 6.5%. “It will take us three years to pull it off,” Mr. Justice said in his State of the State address. “But absolutely it is that aggressive pathway that will absolutely put unbelievable money right back into all of our pockets.”
Kaye Hearn, a justice on South Carolina’s Supreme Court, wrote the majority opinion this month that struck down the state’s six-week abortion ban. Two women, Court of Appeals Judges Stephanie McDonald and Aphrodite Konduros, were initially in the running for Hearn’s seat but withdrew Tuesday. (The Oklahoma Court of Criminal Appeals, the state’s highest court for criminal cases, also has an all-male bench; the Oklahoma Supreme Court, which hears civil cases, has both female and male justices.) In 1988, Toal was elected to the South Carolina Supreme Court. Hearn, who was elected to the state’s Court of Appeals in 1995, joined her on the bench in 2010.
RIO DE JANEIRO — A Brazilian Supreme Court justice on Friday authorized an investigation of whether former president Jair Bolsonaro incited the Jan. 8 riot in the nation’s capital, as part of a broader crackdown to hold responsible parties to account. The video claimed Luiz Inácio Lula da Silva wasn’t voted into office, but rather was chosen by the Supreme Court and Brazil’s electoral authority. Security forces arrest supporters of Brazilian former President Jair Bolsonaro after retaking control of Planalto Presidential Palace in Brasilia, Brazil, on Jan. 8. Dino told reporters Friday morning that no connection has yet been established between the capital riot and Bolsonaro. The federal district’s former governor and former military police chief are also targets of the Supreme Court investigation made public Friday.
The protesters swarmed into Congress, the Supreme Court and presidential palace on Sunday. Lula and the heads of the Supreme Court, Senate and Lower House also signed a letter Monday denouncing acts of terrorism and vandalism and saying they were taking legal measures. “They will not succeed in destroying Brazilian democracy. They overturned the U-shaped table at which Supreme Court justices convene, ripped a door off one justice’s office and vandalized an iconic statue outside the court. A supreme court justice temporarily suspended the regional governor.
CNN —Special counsel Jack Smith has issued a subpoena to local officials in Allegheny County, Pennsylvania, for information related to the 2020 election, a spokesperson for the county told CNN. “Yes, we received a subpoena from the Department of Justice’s special counsel regarding the 2020 election. The subpoena sent to Allegheny County is the latest in a string of requests for information sent by Smith, who is now overseeing the Justice Department’s sprawling criminal investigation into efforts to overturn the 2020 election. Officials have also been subpoenaed in Georgia, New Mexico, Nevada, Michigan, Arizona and Wisconsin. Smith’s team has now sent subpoenas to local and state officials in all seven of the key states targeted by former President Donald Trump and his allies as part of their bid to upend Joe Biden’s legitimate victory.
Opinion | What Too Little Forgiveness Does to Us
  + stars: | 2022-12-03 | by ( Timothy Keller | ) www.nytimes.com   time to read: +3 min
I discovered that those who learned and embraced forgiveness usually survived and those who did not never did. Without forgiveness, you are more subject to heart disease and heart attacks, strokes and depression. First, there must be the recognition that forgiveness does not contradict the pursuit of justice. If you don’t forgive internally, you won’t confront the wrongdoers for justice’s sake or for future victims’ sake or for God’s sake. Once forgiveness is granted, it clears the way for justice, possible reconciliation and other forms of restoration.
An amendment struck down by House Judiciary Democrats has led to debate online, with critics claiming the move indicates they support non-citizens voting in U.S. 8770 and Section 203 of the Voting Rights Act are not about expanding voting rights to non-citizens or changing legislation that prohibits non-citizen voting. He said the amendment was voted down because it was irrelevant and unnecessary, adding that the underlying bill had nothing to do with non-citizen voting. “(It) would not have changed a single practical aspect about federal law applicable to non-citizen voting,” he said. This bill was not about the legality of non-citizen voting.
