As the ostensibly bipartisan interest group No Labels discovered on Monday, consensus campaigning and governance is all well and good until it comes time for the details. At an event at Saint Anselm College in Manchester, N.H., the group had something of a soft launch of its potential third-party bid for the presidency when Senator Joe Manchin III, Democrat of West Virginia, and Jon Huntsman Jr., the former Republican governor of Utah, formally released No Labels’ policy manifesto for political compromise. The two men took pains to say they were not the bipartisan presidential ticket of a No Labels candidacy, and that no such ticket would be formed if the Republican and Democratic nominees for 2024 would just embrace their moderation — “that won’t happen if they’re not threatened,” Mr. Manchin said threateningly. On the lofty matter of cooperation and compromise, both men were all in, as were their introducers, Joseph I. Lieberman, a former Democratic senator turned independent, Benjamin Chavis, a civil rights leader and Democrat, and Pat McCrory, a former Republican governor of North Carolina.

Vox has strongly opposed LGBTQ+ rights. Both Vox and the PP have promised to take action against some pro-LGBTQ+ measures passed by the left-wing government. Spain is fourth in the ranking of European countries' LGBTQ+ rights by advocacy group ILGA-Europe, but LGBTQ+ activists said a PP-Vox government would roll back their rights. For now, Manchin’s noncommittal answers are worrying some of his Democratic colleagues. Polls show that both Biden and Trump, the front-runner for the GOP nomination, are unpopular. Researchers hoped to find evidence of a healthy new generation of ospreys when they checked 84 nests of the fish-eating bird in mid-June at Mobjack Bay, an inlet at the southern end of the Chesapeake Bay. It was the lowest reproductive number in more than 50 years of monitoring the local population of the raptor, according to scientists at the College of William & Mary. And they said it represented the latest evidence in a long-term decline in breeding success due to the bay-wide depletion of the bird’s favorite food — Atlantic menhaden. The fish are nutrient-rich, a good source of Omega-3 fatty acids; they consume smaller organisms like plankton and they filter huge quantities of ocean water. But they are also a mainstay of the commercial fishing industry, caught in mass quantities to be processed into bait for crabs and lobsters, and in greater volume for so-called reduction fisheries, in which they are ground up and turned into products including fish oil and fish meal.

Police found a fifth victim in a southwest Philadelphia shooting, hours after a heavily armed gunman wearing a bulletproof vest opened fire on Monday evening, the police said. The fifth victim was found in a house near the shootings; there were casings that matched the other shootings, according to a police spokesperson. The dead were all men between the ages of 20 and 59, the police said. Two children, aged 2 and 13, were also hospitalized and were stable, they said. A male suspect was taken into custody by the police just before 8:40 p.m., the authorities said, adding that they had recovered a semiautomatic rifle, a handgun and another gun in the alleyway behind the 1600 block of South Frazier Street.

“At this point, we don’t see a connection to any of the victims and in the shooter, so we’re still trying to piece it together and figure it out,” Commissioner Outlaw said. Police officers, who were on foot, arrested the suspect in an alley, she said. The suspect was wearing a bulletproof vest containing “multiple magazines” and had an AR-style rifle, a handgun and a police scanner. “Thank God our officers responded as quickly as they did. I can’t even describe the level of bravery and courage that was shown,” she said.
