☆ US aid to Israel and Ukraine: Here’s what’s in the $105 billion national security package Biden requested

CNN —The Biden administration on Friday laid out the details of a $105 billion national security package that includes military and humanitarian assistance for the conflicts in Ukraine and Israel. House Republicans are still struggling to unite behind a speaker to lead their conference, and until one is elected, the national security package will remain in limbo. The Biden administration’s prior request for $24 billion in Ukraine aid was not included in a stopgap government funding measure Congress approved in late September. Here’s what’s in the package, according to the White House:$61.4 billion in aid for Ukraine$30 billion for the Defense Department for equipment for Ukraine and the replenishment of US stocks. $10 billion for humanitarian assistance$9.15 billion for aid for Ukraine, Israel, Gaza and other humanitarian needs.

Washington CNN —Concern is growing within the Pentagon over the potential need to stretch its increasingly scarce ammunition stockpiles to support Ukraine and Israel in two separate wars, according to multiple US defense officials. At the moment Ukraine and Israel require different weapons: Ukraine wants massive amounts of artillery ammunition while Israel has requested precision guided aerial munitions and Iron Dome interceptors. Israel has its own capable industrial base and produces many of its own advanced weapons, but a prolonged ground campaign could drain the country’s stockpiles, officials said. The request was immediately approved by former President Barack Obama, and the equipment was pulled from US reserve stockpiles in Israel. Defense officials are also anxious about the dysfunction in Congress and whether lawmakers will approve additional funding for US support to Israel and Ukraine.

The U.S. State Department imposed sanctions on Denkar Ship Construction for providing ship repair services to previously designated vessels of a company connected to the Russian Defense Ministry. CNN —US officials have warned North Korea it will “pay a price” if it strikes an arms deal with Russia, after saying that negotiations were “advancing” between the two nations. Sullivan did not elaborate on the potential repercussions for North Korea, which is already under United Nations and US sanctions imposed over Pyongyang’s weapons of mass destruction program. Kirby added that any potential new deals could include “multiple types of munitions” and raw materials from North Korea. The US and its allies are also concerned about the technology North Korea is seeking from Russia in return for weaponry, according to two US officials. North Korea is seeking technology that could advance its satellite and nuclear-powered submarine capabilities, officials said, which could significantly advance Pyongyang’s capabilities in areas the rogue regime has not fully developed.

Providing weapons to Russia "is not going to reflect well on North Korea and they will pay a price for this in the international community," U.S. national security adviser Jake Sullivan told reporters at the White House. "We will continue to call on North Korea to abide by its public commitments not to supply weapons to Russia that will end up killing Ukrainians," Sullivan said.
