Pete Arredondo, the former chief of the school district police in Uvalde, Texas, was indicted and arrested over his actions during the police response to the 2022 school shooting in which a gunman killed 19 children and two teachers, the Uvalde County sheriff said on Thursday. Arredondo is currently in our custody,” the sheriff, Ruben Nolasco, said in a text message, adding that Mr. Arredondo was being held on the charge of “abandoning/endangering of a child.”The indictment, which comes more than two years after the May 24 massacre at Robb Elementary School, is the first set of criminal charges stemming from the shooting and suggests failures in the police response beyond poor decision-making. A second former officer was also indicted over his actions that day, according to two people briefed on the grand jury’s decision but who requested anonymity to share the findings before they were made public. The second officer, who worked under Mr. Arredondo at the school Police Department, was not in custody as of Thursday evening, Mr. Nolasco said.

CNN —Rudy Giuliani was processed in Phoenix on Monday, weeks after pleading not guilty in Arizona to charges of allegedly conspiring to overturn the 2020 presidential election results. Giuliani was served on May 17 in Palm Beach, Florida, at his 80th birthday bash held by a GOP operative. Arizona prosecutors spent weeks trying to track down the former New York City mayor and eventually found him based on his podcasts. A grand jury in Arizona handed up indictments last month charging over a dozen Trump allies, including the fake electors and several individuals connected to his campaign, over their efforts to overturn his 2020 election loss. Goodman added that Giuliani “will be fully vindicated.”The Arizona indictment is just the latest legal woe for Giuliani stemming from his time as Trump’s attorney after the 2020 presidential election.

CNN —Senate Republicans voted Wednesday to block a bill put forward by Democrats that would guarantee access to contraception nationwide, as Democrats seek to highlight the issue in the run up to November’s elections. Lisa Murkowski and Susan Collins crossed over to vote with Democrats in favor of advancing the bill. Katie Britt and Ted Cruz introduced a bill called the IVF Protection Act in May, and Republican Sen. Southern California appeared to be under siege from a blockade. Rubberneckers flocked to the water’s edge with binoculars, trying to count the ships that stretched to the inky horizon. This was what it looked like when the global economy came shuddering to a halt. It was October 2021, and the planet had been seized by the worst pandemic in a century. Basic geography itself seemed reconfigured, as if the oceans had stretched wider, adding to the distance separating the factories of China from the superstores of the United States.

Former New York Mayor Rudy Giuliani departs the U.S. District Courthouse after he was ordered to pay $148 million in his defamation case in Washington, U.S., December 15, 2023. The D.C. Bar's Board on Professional Responsibility on Friday recommended that Rudy Giuliani be barred from practicing law in the nation's capital. This report follows one from last year in which a disciplinary board for the D.C. Bar also recommended disbarment for Giuliani. Now, the case heads to the D.C. Court of Appeals, which will decide whether Giuliani, who formerly served as the mayor of New York City, will be disbarred. Giuliani has already had his law license suspended in New York, where a New York court ruled that he made "demonstrably false and misleading statements" following the 2020 presidential election.

CNN —The Spanish parliament has approved a controversial amnesty law Thursday that could benefit hundreds of people facing prosecution for their roles in the failed independence bid in Catalonia, in and around Barcelona, in 2017. The vote for the bill, introduced last year by Prime Minister Pedro Sánchez’s ruling Socialist Party, was 177 to 172, the speaker of Spain’s lower house of parliament announced. Crucial support came from two Catalan separatist parties, Junts (Together) and Esquerra Republicana (Republican Left), each with seven seats in Spanish parliament. Spain’s main opposition conservative Popular Party and the far-right Vox party voted against the measure. Just before the vote, the Madrid regional government president Isabel Diaz Ayuso, of the Popular Party, vowed to appeal against the new law to Spain’s Constitutional Court, the highest in the land.

CNN —Badly behaved bachelor and bachelorette partygoers could soon face heavy fines if they overstep the mark in a Spanish resort town. The authorities in the town of Platja d’Aro, on Spain’s Costa Brava and around 60 miles northeast of Barcelona, have introduced fines for anyone daring to go out in public in costumes depicting genitalia or carrying sex dolls. Platja d’Aro has a population of 12,500, but on summer weekends it can draw in around 150,000 visitors a day. The town council this week approved the new fines and said it would hire more police to enforce them. Police will issue a penalty, but alleged offenders could appeal and would not have to pay on the spot, the city hall spokesman said.

CNN —Highly pathogenic avian influenza, sometimes called bird flu, has been confirmed in alpacas for the first time, according to the US Department of Agriculture’s National Veterinary Services Laboratories. The animals that tested positive were on a farm in Idaho where poultry had tested positive for the virus and were culled in May. The alpacas tested positive May 16, the USDA said in a news release. The gene sequence of viruses isolated from the alpacas shows that it is closely related to the H5N1 viruses that are currently circulating in dairy cattle. Scientists have closely watched the H5N1 virus for roughly two decades.

The speaker of the Texas House, Dade Phelan, won renomination in a runoff on Tuesday, surviving a bruising Republican primary challenge from a party activist and first-time candidate who was backed by former President Donald J. Trump and his Texas supporters. The race, in a southeast Texas district that includes part of the city of Beaumont, was a bitter political showdown among some of the most powerful players in Texas politics, and was likely to have been one of the most expensive ever for a Texas House seat. The families of schoolchildren who were shot at Robb Elementary School in 2022 filed two lawsuits on Friday accusing Instagram, the publisher of the popular “Call of Duty” video game and a manufacturer of semiautomatic rifles of helping to train and equip the teenage gunman who committed the massacre. The unusual lawsuits were filed on the second anniversary of the elementary school shooting, in which 19 fourth-graders and two teachers were killed in their classrooms by an 18-year-old gunman who had purchased his weapon — an AR-15-style rifle — a few days before, as soon as he was legally able. Each company, the lawsuits claim, took part in “grooming” the teenager to become a mass shooter. Together, the suits are among the most far-reaching actions to be filed in response to the escalating number of mass shootings in the United States. The California suit, which names the publisher Activision, appeared to be one of the first to go after a video game maker for helping to promote weapons used in mass shootings.
