Bernie Sanders, I-Vt., on Sunday said Vice President Kamala Harris should increase her proposed 28% tax rate on long-term capital gains, marking his latest divergence with the Democratic presidential nominee's economic platform. "I would go higher than that," Sanders told NBC's "Meet the Press" of Harris' proposed capital gains tax rate. Harris on Wednesday announced her plan for a 28% tax on long-term capital gains, assets that are owned for more than one year, an increase from the current maximum rate of 20%. President Joe Biden previously proposed a capital gains tax rate of 39.6% in his fiscal 2025 budget. In 2016, Sanders campaigned for the Democratic presidential nomination with an even higher desired rate of 54.2%.

Billionaire investor Mark Cuban on Thursday insisted that Democratic presidential nominee Kamala Harris would not tax unrealized gains as president. Under the proposal, new small businesses could spread the deduction out over several years, or delay claiming the $50,000 tax deduction until the company turned a profit. The Internal Revenue Service has previously run into issues ensuring that its small business tax breaks end up in the right pockets, especially during the pandemic, when the agency flagged a spike in fraudulent claims. The Harris campaign did not respond to a request for clarification about which startups and small businesses would be eligible for the tax deduction. On Wednesday, Harris will also set a goal of collecting 25 million new small business applications in her first term if she is elected president. By focusing on small businesses, Harris' tax deduction proposal could help her thread the needle between rebutting Trump's attacks, and keeping up her political crusade against corporate greed.

Kennedy Jr.'s campaign told a Pennsylvania court that he will be endorsing former President Donald Trump, ahead of his own Friday afternoon announcement putting to rest a tumultuous independent presidential campaign. The filing came shortly before Kennedy took the stage at an Arizona press conference where he announced the end his presidential campaign. The Kennedy campaign spent more than $8 million on campaign consulting from Accelevate 2020 LLC, a group that also does ballot-access work. Overall, the campaign effectively raised what it spent — it amassed $57.6 million and spent almost $54 million through July. Federal campaign finance records show Kennedy’s campaign spent more than $3 million on security services provided by Gavin de Becker, a prominent security consultant protecting celebrities who is also a Kennedy supporter and friend.

Harris hasn’t yet released many details about her strategy to wipe out medical debt, but policy experts say a newly implemented medical debt relief program from North Carolina could offer a roadmap. Roy Cooper announced that nearly 100 hospitals in the state had signed on to participate in the Medical Debt Relief Incentive Program, which he said will incentivize hospitals to eliminate $4 billion in medical debt for 2 million low- and middle-income patients over the next two years. At a campaign event last week in Raleigh, North Carolina, Harris thanked Cooper for canceling medical debt in his state, and Cooper introduced Harris at the convention Thursday. Hospitals will get additional federal funds if they forgive existing debt and move to prevent future medical debt. “I see medical debt as the most salient example of a health care system which isn’t working,” he said.

CNN —The dramatic change at the top of the Democratic presidential ticket unleashed a flood of donations to the campaign account Kamala Harris inherited from Joe Biden, swamping even Donald Trump’s strongest fundraising days, a CNN analysis of newly filed campaign reports shows. The donor enthusiasm for Harris’ surprise candidacy has quickly eroded the cash advantage Trump once held. The Harris campaign had previously announced collecting a whopping $310 million in July through its joint fundraising efforts with aligned Democratic Party committees – far exceeding the nearly $139 million that the Trump political operation said it had brought in last month. A Harris campaign official said Tuesday the team expected to cross the $500 million mark in fundraising in the coming days. The CNN review examined sums raised by each candidate’s main campaign committee – a valuable resource in politics because those committees by law must receive discounts on television advertising, giving candidate-controlled money a greater impact than donations to parties and outside groups.
