Glenn Youngkin isn’t on the ballot this year, but his push for a new conservative direction for the Republican Party is. The discipline extended beyond the 10 candidates Youngkin endorsed in competitive primaries, so as to keep distractions at bay. Virginia Democrats, who would normally use such a post to put the entire GOP in an awkward position, did not apparently even notice. Still, there isn’t a lot of evidence that the Virginia Democratic Party sees Youngkin as any sort of liability for the GOP — he isn’t featured negatively in any of their ads, for example. “What we have found out over the last two years is that that vest-wearing, affable, basketball playing dad is really a MAGA Extremist,” said Virginia Democratic Party Chair Susan Swecker.

U.S. Attorney David Weiss speaks during a press conference on May 3, 2018, at his district office in Wilmington, Del. The federal prosecutor in the cases against Hunter Biden told the Republican-led House Judiciary Committee on Tuesday that "political considerations played no part" in his decision to charge the son of President Joe Biden with several crimes. "I am, and have been, the decision-maker on this case," Department of Justice special counsel David Weiss said in an opening statement for his closed-door testimony, according to a copy provided by the DOJ. The special counsel, who also is the U.S. attorney for Delaware, earlier this year charged Hunter Biden with criminal charges related to possessing a handgun while being a drug user, and with failure to pay federal income taxes. Hunter Biden, 53, has pleaded not guilty in the cases.

(AP) — U.S. Treasury Secretary Janet Yellen will host Chinese Vice Premier He Lifeng for two days of talks this week, the latest in a series of high-level talks between U.S. and Chinese officials as the world's two largest economies aim to ease tensions, the Treasury Department announced Monday. The Yellen-He talks set for Thursday and Friday come ahead of the start of the Asia-Pacific Economic Cooperation summit in San Francisco which starts November 11. Xi similarly met with Blinken in June when the secretary of State traveled to Beijing for talks with Wang. Yellen is expected to amplify the message on climate during her talks with He in San Francisco. Critics, including the Biden administration, say China’s projects often create massive debt and expose nations to undue influence by Beijing.

President Biden, perhaps Amtrak’s most famous advocate, announced $16.4 billion in funding for rail projects on Monday, exhibiting a business-as-usual approach as polls show him trailing former President Donald J. Trump one year before Election Day. Speaking at a maintenance warehouse where Amtrak trains are serviced in Bear, Del., Mr. Biden made no mention of the polling from The New York Times and Siena College polls. Instead, he offered familiar anecdotes about his days as a senator, when a conductor named Angelo would call him “Joey, baby!” and squeeze his cheeks as he made the 90-minute ride between Washington and his home in Wilmington, Del. Mr. Biden also promoted the $1 trillion infrastructure law he signed into law two years ago, which included $66 billion for investments in rail systems.

(AP) — The Biden administration is designating 31 technology hubs touching 32 states and Puerto Rico to help spur innovation and create jobs in the industries that are concentrated in these areas. President Joe Biden is set to announce the hubs on Monday at the White House with Commerce Secretary Gina Raimondo. The tech hubs are the result of a process Raimondo's department launched in May to distribute a total of $500 million in grants to cities. The White House has sought to elevate that message and highlight Biden's related policies as the Democratic president undertakes his 2024 reelection bid. “These Tech Hubs will catalyze investment in technologies critical to economic growth, national security, and job creation, and will help communities across the country become centers of innovation critical to American competitiveness,” the White House said Monday in an emailed statement.

To find the most and least safe places in the United States, a new study by WalletHub scored 182 cities (including at least two of the largest in each state) across three categories of metrics. The “home and community safety” category examined crime statistics, police and rescue workers per capita, traffic and pedestrian safety, among other data. “Financial safety” scored each city on employment, job security, credit ratings, savings rates and the like. For natural disasters, the capital city of Dover, Del. Two cities in “Tornado Alley,” Oklahoma City and Wichita, Kan., had the highest risks for natural disasters, followed by six cities in California.

The White House has been working urgently in the past 24 hours to get a Senate confirmation process in motion for President Joe Biden's nominee to be U.S. ambassador to Israel, according to two White House officials. But the White House officials said they hope lawmakers in both parties will agree with the president on the need to quickly confirm Lew amid the war between Israel and Hamas. "Everyone understands the importance behind it," one White House official said. Tom Nides, Biden's former ambassador to Israel, told NBC News in an interview that the Senate needs to confirm his successor "immediately" upon return. One official said Lew is "eager" to get to work, and the White House hopes he is confirmed with bipartisan support.

U.S. Attorney David Weiss speaks during a press conference on May 3, 2018, at his district office in Wilmington, Del. The Department of Justice said that David Weiss — the special counsel prosecuting Hunter Biden — in the "near term" will be able to testify to the House Judiciary Committee as part of its own probe of the son of President Joe Biden. But the DOJ in a letter Friday to the House panel did not commit to making Weiss available by mid-October, as committee chairman Rep. Jim Jordan, R-Ohio, has asked. And it is not clear when Weiss will be allowed to appear by the DOJ. "However, any additional testimony and documents shared at this early juncture must continue to be appropriately limited to protect the ongoing matter and important confidentiality interests."

RICHMOND, Va. (AP) — More Virginia Democrats on Tuesday cast the controversy surrounding a legislative candidate who livestreamed herself performing sex acts as a distraction from the stakes in this fall's elections, while stopping short of fully championing her continued campaign. Virginia Democrats, Gibson among them, have made protecting abortion access a top campaign priority. Gibson's campaign did not respond to an interview request or a detailed list of questions from the AP on Tuesday. The state party also maintained its silence on Tuesday, with spokesperson Liam Watson declining to comment. Among elected officials, Democratic state Sen. Hunter Biden plans to plead not guilty to three federal gun charges during an initial court appearance and is requesting to hold the hearing by videoconference instead of appearing in federal court in Wilmington, Del., his lawyer said in a filing on Tuesday. Mr. Biden, 53, was indicted last week by David C. Weiss, the special counsel overseeing the case, on two charges that he lied about his drug use to purchase a handgun in 2018 and on one charge of illegally possessing the weapon, which he had for less than two weeks. The not-guilty plea was expected. The decision to file criminal charges against Mr. Biden, the president’s troubled younger son, came after the collapse of a plea deal in July that would have resolved the long-running investigation without him serving prison time. Biden also will enter a plea of not guilty, and there is no reason why he cannot utter those two words by videoconference,” Abbe Lowell, Mr. Biden’s lawyer, wrote in a two-page letter to Judge Christopher J. Burke.

(AP) — President Joe Biden's national security adviser met with China's foreign minister over the past two days on the Mediterranean island nation of Malta in an effort that the White House said Sunday was intended to “responsibly maintain the relationship” at a time of strained ties and mutual suspicion between the rival powers. The Biden administration shot down what was described as a Chinese spy balloon earlier this year. And after Chinese President Xi Jinping centralized his power, the Chinese economy has not rebounded as expected after ending its pandemic lockdowns. The White House said Sullivan and Wang discussed the relationship between the two countries, global and regional security issues, Russia's war in Ukraine and the Taiwan Strait. They talked about the Mediterranean region's role in helping to provide “global peace and security,” according to a statement by the Maltese government.
