"We have received a request from the government of Syria for assistance through the civil protection mechanism," European Commissioner for crisis management Janez Lenarcic said. Lenarcic told reporters that EU member states were being encouraged to contribute with assistance as requested. An EU official said the 27-member bloc would need enough safeguards to ensure that the aid provided effectively reached those in need and that the provision of any future EU assistance would not go un-monitored. A country can request assistance through the EU mechanism when the scale of an emergency or disaster overwhelms its response capabilities. Once activated, the EU's Emergency Response Coordination Centre coordinates and finances assistance provided by EU member states and eight additional participating nations.

Here are five proven, data-based changes that could make a difference, and two approaches that don't seem to work, according to Campaign Zero. Track complaints about officers' use of forceMost complaints against officers aren't public, making them hard to track. These changes, along with requiring departments to report and publish online data on all uses of force, could reduce police violence. Body cameras are another method that haven't been proven effective when it comes to excessive force instances. Research has shown that 93% of prosecutors' offices have used body cameras mostly in cases against citizens, not against police.
In 2022, Rheinmetall made some 60,000 to 70,000 rounds each of tank and artillery shells, according to Papperger, who said production could be boosted immediately. A few days before the meeting with the new defence minister, Papperger pushed for an increase of Germany's defence budget. "The 51 billion euros in the defence budget will not suffice to purchase everything that is needed. Even before Russia's invasion of Ukraine, Germany was 20 billion euros short of reaching NATO's target for ammunitions stockpiling, according to a defence source. To plug the munitions gap alone, Papperger estimates the Bundeswehr (German armed forces) would need to invest three to four billion euros per year.

Chris Hipkins is sworn in as prime minister on Jan. 25, 2023 in Wellington, New Zealand. The country's previous prime minister, Jacinda Ardern, unexpectedly resigned the previous week. Chris Hipkins was sworn in Wednesday as New Zealand's 41st prime minister, following the unexpected resignation last week of Jacinda Ardern. Carmel Sepuloni was also sworn in as deputy prime minister, the first time a person with Pacific Island heritage has taken on the role. After the ceremony, Hipkins said as an aside to reporters: "It feels pretty real now."
"Be strong, be kind," New Zealand's youngest prime minister in more than a century repeated through her eventful tenure, but her empathetic leadership and crisis management skills often masked her government's shortcomings. Ardern made global headlines in 2020, presiding over New Zealand's most diverse parliament, with more than half the members women and the highest number of indigenous Maori lawmakers. Ardern said it was "totally unacceptable in 2017 to say that women should have to answer that question in the workplace". Less than three months later, Ardern brought the baby, Neve Te Aroha, to the U.N. General Assembly in New York. “I wonder whether or not anyone ever asked Barack Obama and John Key if they met because they were of similar age,” Ardern said, in reference to the former U.S. president and New Zealand prime minister.
“He’s got to say, ‘I messed up, I apologize,’” said Lanny Davis, who handled various investigations as a lawyer in the Clinton White House. The White House didn’t publicly confirm that documents had been found until Monday, when CBS News reported that a review was underway. A statement from a White House lawyer, Richard Sauber, mentioned only classified material found at the center. We respect that process.”Jennifer Palmieri, who served as communications director in the Obama White House, suggested that any White House press secretary in this position would be in a tough spot in terms of what can be disclosed in the briefing room. “The White House should consider appointing a separate spokesperson to handle all questions related to this matter,” said Karen Finney, a Democratic strategist who also served in the Clinton White House.
CNN —One week into her presidency, Peru’s new President Dina Boluarte is battling to contain widespread protests that erupted after the ousting of former President Pedro Castillo. Boluarte announced Tuesday the government will set up a crisis management committee as protests calling for political change continue across the country. Boluarte, his former vice president, has since become president, and on Monday proposed bringing general elections forward two years to April 2024 during a televised speech. At least seven people have died in the protests ongoing in Peru, according to a tweet from the health ministry on Wednesday. Boluarte also doesn’t belong to a political party after she was expelled from Peru Libre due to internal disagreements.
BUDAPEST, Dec 5 (Reuters) - Hungary's inflation could be between 15% and 18% next year, the National Bank of Hungary's governor said on Monday, sharply criticising the government's price caps imposed on fuels, basic foodstuffs and mortgages. He said the price caps had prompted retailers to raise the prices of other, non-capped-price products, adding 3% to 4% to inflation. "We have said this to the government several times," Matolcsy said referring to ending the price control measures. November consumer price data are due on Thursday, with a Reuters poll of analysts seeing annual inflation at 22.2%. Matolcsy said inflation was the "number one enemy", adding that the NBH would fight it with all possible means.

The interviews could be a case study in what not to do in a crisis, some communications executives said. “He’s basically breaking every rule that somebody in the crisis communications field would advise,” said Andrew Gilman, president and chief executive at CommCore Consulting Group, a public relations and communications firm. Asked at the DealBook conference whether his lawyers thought it was wise for him to be speaking, Mr. Bankman-Fried said no. If Mr. Bankman-Fried is determined to say something now, Mr. Gilman said he would have advised putting a statement online and declining to take questions yet. But Mr. Sitrick said he couldn’t fully gauge the results of the mini-media tour because he didn’t know Mr. Bankman-Fried’s goals.
Cold weather could cause French power cuts next week

Companies Electricite de France SA FollowPARIS, Dec 1 (Reuters) - Cold weather could lead to power cuts in France on Monday as delays to the restart of nuclear power following repair work leave supply lagging demand, analysts said. Nuclear power supply had been expected to reach around 40 gigawatts (GW) this week, but operator EDF's (EDF.PA) delay in restarting reactors meant it rose to only around 35 GW, leaving France more reliant on imports and gas-fired production. "If we remain at 35 GW, next week Monday could become quite tight: we expect the demand at otherwise seasonally normal levels, but 35 GW of nuclear would be too low to meet a possible demand peak at 73 GW," Gerl said. The current EDF schedule shows 3 GW of nuclear power returning to the grid next week, putting total capacity at 38 GW for the first cold spell of the peak demand winter season. Disney’s tale of two Bobs

This was a big surprise Sunday night, for a few reasons:1) Iger has previously dismissed the idea of going back to Disney. Then, he kept going: Iger’s Disney acquired Lucasfilm, home of the Star Wars franchise, for a little over $4 billion. Disney shares surged 9% Monday morning, reflecting investors’ hopes that Iger will swoop in and work his magic. The Trump news was no surprise — even before buying Twitter, Musk made clear he would reinstate Trump and rethink the site’s content-moderation policies. And if Musk’s strategy is to stoke controversy, he’s already brought out the big guns in letting Trump back on.

The Pentagon says China is undergoing a major expansion of its nuclear forces and is moving toward having 1,000 nuclear warheads by 2030. But Beijing has long resisted arms control talks with Washington, arguing that the United States already has a much larger arsenal. But Xi signaled during a Communist Party Congress in October that China would strengthen its strategic deterrent, a term often used to describe nuclear weapons. We're saying, let's talk about putting some guardrails into the relationship so that we don't have unnecessary crises," he said. Among the violations “confirmed” by state investigators from the Kentucky Cabinet were improper use of restraints and aggression by staff members. As of Oct. 20, 32 children who are in state custody remained in Brooklawn’s care, according to the facility. Brooklawn said the facility has implemented new safety measures and increased training for staffers who provide direct care to children. This type of incident should never be allowed to happen again.”Some child advocates say Ja’Ceon’s death should prompt systemic change.
SYDNEY, Oct 25 (Reuters) - Corporate insurers routinely pay hackers a ransom for the return of stolen customer data, a top Australian government cybersecurity provider said on Tuesday, as the country's biggest health insurer revealed the growing scale of a recent breach. On Tuesday, Medibank said the criminal had shown data of another 1,000 customers and added that the number was likely to grow. 2 telco, Singapore Telecommunciations Ltd-owned (STEL.SI) Optus, said last month about 10 million customer accounts, equivalent to 40% of the Australian population, had data taken by a hacker demanding payment. Hong Kong CNN Business —Europe’s gas crisis will be “a catalyst” for Mercedes-Benz to push deeper into clean energy, says its CEO. The German government had already set in motion a crisis management plan that could see rationing gas to businesses if that happened. The group has also signed on to use a wind energy facility in the Baltic Sea that will “add another 25%” of capacity, said Källenius. “We’re going to diversify, we’re going to make ourselves more resilient, and of course we’re going to go carbon-free,” he added. The company unveiled the electric vehicle Sunday at the Paris Motor Show, as part of efforts to further diversify its lineup.
