CNN —A statue of a bearded man striding forward was crafted from black basalt over 2,000 years ago during the Ptolemaic dynasty. Now, it’s finally set to return to Libya, where it was looted during British occupation in World War II, according to the Cleveland Museum of Art. The museum, which has held the piece since 1991, announced the planned return in a Wednesday news release. The statue then ended up at the Ptolemais Museum in Libya, which was destroyed during the British occupation of the area. The statue spent the decades between 1966 and 1991 in the private collection of New York art collectors Lawrence and Barbara Fleischman and was donated to the museum in 1991.

In a statement of its commitment to artists and to downtown, the Institute of Contemporary Art, Los Angeles is planning to buy the East Seventh Street building it occupies and improve it with a cafe, outdoor space and studios for a new artists-in-residence program. “I want to make sure that this institution is here for generations to come,” Anne Ellegood, the museum’s director, said in a recent interview, “making sure it’s sustainable.”Since the institution moved from the west side — where it was called the Santa Monica Museum of Art — and rebranded itself with a new name in the downtown Arts District in 2017, Ellegood said, its location has become integral to its identity. “It’s literally a neighborhood named for artists, which is increasingly a neighborhood where artists are not present and can’t afford to be here,” she said.

The Supreme Court’s recent rescue of an important federal agency from the hands of a hostile lower court was an exercise in the evolving definition of originalism. A mechanism that the United States Court of Appeals for the Fifth Circuit deemed unconstitutional was clearly known to and accepted by the Constitution’s framers, Justice Thomas concluded. Justice Elena Kagan wrote a concurring opinion to say that while the old history was enlightening and adequate to support the agency’s constitutionality, modern practice supported it as well. “All the flexibility and diversity evident in the founding period,” she wrote, has “continued unabated” when it comes to financing government operations. Notably, two of the court’s conservatives, Justices Brett Kavanaugh and Amy Coney Barrett, in addition to Justice Sonia Sotomayor, joined Justice Kagan’s endorsement of the significance of later, even contemporary, practice when interpreting the Constitution.
