Direct cash assistance reduced homelessness and increased employment in Denver, a study found. "Many participants reported that they have used the money to pay off debt, repair their car, secure housing, and enroll in a course," he said. Six months in, most who received money from the project were better off — significantly so, according to researchers at the University of Denver's Center for Housing and Homelessness Research. And the study also relied on participants self-reporting their situations in exchange for payments of up to $30. Smaller cities, such as Santa Fe, have also experimented with cash payments, as have rural areas, including upstate New York.

The message behind Putin’s Wagner meeting

In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

HANGZHOU, China (AP) — A month before the Asian Games, China released a new national map, doubling down on its claims to almost the entire South China Sea and disputed border territories with India. At the games themselves, however, outward aggression has taken a backseat to unctuous charm as China sought to win the hearts of more than 40 Asian nations and regions by dazzling them with technology and slathering them with praise. “The Asian Games embodies the Asian people’s shared desire for peace, unity and inclusiveness,” Xi told them, according to his prepared remarks. Signs around Hangzhou billed the city as a “paradise on earth” while China adopted the motto “heart to heart” for the Asian Games, which feature some 12,000 competitors - more than the summer Olympics - from across Asia and the Middle East. “This will undoubtedly open new prospects for cultural exchanges, cultural integration and people-to-people bonds in Asia,” the Chinese Communist Party’s official People’s Daily wrote Monday in an effusive editorial about the Hangzhou games.

The creators of the hit crime drama "Better Call Saul" on Monday won the dismissal of a defamation and trademark infringement lawsuit by Liberty Tax Service for depicting a shady fictional tax firm that appeared to resemble its own. Gardephe said Liberty Tax offered no "particularly compelling" allegations that viewers would be confused into thinking Sweet Liberty was one of its more than 2,500 offices. "Better Call Saul" starred Bob Odenkirk as Saul Goodman, a corrupt lawyer also known as Jimmy McGill. Peter Siachos, a lawyer for Liberty Tax, said his client will explore its legal options, including an appeal or refiling the lawsuit in a state court. Both said their use of Sweet Liberty was protected by the U.S. Constitution's First Amendment.

WASHINGTON (AP) — President Joe Biden’s education chief said he’s open to using “whatever levers” are available — including federal money — to discourage colleges from giving admissions preference to the children of alumni and donors. He made the remark when asked about using federal money as a carrot or rod on legacy admissions. By banning affirmative action but allowing legacy preferences, critics say the court left admissions even more lopsided against students of color. Political Cartoons View All 1173 ImagesThe agency recently opened an investigation at Harvard University after a federal complaint alleged that legacy admissions amount to racial discrimination. When the Fitbit tracker launched in 2009, 45 years after Yamasa's gadget cemented the 10,000-steps ideal in the public consciousness, it kick-started a boom in fitness wearables and spawned a frenzy for health data. This flood of easily accessible health data has certainly had some positive effects. Russia's war in Ukraine: live updates

Vladimir Putin and Kim Jong-un visit a construction site of the Angara rocket launch complex on September 13. After a year and a half of high-intensity combat in Ukraine, Russia’s ammunition stocks have been heavily depleted, and US officials warned that North Korea and Russia were mulling potential deals to replenish supplies for Moscow’s war on Ukraine. North Korea has a substantial arsenal on the Korean peninsula. It’s a life-or-death race, with Putin apparently counting on support waning for Ukraine as the US enters a presidential election season. Putin appears to be extending a potential lifeline to Kim, apparently dangling the carrot of access to Russian technology.

Hong Kong CNN —China on Tuesday unveiled a plan to deepen integration between the coastal province of Fujian and self-governing Taiwan, touting the benefits of closer cross-strait cooperation while sending warships around the island in a show of military might. The document, hailed as a “blueprint” of Taiwan’s future development by Chinese experts cited in state media, comes at a delicate moment in cross-strait relations as Taiwan gears up for its presidential election in January. Ahead of Beijing’s release of its integration plan, a Chinese aircraft carrier and around two dozen Chinese warships were spotted gathering in waters near Taiwan this week, according to Taiwanese authorities. Fujian, a province of 40 million people on the western side of the Taiwan Strait, is the closest to Taiwan both geographically and culturally. In Tuesday’s directive, Beijing pledges to further speed up integration between the city of Xiamen and Kinmen – which are only a few miles apart.

Five Iowa State players who were projected to be starters before the season are suspended. Iowa State quarterback Hunter Dekkers, running back Jirehl Brock, offensive lineman Jacob Remsburg, tight end DeShawn Hanika and defensive lineman Isaiah Lee were charged. REUTERS/Issei Kato Acquire Licensing RightsAug 23 (Reuters) - A look at the day ahead in Asian markets from Jamie McGeever, financial markets columnist. After Monday's surprising resilience on Wall Street, world markets' reversion to type on Tuesday should set the tone for Asia on Wednesday - weakness in stocks, a buoyant dollar, elevated bond yields and souring investor sentiment. China's economic and financial travails remain top of mind for investors, so any sign of further incoming fiscal or monetary stimulus from Beijing will be well received. That is not something Beijing or Tokyo would do lightly, but the higher U.S. bond yields go, the more persistent the selling pressure on their respective currencies becomes. Implied yen volatility is relatively low in the yuan, and low across currency markets more broadly.

The result is that, despite Serbia’s professed hopes to join the EU, Vucic has continued to walk a tightrope between Moscow and western powers. A Pristina government official told CNN that they did not want to “surrender” official government buildings to protesters. A decade on, these municipalities have not been created, leaving disputes to fester over the degree of autonomy for Kosovo Serbs. After such episodes, Joseph told CNN that the “see no evil” approach to Vucic’s regime may be starting to crack. “The situation is clear who the bully of the Balkans still is,” Meliza Haradinaj, Kosovo’s former foreign minister, told CNN.

They were enacted in the decades following the Holocaust to ensure that the United States never again turned away people fleeing persecution. But now, many blame these laws for the chaos and inhumanity at the nation’s southern border. When Title 42 restrictions were lifted in May, President Biden enacted a carrot-and-stick approach aimed at deterring new asylum seekers from traveling by foot to the border. Doing so has discouraged would-be migrants from taking a dangerous trek with a smuggler, often through multiple continents. This approach would have been a great step forward if it wasn’t paired with a counter measure that prohibits some asylum-seekers at the border from applying for protection in the United States.

Three Impressive, Deceptively Easy Summer Dishes

When the chef Yann Nury, 39, was growing up in Ardèche, France, summer meant a frenzy for peak-season produce. “Melons, strawberries and peaches are my childhood,” says Nury, from the loft in New York’s SoHo neighborhood that serves as his invitation-only dining room, La Residence. “For two weeks, that was almost all we ate — but only for two weeks.”It’s no surprise then that Nury, who cooked on Daniel Boulud’s private events team before setting out on his own almost a decade ago, is best known for delicate French fare made with ingredients at the apex of their micro-season prime. Often, he combines his fruit and vegetable obsession with formal technique: think turnip and seaweed mille-feuilles cut to sharp 90-degree angles and single-bite tartlets filled with nearly translucent petals of heirloom carrot. But he’s also hailed for his exactingly prepared versions of American comfort foods like burgers and s’mores, making him an ideal cookout host.

While diamonds might look pretty perched atop a ring, the rocks they hail from venture to Earth’s surface in a journey that’s anything but glamorous. Millions of years ago, some of our planet’s strangest and most violent volcanic outbursts dredged from deep underground most of the diamonds mined today in the form of blue-tinged rocks called kimberlites. The turbulent flow punches a carrot-shaped pipe through the ground, ripping out chunks of deep subsurface rock, including some that are studded with diamonds. A new study led by Dr. Gernon and published Wednesday in the journal Nature points to the ancient roots of these eruptions. He and his colleagues report that the breakup of ancient supercontinents like Pangaea and Rodinia caused deep disruptions in the flow of the mantle beneath Earth’s crust, setting off the blasts.

“The recent heat waves and scorching summer temperatures demonstrate the economic cost of heat stress,” Chris Lafakis, Moody’s Analytics’ director of economic research, wrote in an emailed response to a CNN query. Moody’s Analytics estimates that chronic physical risk from heat stress could reduce worldwide GDP by up to 17.6% by 2100. The losses are steepest in sectors such as agriculture and construction, but no industry or business is immune, she said. “Every summer we have a stretch [of excessively hot weather], where it might last from four days up to a week,” he said. “We have to look at the potential of our business model shifting to a nine-month facility going forward,” she said.
