(AP) — With bipartisan support, a proposed Louisiana congressional map that would create a second majority-Black district sailed through the state Senate on Wednesday and will advance to the House chamber for debate. A second majority-Black district could also result in another Democratic seat in Congress. Officials have until Jan. 30 to pass new congressional boundaries with a second majority-minority district in Louisiana. A judge on the district court signaled that she will create a map by herself if lawmakers don't complete the task. On the Senate floor Wednesday, Democrats raised concerns that under the proposed map, the Black voting-age population in Carter's district would decrease to 51%.

ANDERSON, S.C. (AP) — Republican U.S. Rep. Jeff Duncan said Wednesday he will not run for an eighth term in his solidly Republican South Carolina district. Duncan said he ran for office after the September 2001 terrorist attacks because he wanted to serve his country. He made energy policy one of his chief concerns, pushing for more nuclear power. The last time the seat was open in 2010, it attracted several candidates who remain at the South Carolina Statehouse — Sens. Duncan represents South Carolina's Third District, a mostly rural area in the northern and western part of the state that includes Greenwood, Anderson, Edgefield and Easley.

(AP) — Longtime Omaha community activist Preston Love Jr. has announced he is seeking the Democratic nomination to challenge Republican U.S. Sen. Pete Ricketts for the seat Ricketts was appointed to fill last year. Love, 81, launched his campaign Wednesday in north Omaha before a crowd of about 100 with the endorsements of some of the state's top Democrats, including state party executive director Precious McKesson and state Sen. Tony Vargas. Ricketts also gave more than $1 million to the political action committee Conservative Nebraska, which ran a slew of attack ads against Pillen’s primary opponents. It is the second time the state party has backed Love for the Senate seat — although the first time came under unusual, scandal-plagued circumstance. Love is the founder and executive director of the nonprofit Black Votes Matter Institute of Community Engagement and an adjunct professor of Black studies at the University of Nebraska at Omaha.

ORLANDO, Florida, Nov 16 (Reuters) - The U.S. high yield bond market is the dog that has rarely barked, never mind bitten, during the Federal Reserve's most aggressive interest rate-raising campaign in 40 years. The 'junk' bond market may also contain less junk than it used to. But changes in the composition of a leading high yield corporate bond index over recent years suggests this might be the case. "The high yield index is a higher quality index than in cycles past," reckons Bill Callahan, investment strategist at Schroders. A Wisconsin teenager pleaded guilty Wednesday in New York federal court to conspiracy in connection with a scheme to hack user accounts at the DraftKings fantasy sports betting website and with others steal about $600,000 from its customers. The Manhattan U.S. Attorney's Office said Garrison on Nov. 18 last year launched a so-called "credential stuffing attack" on the website. Hackers in such attacks use stolen user credentials obtained from past data breaches to gain authorized access to user accounts. Garrison, who has been free on $100,000 bond since his arrest in May, is scheduled to be sentenced in Manhattan federal court on Jan. 16.
