The United States government has placed detained immigrants in solitary confinement more than 14,000 times in the last five years, and the average duration is almost twice the 15-day threshold that the United Nations has said may constitute torture, according to a new analysis of federal records by researchers at Harvard and the nonprofit group Physicians for Human Rights. The report, based on government records from 2018 through 2023 and interviews with several dozen former detainees, noted cases of extreme physical, verbal and sexual abuse for immigrants held in solitary cells. The New York Times reviewed the original records cited in the report, spoke with the data analysts and interviewed former detainees to corroborate their stories. Overall, Immigration and Customs Enforcement is detaining more than 38,000 people — up from about 15,000 at the start of the Biden administration in January 2021, according to an independent tracking system maintained by Syracuse University. A growing proportion of detainees are being held in private prison facilities with little means of accountability, and preliminary data from 2023 suggests a “marked increase” in the use of solitary confinement, according to the report.

The Nicaraguan authorities said on Sunday that they had released 19 clergymen who had been jailed and handed them over to the Vatican, the latest development in the autocratic government’s longstanding persecution of the Roman Catholic Church. Among those set free was Bishop Rolando Álvarez, one of the most prominent critics of the government left in Nicaragua, who had been convicted of treason and sentenced to 26 years in prison last February. Another bishop, Isidoro Mora, 15 priests and two seminarians were also released. Silvio Báez, a Nicaraguan bishop in exile in the United States, celebrated the news in a Sunday Mass in Miami on Sunday, saying that “the criminal Sandinista dictatorship” of President Daniel Ortega “has not been able to overcome the power of God.”The release came after Pope Francis drew attention to the attacks on the church in his New Year’s Day address, telling the faithful gathered in St. Peter’s Square that he was “following with concern what is happening in Nicaragua, where bishops and priests have been deprived of their freedom.”

The letter, directed to Texas Attorney General Ken Paxton, states that Texas’ actions “have impeded operations” and are unconstitutional. A combination of Texas National Guard soldiers, equipment and physical barriers has restricted Border Patrol from approximately 2.5 miles of the US-Mexico border, according to the letter. The Shelby Park area is located near Eagle Pass, Texas, which has seen a high number of border crossings. Abbott’s actions, which have included placing concertina wire along the state’s shared border with Mexico and deploying National Guard troops, have also strained a historically close relationship on the ground with Border Patrol. “This is just mind-blowing,” a former Homeland Security official told CNN, referring to Texas blocking Border Patrol agents.
