The Biden administration is rolling out new export controls on critical technologies, including quantum computing and semiconductor goods, as China makes advances in the global chips industry. The department cited "national security and foreign policy reasons" for the move, and said it was the product of extensive discussions with international partners. These restrictions cover worldwide exports, but adds exemptions for countries that add similar controls, such as Japan and the Netherlands have done in the past. "Aligning our controls on quantum and other advanced technologies makes it significantly more difficult for our adversaries to develop and deploy these technologies in ways that threaten our collective security," he added. BIS also said it is also continuing to strengthen relationships with its allies to boost the effectiveness of export controls aimed at degrading Russia's military capabilities, as well as its "enablers" such as Belarus and Iran.

The United States has announced new export controls on advanced technology, including quantum computers, in line with restrictions imposed by international partners. Besides quantum computing items, the curbs will affect equipment for producing advanced semiconductors, additive manufacturing items to produce metal components and gate all-around field-effect transistor (GAAFET) technology, according to a Federal Register posting. Several countries, including the United Kingdom, have already imposed similar controls, and others are expected to do so as well. “The most significant controls are the ones on quantum computers and related technology,” said Washington trade lawyer Kevin Wolf. Prosecutors in the federal case accusing former President Donald J. Trump of trying to overturn the 2020 election now appear unlikely to seek a broad public airing of their evidence in a courtroom before Election Day, according to two people familiar with the matter. The special counsel pursuing the case, Jack Smith, is leaning against requesting a hearing in the next few months in which he could set out in expansive form the evidence behind his indictment of Mr. Trump, the people said. The prospect of a courtroom hearing this fall in which the prosecutors would present their evidence in something resembling a “mini-trial” was one possible result of the Supreme Court’s landmark ruling this summer that former presidents enjoy broad immunity for official actions they took in office. The Supreme Court directed the trial judge in the case, Tanya S. Chutkan, to rule on which charges against Mr. Trump can survive the immunity decision and which must now be thrown out.

Reddit calls them logged-out users and, based on some industry estimates, they only monetize at about one-third the rate of logged-in users. The number of logged-out users surpassed logged-in users in the fourth quarter, and the gap has since widened. Logged-in users increased 31% in the second quarter to 42 million, while logged-out users increased at a much more robust rate of 74% to 49.2 million. Alan Gould, managing director at Loop Capital, said Google makes up "the vast majority of the logged-out users." The US Forest Service manages rentals of repurposed fire lookouts, but these historic properties are hard to come by. Dabney Tompkins and Alan Colley decided to build their own tower in the early 2000s. "We particularly liked the picture on the front cover," Colley said. Wharton's Jeremey Siegel on Monday called on the Federal Reserve to make an emergency 75 basis-points cut in the federal funds rate after Friday's disappointing jobs report. On Friday, the jobs report showed slower growth than expected and an unemployment rate that moved higher to 4.3%, its highest since October 2021. That unemployment figure "blew through" the central bank's target unemployment rate of 4.2%, said Siegel, chief economist at WisdomTree. Siegel isn't concerned that an emergency cut will send the markets into a downward spiral. If the Fed does not make an emergency cut before September's meeting, the market will react badly, Siegel predicted.

After nearly eight months in limbo, former President Donald J. Trump’s federal election interference case sprang back to life on Saturday as the judge overseeing it scheduled a hearing in Washington for Aug. 16 to discuss next steps. At the hearing, the judge, Tanya S. Chutkan, will discuss with Mr. Trump’s lawyers and prosecutors in the office of the special counsel, Jack Smith, how each side would like to proceed with a complicated fact-finding mission the Supreme Court ordered last month. The order was part of its landmark ruling granting Mr. Trump broad immunity against criminal prosecution for acts arising from his presidency. A key element of that decision requires Judge Chutkan to sort through the 45-page indictment accusing Mr. Trump of plotting to overturn the results of the 2020 election, and decide which of its many allegations can move forward to trial and which arise from official acts of his presidency and will have to be tossed out.

Harvard University said on Friday that its interim president, Alan M. Garber, would lead the university through the 2026-27 academic year, offering a dose of stability to a campus rocked by turmoil. Dr. Garber took over at Harvard in January when Claudine Gay resigned after weeks of criticism over her testimony at a congressional hearing about antisemitism on campus and accusations of plagiarism in her academic writings. Penny Pritzker, senior fellow of the Harvard Corporation, the university’s highest governing body, said in a message to the campus on Friday that “interim” would be dropped from Dr. Garber’s title “to recognize his distinguished service to the university and to underscore our belief that this is a time not merely for steady stewardship but for active, engaged leadership.”The university said it would begin a search for a successor to Dr. Garber in 2026.
