MADRID, March 31 (Reuters) - Spain has called for tighter scrutiny of oil transfers involving tankers at sea as the number of unregulated ships hit by sanctions grows and raises pollution risks, a U.N. agency session heard this week. Spain's Mediterranean and Atlantic coastlines have become hubs for shipping activity including the transfer of oil known as ship-to-ship (STS) operations. Madrid, which has already tightened its rules for STS transfers around its coastline, has called for flag states to step up scrutiny and enforcement of such activity, the source added. A paper submitted to the IMO committee by Australia, the United States and Canada said illicit transfers "undermine the rules-based international order". HANOI, March 27 (Reuters) - A Vietnamese ship monitored a Chinese Coast Guard vessel on Saturday in a Russian-operated gas field in Vietnam's South China Sea exclusive economic zone (EEZ), data show - the latest Chinese patrol in a pattern stretching more than a year. The patrols mirror Chinese Coast Guard activity elsewhere in the South China Sea, where such vessels have been used to assert territorial claims. A spokeswoman for Vietnam's foreign ministry said on Friday that Vietnam acts in the South China Sea “to protect its legal rights”. Malaysia, the Philippines, Taiwan and Brunei are among other countries that have competing claims in the South China Sea. Chinese Coast Guard vessels have also patrolled the Tuna block; in January, Indonesia deployed a warship to monitor a Chinese ship there.

ChatGPT, the latest technological sensation, is an artificial intelligence chatbot with an amazing ability to carry on a conversation. It relies on a massive network of artificial neurons that loosely mimics the human brain, and it has been trained by analyzing the information resources of the internet. My teenage son recently used ChatGPT to argue about politics with an imitation Karl Marx. As a neuroscientist specializing in the brain mechanisms of consciousness, I find talking to chatbots an unsettling experience. But given the rate of technological improvement, will they be in the next couple of years?
