CNN —If Earth’s astronomical observatories were to pick up a signal from outer space, it would require an all-hands-on-deck effort to untangle and decipher the extraterrestrial message. The message, decoded by Ken Chaffin and daughter Keli, is not static but is in motion as the white dots are arranged into the five amino acids. The message is not static but is in motion and only displays the arrangement for about one-tenth of a second. President-elect Donald Trump's pick to carry out his sweeping deportation plans may be able to operate with more power, and less oversight from Congress, than some of his own Cabinet members. Homan will instead be the Trump administration's "Border Czar," a title that could grant him significant influence over immigration and border policy without the formal authority — and guardrails — that come with being a Cabinet secretary. Homan will also "be in charge of all Deportation of Illegal Aliens back to their Country of Origin," Trump wrote in the post. "White House appointees are subject to less oversight than Cabinet and sub-Cabinet officials," said Katherine Hawkins, senior legal analyst for the Project on Government Oversight. "It is much harder for Congress to enforce subpoenas against White House officials, and they are more likely to cite executive privilege and refuse to testify and have that refusal upheld by courts," Hawkins said.

Washington CNN —The Israeli government has failed to meet criteria set out by the US to improve the humanitarian situation in Gaza, a group of eight humanitarian aid organizations said in a joint “scorecard” released Tuesday. “Israel not only failed to meet the U.S. criteria that would indicate support to the humanitarian response, but concurrently took actions that dramatically worsened the situation on the ground, particularly in northern Gaza,” the organizations said. Section 620i of the US Foreign Assistance Act requires the US to halt security assistance to governments who restrict US humanitarian aid. “Israeli forces repeatedly attacked humanitarian sites and frontline responders during the 30-day period,” the scorecard said. The humanitarian scorecard noted that “the effectiveness of international diplomatic efforts to alleviate the humanitarian crisis in Gaza hinges on the willingness of the United States and other countries to push Israel to comply with these priorities.”

A soldier for Yemen’s exiled government opened fire on Saudi troops as they exercised in eastern Yemen, killing two of them and wounding another in a rare insider attack during the kingdom’s nearly decadelong war there, officials said Saturday. The assault in eastern Hadramawt province comes as a yearslong cease-fire between Saudi Arabia and Yemen’s Houthi rebels largely has held despite the militants’ ongoing attacks against shipping in the Red Sea corridor. The attack on the Saudi troops took place Friday night in Seiyun, a city some 310 miles east of Sanaa. As troops worked out at a Saudi-led base there, the soldier opened fire, killing an officer and a noncommissioned officer, the state-run Saudi Press Agency said, citing a military statement. Sanders added it is “problematic” if schedule F is being used to reinforce and maintain political loyalty. The spoils system was replaced by the current merit-based system where career employees serve multiple administrations, carrying out their jobs independent of politics. The Biden administration erected temporary roadblocks at the federal Office of Personnel Management – rules aimed at protecting federal workers from retaliatory mass firings. The District of Columbia itself has the largest individual chunk of federal workers in any state or territory, with more than 162,000. Mass deportation would exacerbate this economic issue, say employers and economists. Leverant says it is still being determined how jobs lost from a mass deportation would be filled. "Looking at specific occupations, about one-quarter of farm workers, agricultural graders, and sorters are undocumented workers. "One of the natural problems with undocumented workers, we don't know how many are here because they are undocumented. A mass deportation is not possible without crippling economic impact," he said.
