Five years ago, while playing for the Copper Hills High School football team, Thompson met Marcel Malanga, the son of Christian Malanga. He proclaimed himself president of the United Congolese Party and railed against what he saw as vast government corruption in the DRC. On May 19, he assembled a ragtag band of a few dozen paramilitaries, leading them in an extraordinarily ambitious yet ultimately amateurish attempt to unseat Congolese president Felix Tshisekedi. Among them were Thompson, Malanga's son Marcel, and 36-year-old Benjamin Reuben Zalman-Polun, a convicted drug trafficker from Maryland. Videos taken in Kinshasa after the aborted coup showed Thompson being hit with the butt of a rifle by security forces.

Eight states will have constitutional amendments backed by Republican lawmakers on the November ballot designed to make clear that only American citizens can vote in elections in those states. But it’s already illegal for noncitizens to vote in elections in those states and at the federal level, and it rarely happens. Trump, the GOP presidential nominee, has long made false claims that noncitizens are voting in elections and that Democrats have helped them enter the country to cast those ballots. No state constitution in the U.S. allows noncitizens to vote. While Americans for Citizen Voting said it has no formal or informal relationship with the Trump campaign or the RNC, its chairman, Paul Jacob, said at a recent press conference that he hopes the ballot measures will help improve voter turnout.

All legislation must also be passed by the Senate before it can be sent to President Joe Biden to be signed into law. It is unclear how many of the measures will make it that far given the limited number of days the Senate is in session for the rest of the year. But their success in the House could pave the way for even stronger regulatory moves in the next Congress, Singleton said. The Chinese companies, whose work includes cancer research and manufacturing for American drugmakers, say data privacy is not at risk and that the measure will limit competition. “We are disappointed that the U.S. legislative process is being used to pick winners and losers,” Shenzhen-based BGI Group said in a statement.

Abortion rights opponents had argued in a pair of lawsuits that the amendment to expand abortion rights violated a state rule that says a ballot proposal must only address one subject. Matt Heffron, a senior counsel for a firm that argued against allowing the abortion rights initiative to stay on the ballot, slammed the high court's ruling. Colorado, New York and Maryland are the liberal-leaning states with abortion ballot measures. Arizona and Nevada — two key battleground states in the presidential election — also have abortion ballot initiatives. That same year, Kansas voters cast ballots against a proposed amendment which would have removed language guaranteeing abortion rights in the state.

The market's turn toward treating good economic news as positive for stocks is pictured here in a chart from Citi strategists, showing the three-month correlation between the S & P 500 and the Citi U.S. Economic Surprise index has turned sharply higher. The S & P 500's low for the week was Wednesday morning, right at the 5400 level where it previously hit a low a week ago Friday after a tepid employment report. Forward 12-month S & P 500 earnings forecasts continue to rise smartly, now approaching $270. But, thanks to the past two months of sideways churn, that's down from 21.7 when the S & P first hit its current level in July. And the rally last week could well have front-run any potential positive inference from the Fed's move next week.

If you're a consumer with average credit who tends to carry a credit card balance, McCarthy recommends seeking options for lower-interest repayment. If the Fed lowers interest rates as anticipated, you can expect personal loan interest rates to drop slightly, regardless of your credit score. "Many consumers struggling with high-interest debt have expressed confusion surrounding credit card APRs, and credit card companies are happy to keep it that way." "Many consumers believe that making the minimum payment is an effective way to manage their credit card debt," Elliot said.

CNN —India’s second nuclear-capable ballistic missile submarine joined its naval fleet late last month, a move the government says strengthens its nuclear deterrent as New Delhi casts a wary eye at both China and Pakistan. The de facto border between India and China, known as the Line of Actual Control, has been a longtime flashpoint between the two. India’s next ballistic missile subs could be years away, however, if history is any predictor of the future. Arighaat was launched almost seven years ago, and if that timeline from launch to commissioning applies to the next Indian ballistic missile sub, it won’t join the service until 2030. If you want — or need — to travel this holiday season, start planning now because the ideal time to book Thanksgiving, Christmas and New Year's travel is fast approaching. "The most important thing is for travelers to continue to think about planning now and booking in October," said Hayley Berg, lead economist at travel site Hopper. "That window of low prices is brief, but it can really pay off." Whenever you decide to confirm your reservations, keep in mind that traveling during the holiday season can be fraught with complications, said Sally French, a travel expert at NerdWallet. A viral social media presence and a push toward value-oriented advertising have propelled sales growth every quarter of fiscal 2024. The brand grew rapidly in the early 2000s, but in the decade that followed the Great Recession, Chili's U.S. locations declined and sales growth flattened. Why Trump’s trade hero turned against tariffs
  + stars: | 2024-09-14 | by ( Zachary B. Wolf | ) edition.cnn.com   time to read: +15 min
Vice President Kamala Harris has lambasted Trump’s tariff plan as a tax, but President Joe Biden has maintained tariffs Trump put in place during his presidency. We used trade policy, or tariffs, as a form of reciprocity, where we said, OK, our tariffs are pretty high. So that’s what led to all these trade agreements, the General Agreement on Tariffs and Trade, GATT, which became the WTO (World Trade Organization), NAFTA (North American Free Trade Agreement) and other free trade agreements that we’ve reached. He began to entertain this idea of reciprocity, of trying to reduce foreign tariffs by offering cuts in our tariffs. How do those tariffs compare with the late 19th century tariffs?
