A blowout September jobs report , surging bond yields and expectations for higher interest rates that last a while stoked big price swings in the stock market lately, leaving investors on edge. Negotiations between Exxon and Pioneer are advanced but have not yet led to an agreement over the acquisition of the largest oil producer in Permian basin. So far, shareholders profited as the share price more than doubled since early 2021 when activist investors publicly pushed for changes. Big Oil is responsible for the bulk of human-induced greenhouse gas emissions and pressure for action is building. "Investor pressure has decreased; they're backtracking... the big investors are enabling this," said climate investment group Follow This founder Mark van Baal. Previously, Democratic governors who had backed school choice measures had done so in compromise deals with Republican-controlled legislatures. Vouchers have long been viewed in stark partisan terms: Democrats and public school allies say they drain critical resources from public schools. Republicans and school choice advocates say they give freedom to families who may not like their local public schools. That had motivated public school advocates and Democrats to demand billions more for the poorest public schools, a quest that Shapiro has said he supports. Those fluent in the history of school vouchers could think of no other Democratic governor who had embraced them.

The Wall Street sign is pictured at the New York Stock exchange (NYSE) in the Manhattan borough of New York City, New York, U.S., March 9, 2020. A shorter settlement time might increase efficiency, cut collateral needs, and "increase the competitiveness and the attractiveness of EU financial markets", ESMA said. ESMA is seeking views for a cost/benefit analysis of moving to at least T+1, though few believe it will not go ahead given advances in technology, regulatory pressure, and gravitational pull of Wall Street. EFAMA, a European funds industry body, says the move on Wall Street will require changes to existing IT systems for European firms and U.S. investors who trade European shares. There is already talk of moving to the next stage after T+1: instant or simultaneous settlement.

The NCAA Division I Council on Wednesday approved a smaller window during which football and basketball players can enter their names into the transfer portal and retain immediate eligibility for the following season from 60 to 45 days. Transfer windows for undergraduate athletes were first implemented last year, and the timing of the transfer period is determined on a sport-by-sport basis. In football, there were two windows: a 45-day window starting in December, after the regular season, and a second in the spring. Coaches in that sport were hoping to shorten the window to 30 days, but athletes advocated for 45 and their position was supported by NCAA President Charlie Baker. Graduate transfers have more flexibility and most enter the portal by May 1 for fall sports and July 1 for spring semester.

The proposals comes from NIL working group recommendations and don't become final until the council meeting concludes Wednesday. The proposals could be adopted as soon as January at the NCAA convention. Inconsistencies and a lack of transparency has made it almost impossible for the NCAA to enforce rules prohibiting NIL being used as an improper recruiting inducement or pay for play. College sports leaders have been lobbying lawmakers in Washington for federal NIL legislation, but with help uncertain to come, the NCAA is working on creating its own rules. The proposals include expanding suspensions for coaches to include the days between competitions, having schools incur penalties for employing individuals who have received a show-cause order and expanding disassociations with boosters who violate rules.

In the years after Buffett sold IBM, he dramatically raised Berkshire's stake in Apple, becoming the largest shareholder outside of index and exchange-traded fund providers. As of the end of June, Berkshire's Apple stake was worth more than $177 billion, accounting for nearly half of Berkshire's entire equity portfolio. Buffett also admitted it was a mistake not being an early investor in Amazon , saying he underestimated the brilliance of founder Jeff Bezos.
