"Only pirates do this," General Romeo Brawner Jr. said in a social media post regarding the recent actions of the Chinese coast guard. This is how barbaric the Chinese Coast Guard is in the recent RoRe mission of the Armed Forces of the Philippines. The Chinese coast guard might have used pirate-like tactics, but it's not legally piracy. Putin became the first Russian leader to visit North Korea in a quarter of a century this week, cementing an alliance with the pariah state. Putin, on a trip to Vietnam Friday, warned South Korea against arming Ukraine in response, saying that it would be a "big mistake." Moscow "will... [make] decisions which are unlikely to please the current leadership of South Korea" if it goes ahead and sends weapons to Ukraine, Putin said, reported BBC News. But he also said that South Korea has "nothing to worry about" from the new pact as long as it doesn't commit acts of aggression toward North Korea.

Hong Kong has surpassed Tokyo as Asia's most expensive city to build property as rising construction prices add to a worsening labor crunch, a new market survey released by Turner & Townsend showed. The UK-based property consultancy projected that Hong Kong's average construction cost this year will rise 4.8% to $4,500 per square meter, ranking it ninth globally out of 91 cities surveyed. This has been especially true in Hong Kong, with the city's construction industry facing a manpower shortage as the city grapples with an aging population. According to the Hong Kong Construction Industry Council, this skilled labor gap is expected to reach as high as 40,000 people by 2027. Last year, the Hong Kong Census and Statistics Department projected that Hong Kong's aging population would get worse amid low fertility rates last year.

In the contest of global narratives, China has sought to cast itself as a peaceful nation opposed to dividing the world into rival camps. In contrast, it has accused the United States of building alliances that will drive the world toward a new Cold War. Yet Russia and North Korea’s mutual defense treaty, which calls for the two countries to provide immediate military assistance to each other in the event of war, is exactly the kind of bloc-building that China has charged the United States with. China’s closest strategic partner and its only treaty ally — Russia and North Korea — are now the ones heightening the risk of Cold War-style confrontation in northeast Asia. The pact also creates more headaches for Beijing by appearing to deepen the semblance of a trilateral axis between China, Russia and North Korea, which China has sought to avoid.

London CNN —Leading shipping groups have urged governments “with influence” to put a stop to Houthi attacks on vessels in the Red Sea after a second freighter sank this week. The latest sinking is likely to have led to another death, according to a statement Wednesday from more than a dozen shipping associations, including the International Chamber of Shipping and the World Shipping Council. The longer diversion around the southern tip of Africa has sent shipping costs soaring and is causing congestion at ports in Asia and Europe, threatening to scramble global supply chains. We call for states with influence in the region to safeguard our innocent seafarers and for the swift de-escalation of the situation in the Red Sea,” they added. “Houthi attacks continue to make the Red Sea unsafe, and increases in charter activity and rates indicate carriers expect congestion to remain a factor for some time,” he added.

With ballistic missiles regularly flying nearby, Japan and South Korea need little reminder of the threat that North Korea and its nuclear arsenal poses to its neighbors. But the pledge, along with indications that Russia could help bolster North Korea’s continuing quest to build its nuclear capabilities, rattled officials in Tokyo and Seoul. Mr. Kim has grown increasingly hostile toward South Korea and this year abandoned a longtime goal of reunifying with the South, however unlikely that might have been. Now he describes the South solely as an enemy that must be subjugated, if necessary, through a nuclear war. And he has often tested his ballistic missiles by flying them toward Japan, demonstrating North Korea’s provocative stance toward its former colonizer.

One by one, each country with the money and the drive to compete started its own nuclear weapons program. Even with this kind of evidence in hand, science has reached only limited conclusions about how nuclear weapons testing affects individuals’ health. They helped create the 2021 Treaty on the Prohibition of Nuclear Weapons, signed by 93 countries, which bans the possession, use and testing of nuclear weapons. France has acknowledged its “debt” to Polynesians over nuclear testing, and it created a commission in 2010 to evaluate nuclear testing victim compensation claims, but it has never apologized. We are still wrestling with the damage wrought by testing nuclear weapons in our past.

People walk past the headquarters of the People's Bank of China (PBOC), the central bank, in Beijing, China September 28, 2018. BEIJING — Ratings agency Fitch no longer expects China to cut its policy rate this year, and has pushed back its expectations for a reduction to next year as the U.S. Federal Reserve keeps its interest rates high. Next year, "as the Fed begins to cut policy rates we think that should give a bit more space for the PBOC to maneuver," he said. The Fed last week held steady on its key interest rate and indicated just one cut by the end of the year. That contrasts with investor expectations heading into 2024 that the Fed would soon ease monetary policy after aggressively hiking rates.
