Biden may want Xi to help bring down the temperature on the world’s ongoing wars and help prevent new ones from igniting. Although China occasionally tries to keep a façade of neutrality, there’s little question that it is aligned with Russia. White House officials have said Biden will provide “clarity” to Xi, on the US positions regarding Taiwan and Russia’s war against Ukraine. Still, there’s a limit to how much Xi can downplay the need for growth. Even so, Biden and Xi are likely to make some progress in an important and necessary meeting.

WASHINGTON — House Speaker Mike Johnson said he expects to win bipartisan backing Tuesday for his "laddered" continuing resolution to fund the government, potentially giving the Senate enough time to pass the bill after the House and avoid a government shutdown set to begin late Friday night. Johnson said he did not yet know how much support he would receive from within his own party. Early Tuesday morning, the hardline conservative House Freedom Caucus, around 45 Republicans, issued a statement opposing the Johnson backed CR. Several House Democrats who were formerly opposed to the measure said Monday that they were open to supporting it. In the Senate, Majority Leader Chuck Schumer and Minority Leader Mitch McConnell also both telegraphed support for the plan.

CNN —The Chinese government has built up the world’s largest known online disinformation operation and is using it to harass US residents, politicians, and businesses—at times threatening its targets with violence, a CNN review of court documents and public disclosures by social media companies has found. Victims face a barrage of tens of thousands of social media posts that call them traitors, dogs, and racist and homophobic slurs. While tech and social media companies have shut down thousands of accounts targeting these victims, they’re outpaced by a slew of new accounts emerging virtually every day. As part of a mission “to manipulate public perceptions of [China], the Group uses its misattributed social media accounts to threaten, harass and intimidate specific victims,” the complaint states. In the past, the Spamouflage network mostly focused on issues domestically relevant to China.

"This two-step continuing resolution is a necessary bill to place House Republicans in the best position to fight for conservative victories," Johnson said in a statement after announcing the plan to House Republicans in a conference call.
