Italy’s fiscal weakness toughens its green plight
  + stars: | 2023-09-28 | by ( ) www.reuters.com   time to read: +2 min
Italian Prime Minister Giorgia Meloni looks on, on the day of the state funeral of the former Italian President and senator, Giorgio Napolitano in Rome, Italy, September 26, 2023. Rome also cut its GDP forecasts to 0.8% and 1.2% over the next two years, from 1% and 1.5% before. The ballooning deficit is chiefly a result of ill-fated renovation incentives introduced by previous governments and amounting to some 140 billion euros, or 7% of Italy’s GDP. Record-high euro zone interest rates are also increasing the cost of servicing Italy’s mammoth debt, seen at 140% of GDP by year-end. The risk is that Rome's green transition becomes a victim of its fiscal challenges.

Jittery markets may tie Dutch insurers' hands
  + stars: | 2023-09-28 | by ( ) www.reuters.com   time to read: +2 min
LONDON, Sept 28 (Reuters Breakingviews) - Dutch insurers NN (NN.AS) and ASR (ASRNL.AS) have lost 3 billion euros of combined market value after court rulings in the Netherlands raised the prospect of large compensation claims. The respective 22% and 16% stock price collapse will put pressure on the two groups to reach a speedy resolution. But customers argue that the insurers marketing these policies failed to disclose how much of their premiums went to actual investments, and how much covered the sellers’ costs. Take Hague-based NN: it has 315,000 active woekerpolissen policies and 581,000 inactive ones, ING reckons. Its 2.1 billion euro market value loss is equivalent to a claim of 2,300 euros per policy.

OneWeb, the British satellite giant, completed its combination with French rival Eutelsat Thursday, setting the stage for a European challenger to Elon Musk's space internet venture Starlink. It comes as competition is heating up between different players in the multibillion-dollar space industry. Likewise, OneWeb also targets enterprise customers, but offers a different service capability thanks to its LEO network – similar to SpaceX's Starlink satellite internet. Eutelsat will remain headquartered in Paris, and OneWeb will continue operating in London with its name changed to Eutelsat OneWeb. Commercial deals are gaining traction in the space industry, with Musk's Starlink service working alongside businesses including Spain's Telefonica and French firms Marlink and Speedcast.

MANILA, Sept 27 (Reuters) - The coastguard of the Philippines urged the country's fishermen on Wednesday to keep operating at the disputed Scarborough Shoal and other sites in the South China Sea, pledging to step up patrols there despite an imposing Chinese presence. Philippine vessels were unable to maintain a constant presence but were committed to protecting the rights of fishermen inside the country's exclusive economic zone (EEZ), coastguard spokesperson Commodore Jay Tarriela said. China's response has been measured, with its foreign ministry advising Manila on Tuesday to avoid provocations and not cause trouble. Close to shipping lanes that transport an estimated $3.4 trillion of annual commerce, control of the shoal is strategic for Beijing, which claims sovereignty over most of the South China Sea. "The Scarborough Shoal is closer to the Philippines," said fisherman Pepito Fabros who had come ashore in the province of Zambales between trips to sea.

Sanction shocker delays UBS valuation upgrade
  + stars: | 2023-09-27 | by ( ) www.reuters.com   time to read: +2 min
That’s one lesson from the $3 billion slide in market value for his bank UBS (UBSG.S) on Wednesday. The report says that the DOJ is launching a full-scale investigation into Credit Suisse, which UBS now owns after a state-backed rescue in March. UBS has about $6 billion of provisions set aside for legal and regulatory bills, suggesting shareholders are well protected against Credit Suisse’s historic nasties. After Wednesday’s slide, UBS’s share price is almost exactly in line with its most recent tangible book value per share, compared with a roughly 30% premium back in early March. The implication is that investors are less excited about UBS’s prospects after incorporating Credit Suisse than they were about its standalone story.

Supreme Court ethics concerns aren't going away
  + stars: | 2023-09-27 | by ( Andrew Chung | ) www.reuters.com   time to read: +5 min
The ethics concerns are not going away, according to legal experts, even as the court in its new term takes up cases that could further expand gun rights and curtail the regulatory authority of federal agencies. Some conservatives view the ethics narrative involving the court as cooked up by liberals upset at its rightward leanings. Supreme Court justices decide for themselves whether to disqualify themselves from cases due to a conflict of interest. Thomas, Alito and lawyers involved in the two cases did not respond to requests for comment. The lack of an ethics code, Fogel added, "will continue to fuel doubts, fairly or unfairly, about the court's integrity."

Chinese Coast Guard boats close to the floating barrier are pictured on September 20, 2023, near the Scarborough Shoal in the South China Sea, in this handout image released by the Philippine Coast Guard on September 24, 2023. The Philippines coastguard, posing as regular fishermen aboard a small boat, later cut the ball-buoy barrier and took away the anchor, Tarriela told DWPM radio and ANC news channel. He said four China coastguard vessels were in the area and were "not that aggressive" after seeing media on board a Philippine ship. China claims ownership of almost all of the South China Sea, including the Scarborough Shoal, despite an arbitration ruling in 2016 that said that was baseless. Philippine Foreign Secretary Enrique Manalo, speaking to reporters about the removal of the barrier, on Tuesday said the move was consistent with the country's stance on the South China Sea.

MANILA, Sept 22 (Reuters) - The Philippines is exploring legal options against China accusing it of destruction of coral reefs within its exclusive economic zone (EEZ) in the South China Sea, an allegation rejected by Beijing an attempt to "create political drama". The Philippines foreign ministry late on Thursday said it was awaiting assessments from various agencies of the extent of environmental damage in Iroquois Reef in the Spratly islands and would be guided by solicitor general Menardo Guevarra. Any move to pursue arbitration would be highly controversial after the Philippines' landmark 2016 victory in a case against China that concluded Beijing's claim to sovereignty over most of the South China Sea had no basis under international law. Iroquois Reef is close to the Reed Bank, where the Philippines hopes to one day access gas reserves, a plan complicated by China's claim to the area. Coral in the South China Sea has been used for limestone and construction materials, traditional medicines and even souvenirs and jewelry.
