The night of the wolf moon — the first full moon of the new year — also happened to be the last night of the couture, when John Galliano recreated a decaying Paris nightclub in the vaulted caverns beneath Paris’s Pont Alexandre III bridge across the Seine. Crepe paper streamers the color of Madeira wine were draped across walls and dangled from the ceiling amid banged-up wooden bistro chairs and scratched-up tables. At the end, the audience members were so overwrought they didn’t just clap, they stamped their feet hard enough to make the floorboards shake. It has been awhile since anyone had experienced a world-building show quite like it. It looked tortured, in a way that is rarely considered acceptable anymore, and extraordinary at the same time.

President Biden has approved a shake-up of the leadership of his campaign, and will dispatch a top White House aide to take over functional control of his re-election effort just as former President Donald J. Trump appears to be seizing control of the Republican primary contest to oppose him. The aide, Jennifer O’Malley Dillon, who was the campaign manager for Mr. Biden’s 2020 campaign and has served as a deputy chief of staff in the White House since he became president, will move to the Biden 2024 headquarters in Wilmington, Del., and direct the campaign’s efforts, according to five people familiar with the discussions. It is unclear precisely what title Ms. O’Malley Dillon will take at the campaign or when the announcement will be made, though it could come later this week. Julie Chávez Rodríguez, the campaign’s manager since shortly after it began in April, is expected to retain that title. “Our campaign manager is and will continue to oversee the president’s re-election efforts, and this campaign will remain laser-focused on defeating Donald Trump and MAGA extremism at the ballot box this November,” said Michael Tyler, the campaign’s communications director.

Turkish legislators on Tuesday endorsed Sweden's membership in NATO, lifting a major hurdle on the previously nonaligned country's entry into the military alliance. The legislators ratified Sweden's accession protocol by 287 votes to 55, with four abstentions. Hungary then becomes the only NATO ally not to have ratified Sweden's accession. Turkey's main opposition party also supported Sweden's membership in the alliance but a center-right party and the country's pro-Kurdish party declared they would oppose it. U.S. President Joe Biden's administration never formally tied the sale of the F-16s to Turkey's ratification of Sweden's NATO membership.

An unusual torrent of rain and flash flooding hit the San Diego area on Monday, shutting down highways, swamping roads and forcing several schools to send students home early. Officials are fielding numerous rescue calls after up to three inches fell in three hours, according to the National Weather Service. The agency noted that the San Diego River was actively flooding, with water levels still rising. The area had already received more rain on Monday than it did during the much feared Tropical Storm Hilary last August. “By all indications, this will shake out as one of the top 10 wettest days for the airport here out of all the climate records going back to the 1800s,” said Brian Adams, a meteorologist with the National Weather Service in San Diego.
