LISBON, Jan 23 (Reuters) - Portugal has signed an agreement to swap Cape Verde's debt for investments in an environmental and climate fund that is being established by the archipelago nation off West Africa's coast, Portuguese Prime Minister Antonio Costa said on Monday. The former Portuguese colony, which is already suffering from rising sea levels and significant biodiversity loss due to increasing ocean acidity, owes around 140 million euros ($152 million) to the Portuguese state and over 400 million to its banks and other entities. Climate change is a challenge that takes place on a global scale and no country will be (environmentally) sustainable if all countries are not sustainable," Costa said during a state visit to Cape Verde in remarks broadcast by RTP television. Cape Verde Prime Minister Ulisses Correia e Silva said his country needed to urgently enable mechanisms and financing instruments to support such solutions and deal with natural emergencies. London CNN —South Africa’s President Cyril Ramaphosa was forced this week to cancel a trip to Davos by an escalating energy crisis that is inflicting rolling blackouts on the continent’s most developed economy. At peak times, demand in South Africa averages between 28,000 MW and 34,000 MW. Electricity theft, including by impoverished townships in South Africa, and non-payment by municipal customers have made matters worse. Despite an abundance of sunshine and wind, South Africa still derives about 80% of its electricity from coal. South Africa’s National Energy Crisis Committee, a body run out of Ramaphosa’s office, has proposed several measures to ease the crisis in the short term, including importing energy from neighboring countries and buying excess energy from private producers.

Russian crude export volumes have held up since Moscow's Feb. 24 invasion of Ukraine, but only because China and India have stepped in to buy steeply discounted Russian oil. But while China's crude imports have been rising, a greater share appears to have been captured by Russia. If imports from Russia are excluded, it shows that June imports were 6.97 million bpd and November's were 9.52 million bpd. The increase for imports from all sources in November over June was 2.67 million bpd, but the total ex-Russia was 2.55 million bpd. This raises the possibility that Russia's share of China's crude imports will rise even higher.

Too many vacation rentals and strict homeowners associations are pushing up housing costs, a study said. According to Johnson, there are too many vacation rentals in the Sunshine State. It's this particular combination of strict HOA rules and the sheer number of vacation rentals is a mixture that is affecting housing affordability negatively, he said. According to Johnson's study, Florida is now home to 9 of the 21 most overpriced rental markets in the US. The number of vacation rentals in the state is only making it harder for people to find affordable places to rent, the study suggests.
Prosecutors began delivering opening arguments Thursday in the seditious conspiracy trial of former Proud Boys leader Enrique Tarrio and four other members of the far-right extremist group involved in the Jan. 6, 2021 attack on the U.S. Capitol. After the election, Tarrio posted on social media that the presidency was being stolen and vowed that his group won't "go quietly," prosecutors said. Tarrio, prosecutors say, was aware of discussions around a plan to storm the Capitol and was involved in discussions about occupying buildings, including in the Capitol complex. The group helped rile up the crowd on the day of the rally and successfully led rioters to break past police barricades and into the Capitol, prosecutors said.
