A hurricane watch and warnings of storm surges up to 15 feet high were issued Tuesday for almost all of Florida's western coastline as a potential tropical storm moves across the Caribbean Sea and towards the Gulf Coast. The hurricane watch extends from Indian Pass in north-west Florida near Panama City, down to Englewood, and includes Tampa Bay. Hurricane and tropical storm watches are now in effect for the entire western coast of the Sunshine State. A hurricane watch means that hurricane conditions are possible, and is typically issued 48 hours before the anticipated onslaught of tropical-storm-force winds and conditions. Outside of the U.S., a hurricane watch is also in effect for parts of eastern Mexico from Cabo Catoche to Tulum and Pinar del Río in Cuba.

Sean “Diddy” Combs has been moved to a section of the New York City jail where convicted cryptocurrency fraudster Sam Bankman-Fried is being held, sources confirm to NBC News. The area of the detention center is reserved for detainees who require special protection, three sources familiar with the matter said on Tuesday. Combs, 54, was arrested last week and is being held at the Metropolitan Detention Center in Brooklyn, a federal jail that has a notorious reputation for violence and poor care. Bankman-Fried, known as SBF, was convicted in November and was sentenced in March to 25 years in federal prison. Combs has not been convicted and has pleaded not guilty, but a federal judge on Sept. 17 ordered that he be held in jail pending trial.

Federal Reserve Governor Michelle Bowman said Tuesday she thought her colleagues should have taken a more measured approach to last week’s half percentage point interest rate cut as she worries that inflation could reignite. In explaining her rationale, Bowman said the half percentage point, or 50 basis point, reduction posed a number of risks to the Fed’s twin goals of achieving low inflation and full employment. Though Bowman favored a reduction, she preferred the Fed lower by a quarter percentage point, more in line with the traditional moves at the central bank. In recent statements, Fed officials have cited easing inflation and a softening labor market as justification for the cut. At last week’s meeting, individual policymakers indicated they expect another half percentage point in cuts this year and another full point in 2025.

OTTAWA, Ontario — A Canadian man detained by China for more than 1,000 days said he was put into solitary confinement for months and interrogated for up to nine hours every day, treatment he said amounted to psychological torture. Kovrig and fellow Canadian Michael Spavor were taken into custody in December 2018 shortly after Canadian police detained Meng Wanzhou, the chief financial officer of Chinese telecommunications giant Huawei, on a U.S. warrant. Kovrig noted that U.N. guidelines say prisoners should not be put into solitary confinement for more than 15 days in a row. Kovrig said there was no daylight in the solitary cell, where the fluorescent lights were kept on 24 hours a day. “It’s a combination of solitary confinement, total isolation and relentless interrogation for six to nine hours every day,” he said.

It may be early to get the Halloween decorations out for most, but in the deep waters of the Pacific Ocean spooky season is well underway. Scientists said Tuesday they had discovered a new species of ghost shark that lives exclusively in the waters off Australia and New Zealand. The Australasian Narrow-nosed Spookfish was found during research surveys in the Chatham Rise, an area of ocean floor to the east of New Zealand, according to the National Institute of Water and Atmospheric Research (NIWA) based in Auckland. Ghost sharks, also known as chimaeras, are a group of cartilaginous fish closely related to sharks and rays. This long-nosed spookfish was better researched among its kind as it is often observed on research surveys and is caught incidentally in commercial fisheries, Finucci said.

Half of registered voters plan to vote early this fall, new figures from the September NBC News poll show, with Democrats continuing to run up the score among early voters and Republicans getting stronger backing from those who plan to vote in person on Election Day. It's a smaller lead among a slightly smaller share of the electorate than Harris has over those early voters. The massive political difference of early and Election Day voters is the latest evidence of a dramatic and enduring shift in the Trump years. And with that jump came a massive partisan difference — future President Joe Biden led among early voters by 26 points in the survey, while Trump led with Election Day voters by 29 points. But while the share of voters planning to vote early has dropped between the end of 2020 and now, the major partisan split remains.

Missouri is set Tuesday to execute Marcellus Williams, a death row inmate whose case has spurred several efforts to save his life amid doubts about the evidence presented at his 2001 murder trial and the actions of a trial lawyer in the case. The attorneys are asking for the court to either find that those actions violated Williams’ rights or have a lower court address those issues. A St. Louis County circuit judge and Gayle’s family also agreed to the deal, but state Attorney General Andrew Bailey, a Republican, opposed it, and the state Supreme Court agreed. A judge ultimately rejected the motion to vacate, a ruling Williams’ attorneys appealed to the state Supreme Court in the hearing Monday. TOKYO — A Russian military patrol aircraft violated Japanese airspace near Hokkaido’s Rebun Island on three separate occasions on Monday, prompting Japan’s Self-Defense Force to dispatch aircraft in an emergency response and to fire flares. It is the first time Japan’s SDF aircraft has fired flares in “an anti-airspace violation action,” government spokesperson Yoshimasa Hayashi told reporters. The SDF fighter jets — F15 and F35 — warned the Russian military over the radio before firing the flares during the third incursion, Defense Minister Minoru Kihara told reporters. The Japanese government has protested to Russia via diplomatic channels and demanded that it prevent any recurrence of such violations.
