REUTERS/Ibraheem Abu Mustafa Acquire Licensing RightsJERUSALEM, Oct 29 (Reuters) - Thousands of Gaza residents broke into warehouses and distribution centres of the United Nations Palestinian refugee agency (UNRWA) grabbing flour and "basic survival items", the organisation said on Sunday. One of the warehouses, located in Deir al-Balah, is where UNRWA stores supplies from the humanitarian convoys crossing into Gaza from Egypt. Aid supplies to Gaza have been choked since Israel began bombarding the densely-populated Palestinian enclave in response to a deadly attack by its ruling militant group Hamas on Oct. 7. Established in 1949 following the first Arab-Israeli war, UNRWA provides public services including schools, primary healthcare and humanitarian aid in Gaza, the West Bank, Jordan, Syria and Lebanon.

However, it does not appear as though any major ground offensive aimed at seizing and holding significant amounts of the territory is yet underway. Hamas’ initial surprise attacks on Israel earlier in the month killed more than 1,400 people, most of them civilians. In its Saturday statement, the UN added that a ceasefire could facilitate the release of Israeli hostages held in Gaza. Saudi Arabia “condemns and denounces any ground incursions” by Israeli forces into Gaza due to the impact on civilians, the country’s Foreign Ministry wrote in a Saturday statement. Citing the UN resolution calling for a humanitarian truce, Abbas said Israel responded “with more bombing and destruction.”This story is developing and is being updated.

The conflict has led to a humanitarian catastrophe in Gaza, with more than 10,000 people killed there, according to the Palestinian health ministry in Ramallah. Unlike some other Palestinian factions, Hamas refuses to engage with Israel and does not recognize its right to exist. Palestinian Hamas members in Gaza City ride an armored vehicle seized from Fatah, a rival Palestinian political party, during a celebration rally in June 2007. The Pentagon last month ordered a second carrier strike group to the eastern Mediterranean and sent Air Force fighter jets to the region. On Israel’s northern border, Iran-backed Hezbollah has engaged in an exchange of fire since the Gaza war began.

CNN —The Israel Defense Forces (IDF) is “expanding ground operations” in the Gaza Strip, IDF spokesman Rear Admiral Daniel Hagari announced Friday, as intense airstrikes rocked the besieged enclave and with communications links reportedly severed. Gaza residents told CNN the strikes were the most intense they have experienced since Israel began to retaliate against Hamas’ October 7 terror attack nearly three weeks ago. A huge wall of heavy smoke that lasted 15 to 30 minutes also blew from Gaza into southern Israel earlier Friday evening. “We have, of course, certainly seen Israel undertake varied operations on the ground in the last couple of days,” National Security Council spokesman John Kirby told reporters Friday. He also declined to say if the Biden administration has confidence that Israel has fully considered the ramifications of a ground incursion.

Ashkelon, Israel CNN —Souad Al-Alem was one of the roughly 10,000 people forced to flee the Palestinian town of al-Majdal. It was 1948, she was a young woman and Israel’s troops were approaching the community during the Arab-Israeli war in what is now part of the Israeli city of Ashkelon. Now in her 90s and living in Gaza, Al-Alem has been forced to run again. All of its houses are long gone, replaced with modern Israeli buildings that are now part of Ashkelon. Of the six sites of former villages visited by CNN earlier this week, none had any information about Palestinian villages on display.

Gaza needs at least 160,000 liters (42,267 gallons) of fuel a day for basic necessities, UNRWA spokesperson Juliette Touma said. Just eight out of 20 aid trucks scheduled to cross into Gaza on Tuesday made the journey, UNRWA said. The Israel Defense Forces (IDF) on Tuesday ruled out any fuel being allowed to enter Gaza, saying Hamas would co-opt fuel for its operational infrastructure and to continue its rocket attacks. In the wake of the assault, Israel launched a sustained aerial bombardment of Gaza that Palestinian health officials say has now killed more than 5,000 people. An aid truck arrives at a UN storage facility as the conflict between Israel and Hamas continues, in central Gaza on October 21, 2023.

Hospitals in Gaza have been warning that they would have to shut down if they don't receive more fuel. Other supplies, such as water, medicine and food, continue to run low. The Israel Defense Forces insist that fuel is present in Gaza but monopolized by Hama. "The grievances of the Palestinian people cannot justify the horrific attacks by Hamas. Those horrendous attacks cannot justify the collective punishment of the Palestinian people," he said on the X social media platform, previously known as Twitter.

Displaced Palestinian kids, who fled their houses amid Israeli strikes, take shelter in a tent camp at a United Nations-run centre, after Israel's call for more than 1 million civilians in northern Gaza to move south, in Khan Younis in the southern Gaza Strip. Trucks of aid began moving into Gaza from Egypt on Saturday after intense diplomatic efforts, but the agencies say they are far from enough. Fuel, which has not been sent to the Gaza Strip along with the humanitarian aid, was crucial, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) said. Brian Lander, deputy head of emergencies at the World Food Programme, said that some 465 trucks of humanitarian aid were needed per day to support the population in Gaza prior to the conflict. Brennan said one-third of hospitals in the Gaza Strip were now non-functional at a time when the medical burden is enormous, and that some two-thirds of clinics are not functioning.

Egypt does not see why it should squarely shoulder the responsibility of taking in refugees coming from the besieged Gaza Strip, said Egypt's Minister of Foreign Affairs Sameh Shoukry. The International Organization for Migration agency in August 2022 assessed that there were 9 million refugees hailing from 133 countries in Egypt at that time. The Rafah crossing, which is located on the Gaza-Egypt border, is the sole passage point between Egypt and the Gaza Strip. Egypt tightly restricts the Rafah crossing and has been recently reluctant to open it for the movement of people, unless Israel allows humanitarian aid to enter the territory. I think those who have greater resources should probably bear greater responsibilities," the Egyptian foreign affairs minister said.

The head of the United Nations Relief and Works Agency for Palestine Refugees in the Near East said his organization is no longer able to provide humanitarian assistance in Gaza as the enclave runs out of water and electricity. "There is not one drop of water, not one grain of wheat, not a litre of fuel that has been allowed into the Gaza Strip for the last eight days," Philippe Lazzarini said in a speech in East Jerusalem on Sunday. "In fact, Gaza is being strangled and it seems that the world right now has lost its humanity."

Israeli airstrikes on Gaza have killed a dozen UN aid workers, a spokesperson told Insider. The dead, who were all Palestinians, included five teachers, a gynecologist, a psychologist, and support staff, she said. "I want people to know that there are civilians — really civilians — who are being killed in Gaza," Touma said. It runs a network of medical facilities in Gaza, as well as schools that are now serving as shelters for nearly 220,000 Palestinian civilians. "You can have strong bilateral relations with Israel and be a strong supporter of the agency," Lazzarini told Reuters. "Whatever rapprochement or ties (with Israel) should not have the slightest impact on your commitment and your solidarity with the Palestine refugees and your support to an agency like UNRWA.
