"Not all people will like or condone certain performances," U.S. District Judge David Hittner wrote. Hittner ruled that the Texas law was discriminatory and improperly vague. He said drag performances were not inherently obscene, and were the sort of expressive speech protected by the U.S. Constitution's First Amendment. Other federal judges in Tennessee, Florida and Montana have blocked similar new drag restrictions, finding similar free-speech violations.

MEXICO CITY (AP) — Mexico’s top diplomat, Alicia Bárcena, said Friday that President Andrés Manuel López Obrador wants to travel to Washington D.C. in early November to meet with U.S. President Joe Biden about immigration, development aid and drug trafficking. Bárcena's comments came just a day after López Obrador announced he will skip the Asia-Pacific Economic Cooperation summit in November in San Francisco because his country “has no relations” with Peru. López Obrador previously claimed Peru’s current government was installed by a coup and that he still considers ousted president Pedro Castillo to be the country’s legitimate leader. It would not be the first time that López Obrador has skipped international meetings in the United States because of who else was or wasn’t invited. Last year, he skipped the Summit of the Americas in Los Angeles because Nicaragua and Venezuela were not invited.

Last week, the remains of 17 Guatemalan men killed in a fire at a migration center near the U.S. border were flown back home, where three days of national mourning have declared. They were among 40 people who died in March at the migration center in Ciudad Juárez, Mexico, near the border with Texas. WASHINGTON — Justice Clarence Thomas did not disclose that he had sold a string of properties to a longtime conservative donor from Texas in 2014, ProPublica revealed on Thursday. The transaction is the first known instance of money going directly from the billionaire donor, Harlan Crow, 73, to the justice, in what appears to be a direct violation of disclosure requirements. The revelation cast greater scrutiny on Justice Thomas, who has long raised eyebrows over questions of conflicts of interest, in part because of the political activism of his wife, Virginia Thomas. The disclosures have fueled calls by Democratic lawmakers and court transparency advocates for the justices to face tighter ethics constraints. In 2014, a real estate company linked to Mr. Crow bought a single-family home and two vacant lots on a quiet Savannah street, paying $133,363 to Justice Thomas and his family for the property, ProPublica said.
