REUTERS/Callaghan O'Hare/File Photo Acquire Licensing RightsSept 26 (Reuters) - A federal judge in Texas ruled on Tuesday that the state's new law limiting public drag performances was an unconstitutional restriction on speech and he permanently forbid enforcement of it. "Not all people will like or condone certain performances," U.S. District Judge David Hittner wrote. Hittner ruled that the Texas law was discriminatory and improperly vague. He said drag performances were not inherently obscene, and were the sort of expressive speech protected by the U.S. Constitution's First Amendment. Other federal judges in Tennessee, Florida and Montana have blocked similar new drag restrictions, finding similar free-speech violations.

MEXICO CITY (AP) — Mexico’s top diplomat, Alicia Bárcena, said Friday that President Andrés Manuel López Obrador wants to travel to Washington D.C. in early November to meet with U.S. President Joe Biden about immigration, development aid and drug trafficking. Bárcena's comments came just a day after López Obrador announced he will skip the Asia-Pacific Economic Cooperation summit in November in San Francisco because his country “has no relations” with Peru. López Obrador previously claimed Peru’s current government was installed by a coup and that he still considers ousted president Pedro Castillo to be the country’s legitimate leader. It would not be the first time that López Obrador has skipped international meetings in the United States because of who else was or wasn’t invited. Last year, he skipped the Summit of the Americas in Los Angeles because Nicaragua and Venezuela were not invited.

Circuit Court of Appeals found that the U.S. Nuclear Regulatory Commission lacked the authority under federal law to issue permits for private, temporary nuclear waste storage sites. Circuit Judge James Ho, writing for the court, agreed with Texas that the Atomic Energy Act does not give the agency the broad authority "to license a private, away-from-reactor storage facility for spent nuclear fuel." Abbott opposed the plan, saying he would not let Texas become "America's nuclear waste dumping ground." The plan for a temporary facility was devised in order to address a growing nuclear waste problem in the United States. The Andrews County site was chosen after efforts to build a permanent storage facility in Nevada fell apart amid fierce local opposition.

Washington, DC CNN —The Biden administration urged the Supreme Court on Monday to take up multiple cases involving state laws that restrict social media companies’ moderation of their own platforms, arguing the laws violate the First Amendment rights of companies such as Meta and Twitter. Should the court agree to hear the cases involving laws passed by Texas and Florida, the outcome could reshape what Americans nationwide can see on digital social platforms. Monday’s filing comes after the Supreme Court in January had asked the US Solicitor General to weigh in on the matter, postponing a decision on whether the cases would be heard. They also require tech platforms to explain their individualized content moderation decisions to users. That divergence, known as a circuit split, is further reason for the Supreme Court to issue the final say, the Biden administration said, calling on the court to uphold the Eleventh Circuit’s view.

X Corp., formerly known as Twitter, filed a lawsuit on Monday in federal court, accusing British researchers of unlawfully accessing data and selectively picking posts to show a rise in hate speech on the platform after Elon Musk acquired the company last year. The suit, against the nonprofit Center for Countering Digital Hate, focused on research the organization published in June. In one report, the CCDH looked at 100 different accounts subscribed to Twitter Blue and found that Twitter failed to act on 99% of hate posted by users. Other CCDH research indicated that Twitter failed to act on 89% of anti-Jewish hate speech and 97% of anti-Muslim hate speech on the platform. It also sued Israel-based Bright Data over alleged unauthorized scraping and selling of content and user data pulled from the platform.

July 20 (Reuters) - China's frail growth could weigh on companies with exposure to the world's second-largest economy, including Apple (AAPL.O), big chipmakers and luxury retailers as they report quarterly results in the next few weeks. China accounted for 36% of NXP's revenue last year and half of Texas Instruments' revenue. Analysts estimate NXP reporting a 3.2% drop in quarterly revenue, with Texas Instruments' revenue tumbling 16%, which would be its steepest drop since 2009, according to Refinitiv. The specialty glass maker blamed "anticipated recession-level demand" for weak results in its previous quarterly report last April. Coffee maker Starbucks (SBUX.O) in May reported quarterly results that beat estimates, powered by recovering demand in China.

Elon Musk's X Corp., the parent company of Twitter, filed a lawsuit against four unknown entities last week over data scraping on Twitter. Data scraping is when automated programs scour publicly accessible websites to collect data, which can later be used for a wide range of purposes, including training artificial intelligence large language models, targeting online advertisements and much more. The ruling reaffirmed the appeals court's decision, finding that scraping public data does not violate the Computer Fraud and Abuse Act. "Corp. has also limited access to Tweets for users who are not signed in to registered Twitter account." "By unlawfully scaping data, Defendants flagrantly ignore not only Corp.'s Terms of Service, but also the privacy preferences of Twitter users," the filing stated.

A New Mexico woman has filed a complaint alleging she was sold defective contact lenses that led to the loss of her eye. Here is a look at some of the rulings issued by the court this term. STUDENT LOANSThe justices on June 30 blocked President Joe Biden's plan to cancel $430 billion in student loan debt. The court elected not to further roll back protections contained in the Voting Rights Act as it had done in two major rulings in the past decade. The ruling against Republican state legislators stemmed from a legal fight over their map of North Carolina's 14 U.S. House districts. The court ruled that state prosecutors had not shown that he was aware of the "threatening nature" of his statements.

And it reflects months of work by the US government to design new and updated broadband maps showing which areas of the country remain unserved or under-served. The updated maps allowed the US government to calculate which states had the greatest need for broadband funding and to distribute the infrastructure law’s resources accordingly. States and territories may begin applying for the funds as soon as July 1, the White House said. And it complements another $23 billion across five separate broadband access programs included in the legislation, such as a program specifically aimed at Tribal connectivity and another for low-income households. Monday’s announcement marked the launch of a three-week nationwide tour by President Joe Biden and other White House officials to tout the administration’s economic plan.

The Republican attorneys general of Texas and Louisiana filed suit to challenge Biden's policy but the justices determined that the two states lacked the legal standing to bring the case. The guidelines reflected Biden's recalibration of U.S. immigration policy after the hardline approach taken by his Republican predecessor Donald Trump, who sought to broaden the range of immigrants subject to arrest and removal. Biden's policy prioritized apprehending and deporting non-U.S. citizens who pose a threat to national security, public safety or border security, giving agents more discretion to consider individual circumstances. Republicans have criticized Biden as weak on immigration policy, saying his actions - including fewer detentions and deportations - have encouraged more illegal border crossings. The Supreme Court the following month voted 5-4 not to block Tipton's ruling halting the guidelines.

CNN —A younger Congress may be a thing of the past. Ten years after meeting the age requirement for the Senate, age 30, baby boomers landed four seats, with millennials unable to get a single one. Millennials overtook baby boomers as America’s largest generation in 2020, according to Pew Research. Millennials and Generation Z (11-26) are winning their very first House seats faster than the previous four generations, CNN’s analysis shows. In the Senate, however, it’s taken more than 10 years for both Generation X and millennials to join Congress.
The Chinese city topped Henley & Partners' list of cities where the number of millionaires is rising the fastest. Two further Chinese cities, three US cities, and two Indian cities, also ranked in the top ten. The top ten also includes two further Chinese cities, three US cities, two Indian cities, and one city in each Vietnam and the United Arab Emirates. Austin, meanwhile, is the highest-ranking US city on Henley & Partners' list, coming second. New York City, meanwhile, has the most residents worth $1 million or more, at around 340,000, per Henley & Partners' report.
Last week, the remains of 17 Guatemalan men killed in a fire at a migration center near the U.S. border were flown back home, where three days of national mourning have declared. They were among 40 people who died in March at the migration center in Ciudad Juárez, Mexico, near the border with Texas. It is not the first time the Guatemalan president has had occasion to declare such a period of mourning. So far this year, the Guatemalan authorities have helped repatriate 58 dead nationals. The prosecutor’s office is also expected to press criminal charges against the leader of the National Institute of Migration.
WASHINGTON — Justice Clarence Thomas did not disclose that he had sold a string of properties to a longtime conservative donor from Texas in 2014, ProPublica revealed on Thursday. The transaction is the first known instance of money going directly from the billionaire donor, Harlan Crow, 73, to the justice, in what appears to be a direct violation of disclosure requirements. The revelation cast greater scrutiny on Justice Thomas, who has long raised eyebrows over questions of conflicts of interest, in part because of the political activism of his wife, Virginia Thomas. The disclosures have fueled calls by Democratic lawmakers and court transparency advocates for the justices to face tighter ethics constraints. In 2014, a real estate company linked to Mr. Crow bought a single-family home and two vacant lots on a quiet Savannah street, paying $133,363 to Justice Thomas and his family for the property, ProPublica said.
