Moody's changed the U.S. credit outlook to negative from stable on Friday, citing larger fiscal deficits and a decline in debt affordability. Moody's typically "resolves" an outlook, meaning in case of a negative outlook it either brings it back to stable or goes ahead with a rating downgrade, within 18 to 24 months, he said. But the process may take longer and will depend on fiscal policy measures that will be taken. Moody's lower outlook comes after a bond selloff that has pushed long-term Treasury debt yields to levels not seen since 2007 in recent weeks. An environment of higher interest rates will likely result in higher interest payments and higher deficits, said Foster.

Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

Moody's has an "Aaa" rating for the U.S. government with a stable outlook - the highest creditworthiness it assigns to borrowers. "Fiscal policymaking is less robust in the U.S. than in many Aaa-rated peers, and another shutdown would be further evidence of this weakness," Moody's said in a statement. The economic impact of a shutdown would likely be limited and short-lived, with the most direct economic impact caused by lower government spending. Of course, the longer the shutdown lasts, the more negative its impact would be on the broader economy, said Moody's.

If Hatke’s “Basement” is a quiet, haunted museum, Remy Lai’s graphic novel GHOST BOOK (Holt, 320 pp., $14.99, ages 8 to 12) is a crackle-pop of melodrama. Twelve-year-old July Chen can see ghosts that aren’t visible to anyone else — a useful skill during Hungry Ghost Month, when ghosts invade the world of the living. A boy ghost her age named William is at once friend and foe (turns out he’s not dead but in a coma; for him to live, she must die). (The bureaucracy here is worthy of New York City Building Code: a Birth Register, a Death Register, a Life Register, an Underlings Register.) All these scenes are drawn with a dreamlike zaniness, hewing closer to anime than Lai’s past work (“Pawcasso,” “Pie in the Sky,” “Fly on the Wall”).

Circuit Court of Appeals found that the U.S. Nuclear Regulatory Commission lacked the authority under federal law to issue permits for private, temporary nuclear waste storage sites. Circuit Judge James Ho, writing for the court, agreed with Texas that the Atomic Energy Act does not give the agency the broad authority "to license a private, away-from-reactor storage facility for spent nuclear fuel." Abbott opposed the plan, saying he would not let Texas become "America's nuclear waste dumping ground." The plan for a temporary facility was devised in order to address a growing nuclear waste problem in the United States. The Andrews County site was chosen after efforts to build a permanent storage facility in Nevada fell apart amid fierce local opposition.

London CNN —An original black and white sketch of Winnie the Pooh and his good friend Piglet which languished for decades in a drawer is expected to fetch thousands when it goes under the hammer next month. According to Dominic Winter Auctioneers, which is handling the sale, the pen and ink drawing is the same as one of the final illustrations in A.A. Milne’s first book about Winnie the Pooh, published in 1926. The picture, the same as the final drawing in the first Winnie the Pooh book, languished for years in a drawer. In a press release issued by the auctioneers, Albury said the sketch is “more valuable than the majority of books on proud display in the fine [Christopher Foyle] library” – which are also available to buy. Christina Foyle was Christopher Foyle’s aunt, and daughter of bookshop founder William Foyle.

First comes the piano, then the bed. In between, in Barrington Stage Company’s revival of “A New Brain,” a dejected man named Gordon Schwinn plunks out the first halting notes of a song he’s writing. In this musical, with songs by William Finn and a book by him and James Lapine, the prominence of the piano and the bed is no accident; they are the poles of Schwinn’s, or any artist’s, existence. For “A New Brain,” first seen at Lincoln Center Theater in 1998, Finn shaped the givens of his idiosyncratic songwriting style and of the stroke that nearly killed him in 1992 into a show that somehow transcends both. If you could never mistake its silliness and sadness for anyone else’s work, you could never miss, in its intimations of mortality, how it inevitably speaks to everyone.

The study authors said it’s the first nationally representative study of the potential effects of particle pollution on dementia in the US, and the link to dementia was most robust in areas with pollution from agriculture and wildfires. Pesticides are neurotoxins to animals, she said, so those may be the particles in agriculture pollution that are affecting human brains, as well. As for wildfires, the smoke doesn’t just come from burning trees; things like homes and gas stations burn too, becoming the particle pollution that people breathe in. The new study cannot determine the exact mechanism connecting particle pollution and dementia, but scientists have some theories. A study in England found that adults living with the highest annual concentration of air pollution had 1.4 times the dementia risk as those living with the lowest annual concentration.

It is one of those strange accidents of history that the best film ever made about the Roman Catholic Church was directed by a Jewish agnostic. When it came out, “The Exorcist” didn’t just shock audiences with lurid scenes of projectile vomiting and spinning heads. It also forced them to acknowledge a tension, most acutely felt in the Catholic Church but omnipresent in Western society, that had grown between two rival conceptions of religion. Is religion an expression of a transcendent moral and metaphysical order? “The Exorcist” came down on the side of tradition.

Both parents were Jews who had left Ukraine early in the century with their families to escape the tsarist pogroms. His mother, who was known as Rae, was an operating room nurse; his father worked a variety of low-paying jobs. After graduating from Senn High School on Chicago’s North Side in 1953, Mr. Friedkin took a job in the mailroom of the local television station WGN. Within a few years he had worked his way up to director, turning out hundreds of shows, from “Bozo’s Circus” to live performances of the Chicago Symphony Orchestra, as well as documentaries. His documentary work coincided with the advent of portable cameras, a decisive influence on his style.
