On Oct. 8 a subsea gas pipeline and telecommunications cable connecting Finland and Estonia were damaged, in what Finnish investigators believe may have been deliberate sabotage. Bohlin added that Estonia had assessed that "the damage to the gas pipeline and communications cable between Finland and Estonia is related to the damage to the communications cable between Sweden and Estonia". NATO has said it is stepping up patrols in the Baltic Sea following the incidents, which have stoked concerns about the security of energy supplies in the wider Nordic region.

The NewNew Polar Bear is a container ship travelling between Europe and China via the Northern Sea Route in the Arctic. On Monday, it left the Baltic Sea and entered the North Sea to head north along the Norwegian coast. The KV Sortland followed the NewNew Polar Bear at a distance of 1 nautical mile, or about 1.8 km, for about 15 hours. NewNew Shipping, the owner and operator of the NewNew Polar Bear, declined to comment when contacted by Reuters. Oslo is closely monitoring the progress of the probe in the Baltic Sea incident.

Finnish operator Gasgrid said it could take months or more to repair. "It is likely that damage to both the gas pipeline and the communication cable is the result of outside activity. The damage to the gas pipeline was believed to have taken place in Finnish waters, while the telecoms cable breach was in Estonian waters, Finnish authorities said. Prices were already up on Tuesday due to fears over tensions in the Middle East but expectations that outside activity caused the pipeline damage pushed prices in the nervous market higher.

EU and NATO members Latvia, Lithuania and Poland, which share a border with Belarus, have been increasingly concerned about border security since hundreds of Russian battle-hardened Wagner mercenaries arrived in Belarus at the invitation of President Alexander Lukashenko. "If there is a critical incident, regardless of whether it is at the Polish or Lithuanian border, we will retaliate immediately. Lithuanian Interior Minister Agne Bilotaite told media that there were two criteria that could lead to a border closure. The government did not spell out the circumstances nor threats in its reasoning for closing from Friday the two rural crossing points, which were not used by commercial vehicles. Over the previous few weeks Lithuanian officials have discouraged its citizens from travelling to Belarus, a close Russian ally, setting up signs at the borders saying: "Do not risk your safety – do not travel to Belarus. Neighbouring Poland has closed all but one border crossing point with Belarus this year following the imprisonment of a journalist of Polish origin and expulsions of Polish diplomats. Poland announced plans last week to move 10,000 additional troops to the Belarus border to support existing guards. In 2021, Latvia, Poland and Lithuania faced an immigration crisis when thousands of people, mostly from the Middle East and Africa, began crossing from Belarus.

Ground-based air defence systems such as Raytheon's (RTX.N) Patriot are built to intercept incoming missiles. They are, however, in short supply across NATO since many allies scaled down the number of air defence units after the Cold War. Russia's invasion of Ukraine sent NATO allies scrambling to plug the gaps in their own inventories, while also supplying Kyiv with air defence systems to ward off Russian attacks.

The German-made Leopards were at the centre of a public spat earlier this year after Belgian Defence Minister Ludivine Dedonder said the government had explored buying back tanks to send to Ukraine but had been quoted unreasonable prices. Freddy Versluys, CEO of defence company OIP Land Systems, bought the tanks from the Belgian government more than five years ago. The German Defence Ministry had no immediate comment. Several of Kyiv's Western allies agreed earlier this year to send modern Leopard 2 tanks to Ukraine and also to send older Leopard 1 models. A spokesperson for the Belgian defence ministry declined to comment on the sale of the tanks.

CNN —A spate of Quran-burning protests in Sweden and Denmark has caused angry demonstrations in Muslim-majority countries, heightened security fears at home and left both Scandinavian nations questioning whether they need to review their liberal laws on freedom of speech. But both countries signaled Sunday that they are exploring legal ways to prevent such protests, amid security and geopolitical concerns. While freedom of speech has long been a constitutional right in Sweden and Denmark, the scrapping of blasphemy laws was a more recent development. But neither country tightened their free speech laws in response to these attacks. “Sweden is right now the target of influence campaigns, supported by states and state-like actors, whose purpose is to harm Sweden and Swedish interests,” said Bohlin.

The phrase "whatever it takes" has become a mantra often repeated at public gatherings of allies assessing the war and the military needs of Ukraine. Most recently, tensions have emerged over Ukraine's military strategy and demands on NATO. And by threatening to boycott the summit, Zelenskyy had played a risky strategy, Shea noted, potentially setting the meeting up for failure. The key thing is to manage that [discrepancy] and prevent it doing lasting damage, and I think the Vilnius summit at least managed to prevent it doing lasting damage." Ukraine's military strategy — and the symbolic value it has put on fighting for every piece of Ukrainian territory — has sometimes collided with its allies' military perspective and pragmatism.
