Lee, a Category 3 hurricane on Tuesday morning, was centered about 575 miles south of Bermuda with maximum sustained winds of 115 mph, the National Hurricane Center said. A larger Hurricane Lee, then, is more likely to affect the Eastern Seaboard – even if not through a direct landfall. Those tropical storm-force winds could extend over 300 miles from Lee’s center later this week, National Hurricane Center Director Michael Brennan said in a Monday storm briefing. FIRST KARABAKH WARAs the Soviet Union crumbled, what is known as the First Karabakh War (1988-1994) erupted between Armenians and their Azerbaijani neighbours. Russia, a treaty ally of Armenia but which also has good relations with Azerbaijan, stepped in to negotiate a ceasefire. The most sensitive issue is the status of the 120,000 ethnic Armenians in Karabakh, whose rights and security Armenia says must be guaranteed.

An area of high pressure over the Atlantic, known as the Bermuda High, will have a major influence on how quickly Lee turns. As the high pressure weakens this week, it will allow Lee to start moving northward. Lee could make a quick turn to the north early this week if high pressure weakens significantly. If the jet stream sets up along the East Coast, it will act as a barrier that prevents Lee from approaching the coast. This scenario would leave portions of the East Coast, mainly north of the Carolinas, vulnerable to a much closer approach from Lee.

ISTANBUL, Aug 1 (Reuters) - Turkey's banking watchdog has stopped allowing credit card payments by instalment for foreign travel, such as flights, travel agency fees and accommodation, in a step seen dealing a blow to foreign travel operators. The move, which hit airline shares and was seen as curbing foreign currency outflows, was one of two measures announced by the BDDK watchdog late on Monday, which it said were among coordinated steps to strengthen financial stability. That’s what a Turkish man told Seyfeddin Selim, a refugee from Homs, Syria, who used to sell groceries in Antakya, the capital of Hatay province in southern Turkey. When the earthquakes hit in February, Mr. Selim’s shop was cleared out by looters before he could get there. Turkey is host to the largest number of refugees of any country in the world — and currently about 3.6 million Syrian refugees. For the first few years after the Syrian conflict began in 2011, Turkey’s open-door policy was a source of national pride, and Turkey was lauded for its emergency care.
