The law is more burdensome than “red flag” laws in other states, which do not require taking people into custody and evaluating them. When the Sheriff’s Office received the Army report in mid-September, Sgt. Aaron Skolfield went to do a welfare check but did not find Mr. Card. Instead, Sergeant Skolfield worked with Ryan Card, who said he and his father had come up with a way to secure Mr. Card’s weapons. But Robert Card, it said, still “had access to his firearms prior to the shootings.”John Ismay and Dave Philipps contributed reporting.

“It’s an icon,” one owner told The New York Times in a 2018 feature on the AR-15 and similar weapons. “Stand out and blend in all at the same time,” reads one 2011 advertisement for a camouflage-finished assault-style rifle. But the question raised by the Maine shooting, and especially the lockdown that followed, is just how free that freedom is. How free are you really when you protest on behalf of a cause you believe in and are met on the street by armed counter-demonstrators? How free are you really when state authorities have to lock down a city so that they can stop a mass shooter from striking again?

The mass shooting upended life in Lewiston and surrounding communities, injecting fear into the area and ripping families apart. A mourner attends a candlelight vigil for the victims of this week's mass shootings on October 28, 2023, in Lisbon Falls, Maine. The ex-wife and son said their plan was to stay away from Card, according to the documents. Due to an ongoing Army investigation, we cannot go into any further details,” the email statement from Castro, the Army spokesperson, said. His commander said they were trying to get treatment for Card and that “he thought it best to let Card have time to himself,” the sheriff’s office added.

A CNN broadcast with a chyron about a mass shooter in Colorado in 2021 was digitally altered and miscaptioned online as showing a headline about the suspect in the October mass shooting in Maine. Police have identified U.S. army reservist Robert R. Card as the suspect who killed 18 people in a mass shooting at a bar and bowling alley in Lewiston, Maine on Oct. 25. Posts on social media on Oct. 26 said: “The Maine shooter was an Arabic Obama supporter. However, the chyron at that timestamp reads: “COLORADO SHOOTING SUSPECT BOOKED INTO JAIL TODAY,” which does not match the inauthentic headline circulating online. The CNN chyron was digitally altered and stems from coverage of the 2021 mass shooting in Colorado, not the Maine mass shooting in October 2023.

LEWISTON, Maine (AP) — Dozens of Maine residents gathered at Sunday services to pray and support one another following a traumatic week in which a fellow Mainer gunned down 18 people in the worst mass killing in state history. The body of Card was found Friday in a trailer at a recycling center in Lisbon Falls. A stay-at-home order in place during the massive search was lifted Friday afternoon, hours before authorities announced they had found Card’s body at the Maine Recycling Corp. The Lewiston shootings were the 36th mass killing in the United States this year, according to a database maintained by AP and USA Today in partnership with Northeastern University. The database includes every mass killing since 2006 from all weapons in which four or more people, excluding the offender, were killed within a 24-hour time frame.

Sagadahoc County, Maine CNN —The US Army asked local police to check on the reservist who killed 18 people after a soldier became concerned he would “snap and commit a mass shooting,” according to information shared with CNN. The welfare report detailed to CNN repeatedly cited the Maine National Guard as the source of the concerns and the troubling information about the shooter’s actions. It should also be noted that no bulletins or assistance was requested from MSP’s Maine information and analysis center. Thirty-eight days later, the Army reservist walked into a bowling alley and started shooting. He was a US Army reservist.

During a recent visit to a National Guard training facility outside Peekskill, N.Y., Mr. Card, an Army reservist, had a run-in with officials and was later evaluated at a mental health facility, according to a senior law enforcement official. But the Maine commissioner of public safety said on Saturday that he had no information to suggest that Mr. Card had ever been forcibly committed for mental health treatment. It is unclear whether he had admitted to his mental health issues in previous forms that are typically required at the time of purchasing the weapons. The staff at the gun shop waited until Mr. Card signed the document before declining to give him the silencer. Mr. Card, in response, “was very cordial, very polite,” Mr. LaChapelle said.

WASHINGTON (AP) — President Joe Biden called on Republicans in Congress to help keep Americans safe from gun violence and praised police for their efforts to track down the Maine gunman who killed 18 people. The Army reservist who opened fire in a bowling alley and then at a bar in Lewiston, Maine Wednesday night was found dead Friday from a self-inflicted gunshot. That ended an intensive two-day search for the gunman. “I once again call on Republicans in Congress to fulfill their obligation to keep the American people safe. The man suspected of killing 18 people and injuring 13 others at a bar and a bowling alley in Lewiston, Maine, on Wednesday night was found dead of an apparent self-inflicted gunshot wound on Friday, officials said, ending a sweeping manhunt that had forced thousands of residents throughout the region to remain in their homes. The body of the man, Robert R. Card II, 40, was found at a recycling center where he used to work, according to authorities briefed on the matter. The owner of Maine Recycling, Leo Madden, confirmed in an interview that the suspect had worked at the company, which is in Lisbon Falls, a little more than 10 miles southeast of Lewiston. Commissioner Michael J. Sauschuck of the Maine Department of Public Safety said the body was found at 7:45 p.m. but did not specify when officials think the suspect died. The hunt for Mr. Card had extended across much of a largely rural state with many potential hiding places, producing an atmosphere of high anxiety as helicopters whirred over farms and forests, police cruisers roared along rural roads and divers plunged into the chilly waters of the Androscoggin River.

Sheriff Merry declined to comment in detail about the reported threats, and it was unclear whether any other departments that received the sheriff’s alert had tried to locate Mr. Card. It was not immediately clear how often such alerts are issued; two law enforcement leaders in Maine said on Saturday that they receive many and did not recall receiving the alert about Mr. Card. Mr. Card enlisted in the Reserve in 2002 and was trained as a petroleum supply specialist, whose work involved shipping and storing fuel; he did not serve on any combat deployments. Earlier on Saturday, the commissioner of the public safety department said that Mr. Card had been paranoid and may have been hearing voices. Mr. Sauschuck said he had no information to suggest that Mr. Card had ever been forcibly committed for mental health treatment.

The search for Robert Card, 40, of Bowdoin, involved both old-fashioned footwork and advanced technology, but for almost two days after the shooting there was still no sign of Card by air, water or land. Maine's wildlife game wardens were among the officers taking part in the water search. “That AI technology can be used to search the video faster," Carter said. There is no solution to the gun problem, and little more to write, because Americans are addicted to firearms.
