When congestion pricing takes effect in New York City later this month, officials say it will create an array of benefits: The system’s tolls will generate revenue for improving mass transit while prompting some drivers to avoid Manhattan, potentially reducing traffic and air pollution, as well as carbon emissions that contribute to climate change. For now, though, it is unclear how much the program will contribute to New York State’s ambitious goal of reducing greenhouse emissions 85 percent by 2050. And some people worry that less air pollution in some areas will be offset by more in others, despite efforts to keep that from happening. According to an environmental assessment by the authority, congestion pricing could decrease air pollution overall in three boroughs: Manhattan, Brooklyn and Queens. The legacy of Flaco, the Eurasian eagle-owl whose escape from the Central Park Zoo and year on the loose enthralled New York City before his death in February, will live on in physical form near where he spent most of his life, zoo officials said on Tuesday. Flaco’s wings and tissue samples have been transferred to the American Museum of Natural History, where they will become part of its scientific collections, according to a statement from the Wildlife Conservation Society, which operates the Central Park Zoo. A spokeswoman for the museum declined further comment. Flaco’s tissue samples will be kept in the museum’s frozen tissue specimen collection, the society said. The rest of Flaco’s remains have been archived at the Bronx Zoo’s Wildlife Health Center.

He has seen e-bike riders “swerving in between cars and all that kind of stuff.”But Orlandi is also hoping for compassion. CNN —Former President Donald Trump is scheduled to hold a rally Thursday in the Bronx as his campaign looks to make inroads with Hispanic and Black voters ahead of November’s election. A Trump campaign official told CNN that several factors, including the former president’s long history of living and working in New York and his efforts to win over minority voters, played into the decision to hold the Bronx rally. The Bronx is a Democratic stronghold, which Trump lost by about 68 points to Joe Biden in 2020. On Saturday, the police said they had arrested a man — Kashaan Parks, 39, also of the Bronx — in connection with the assault. To the Editor:Re “M.T.A.’s Congestion Fees Will Launch on June 30” (news article, April 27):Any congestion pricing plan must be implemented responsibly, with full consideration of its effects on vulnerable communities and the environment. Drive, concentrated in an area with many low-income residents that is already designated as an Environmental Justice Area by New York State, is deeply concerning. If this plan is to be truly transformative, its effects must be thoroughly studied and mitigated. The M.T.A.’s resistance to a proper environmental impact study and its urgency in pushing this plan forward are alarming. Rushing forward without proper due diligence is irresponsible and risks irreparable harm to already vulnerable communities.
