General Motors' troubled robotaxi service Cruise on Tuesday endured a public lashing from a California judge who compared the company to the devious TV character Eddie Haskell for its behavior following a ghastly collision that wrecked its ambitious expansion plans. After a vehicle driven by a human struck a San Francisco pedestrian in early October, a Cruise robotaxi named “Panini” dragged the person 20 feet (6 meters) while traveling at roughly seven miles per hour (11 kilometers per hour). He also reminded Mason that Cruise could still face other repercussions beyond California, with both the U.S. Justice Department and U.S. Securities and Exchange Commission probing the robotaxi service's conduct. But Mason indicated that he is leaning toward letting the case continue through the entire hearing process rather than approving a settlement. Tuesday's hearing came less than two weeks after Cruise released a lengthy report reviewing how the company mishandled things after the pedestrian was hurt.

The fact is that gas cars aren’t being weaponized on most of the continent the way they are in America. I’m all in favor of the commendable end to gas cars that Europe has now embraced – a decade or more hence. Of course, that’s only one corner of what’s happened to Paris traffic under the Hidalgo regime. The same toxic, planet-warming emissions are being generated, especially with all that idling in place in endless traffic jams. Perhaps a couple of decades from now when all those gas guzzling cars will be gone entirely?

CNN —It has been a year since China reopened its borders, but despite loosening its stringent Covid-19 restrictions, foreign travelers have been slow to return to the country with numbers down more than 60% from pre-pandemic levels. China’s border authorities recorded 35.5 million entries and exits by foreign nationals in 2023, according to the National Immigration Administration. That’s nearly seven times more than the number from 2022, when the country was deep in its three-year self-imposed Covid isolation. The guidelines apply to autonomous vehicles for passengers including taxis as well as for freight transportation, the Ministry of Transport said in a statement. They also require companies using autonomous vehicles for public transport to be qualified and licensed and state that companies can work together with automakers on such operations. In October, it issued guidelines for highway engineering facilities to support autonomous driving technology.

The first congestion pricing program in the United States is taking final shape in New York City, and most drivers appear likely to pay $15 to enter some of the busiest streets in Manhattan as soon as next spring. Transit officials on Wednesday provided the clearest picture yet of the tolls they hope to implement to collect roughly $1 billion annually to fund improvements to the subway and bus networks. In a 19-page report, transit officials narrowed down a dizzying list of tolling possibilities that had been studied over the past year to a single set. Cars will pay a toll of up to $15 once per day, and commercial trucks will pay as much as $36. The report also showed who will get the biggest discounts, credits and exemptions, which have been hotly debated questions.

In recent years, London's black cab drivers - who have to pass a test called "The Knowledge" requiring them to memorise thousands of routes within the city - blocked the streets in protests against the ride-hailing service. The new service, which will be rolled out in early 2024, follows nearly a decade of tensions between the two parties, including an unsuccessful legal challenge by black cab drivers against Uber's London operating licence in 2019. Under the new arrangement black cab drivers will be offered jobs with a pre-determined price range through Uber, which they can accept or reject. Uber will not charge black cab drivers a commission for the first six months of the deal. Hameed Hameedi, the first London cab driver to sign up with Uber, said: "Nowadays more passengers than ever are using apps so Uber opening up to Black Cabs will be a huge advantage to the trade."

London's famous black cabs will soon be available to ride through Uber , the ride-sharing company announced Tuesday. London's taxi drivers will be able to sign up for trip referrals through Uber starting Wednesday, and the service will go into effect in 2024. The news follows Uber's expansions into taxi offerings in Paris, Los Angeles and other major cities. More recently, in May, Uber partnered with Waymo to bring autonomous ride-hailing services to Phoenix, Arizona. Hackney carriages, also known as black cabs, are London's famously recognizable small black taxis.

Cruise had in recent months touted ambitious plans to expand to more cities, offering fully autonomous taxi rides. GM lost more than $700 million at Cruise in the third quarter and more than $8 billion since 2016. Cruise has operations in Phoenix and Austin, where regulators have been more accommodating. As part of its previous expansion plans, Cruise had last year asked the National Highway Traffic Safety Administration (NHTSA) for permission to deploy up to 2,500 self-driving vehicles annually without human controls.
