It took heavy losses when Ukraine introduced HIMARS and began hitting more distant targets, but it adapted to that and has shown signs of adapting to the cruise missiles Ukraine has started using. And Kyiv has dramatically increased long-range missile and drone attacks against Russian military hubs: command centers, fuel and ammunition supplies, transport hubs. There is anecdotal evidence of this from other sources, but not to the degree that the Russian military machine would be damaged. Kyiv's forces have used these weapons to increase attacks on high-profile Black Sea Fleet targets. Russia's Black Sea Fleet warships take part in the Navy Day celebrations in the port city of Novorossiysk on July 30, 2023. A little over a week after the shipyard attack, Ukraine bombarded the nearby headquarters of the Black Sea Fleet during a meeting of Russia's naval leadership. Russia has also seemingly demonstrated poor judgment in assessing Ukraine's capacity to actually carry out such impactful strikes on Black Sea Fleet targets, Harvey said. "The Ukrainians are learning to adapt to a maritime theater and having a significant impact on the Black Sea Fleet without having a fleet," he said.

Ukraine claimed it killed Russia's Black Sea Fleet commander, Viktor Solokov, in a Friday strike. The last time an admiral was killed in combat was in World War II, wrote James Stavridis. AdvertisementAdvertisementUkraine killing a Russian admiral in Crimea would be a "remarkable achievement" by Kyiv, a retired four-star admiral said. "I believe you have to go back to WWII to find other admiral killed in combat." The last admiral recorded to have died in combat was Japanese Admiral Yamamoto Isoroku, who was commander-in-chief of the Imperial Japanese Navy's Combined Fleet during World War II.

One variant that could help Kyiv is the M39 cluster missile, which has nearly 1,000 submunitions. Rice has lobbied for Washington to send cluster munitions since July 2022, and his efforts have also focused on cluster rockets and missiles. Fewer of these were produced compared to the older M39 cluster variant, military research indicates. That's what ATACMS cluster missiles will help do, he said. With longer-range M39 ATACMS missiles packed with far more explosive submunitions, this becomes even more of a deadly challenge for Moscow's army.

Ukraine's President Volodymyr Zelenskiy said on Tuesday that U.S.-made Abrams tanks had arrived in his country. The jet-powered tanks were a top demand of Kyiv until Washington finally offered more than 30 of them in January. "Abrams tanks are serious weapons, but remember what the president said about other tanks made in another country," Peskov said, referring to other Western tanks supplied to Kyiv, which include German-made Leopards and British Challengers. Last Friday, NBC News, citing U.S. officials, reported that President Joe Biden had informed Zelenskiy that Washington would also provide Kyiv with ATACMS long-range missiles.

KYIV, Ukraine (AP) — Ukraine on Saturday morning launched another missile attack on Sevastopol on the occupied Crimean Peninsula, a Russian-installed official said, a day after an attack on the headquarters of Russia’s Black Sea Fleet that left a serviceman missing and the main building smoldering. Ukraine's intelligence chief, Kyrylo Budanov, told Voice of America on Saturday that at least nine people were killed and 16 others wounded as a result of Kyiv's attack on the Black Sea Fleet on Friday. The Russian Defense Ministry initially said that the strike killed one service member at the Black Sea Fleet headquarters, but later issued a statement that he was missing. It said the air force conducted 12 strikes on the Black Sea Fleet headquarters, targeting areas where personnel, military equipment and weapons were concentrated. Sevastopol, the main base of Russia’s Black Sea Fleet since the 19th century, has had a particular importance for navy operations since the start of the war.

The officials, who were not authorized to speak publicly, did not say when the missiles would be delivered or when a public announcement would be made. Defense officials have said the U.S. does not have a large stockpile of excess ATACMS, which have a bigger payload than traditional artillery, to provide to Ukraine. Since Russia invaded Ukraine in February 2022, the Biden administration has shifted its stance on which weapons it is ready to provide to Ukraine's military. At the same, Ukraine has intensified a campaign of missile and drone strikes targeting sites deep behind Russian lines.

Washington CNN —The blue-and-gold flag draped hero worship of Ukrainian President Volodymyr Zelensky’s last Washington trip, which stirred comparisons to Winston Churchill’s wartime stand against Nazism, was a distant memory on Thursday. And in public appearances, Zelensky’s patience sometimes frayed – especially when berating the United Nations for failing to protect its members from aggression. There’s also a question of whether Zelensky’s relentless efforts to shame the world into action might be reaching the point of diminishing returns. Trump exacerbates such concerns by warning that Biden’s help for Ukraine could trigger World War III with Russia. With no end in sight for the biggest war in Europe since World War II, Ukraine’s fate seems increasingly aligned with Biden’s own political destiny.

And as the fighting drags on into 2024 and potentially beyond, Western backers will find it ever harder to provide what Ukraine needs. CNN —Volodymyr Zelensky urged Donald Trump to share his peace plans publicly if the former US president has a way to end the war between Ukraine and Russia – but the Ukrainian president cautioned in an interview Tuesday that any peace plan where Ukraine gives up territory would be unacceptable. Pressed Sunday on NBC’s “Meet the Press” about whether the deal would let Putin keep the land he’s taken, Trump said, “No, no. In the interview, Zelensky gave a positive assessment of Ukraine’s ongoing counteroffensive, which has sparked concerns that it’s failing to achieve expected results. “It’s so difficult to understand when you are in war, and when you are not in war,” Zelensky said. Russian President Vladimir Putin chairs a meeting with members of the Security Council at the Novo-Ogaryovo state residence outside Moscow, Russia April 7, 2022. For there to be any chance of talks, said Putin, Ukraine would first have to cancel its self-imposed legal ban on peace talks and explain what it wanted. "The will be no fundamental changes in the Russian direction in U.S. foreign policy, no matter who is elected president," Putin said. The West's decision to supply Ukraine with cluster bombs and depleted uranium munitions was a crime, he said. He also criticised the West's decision to supply Ukraine with F-16 jets and any possible U.S. supply of Army Tactical Missile Systems (ATACMS).

CNN —President Joe Biden is expected to make a final decision soon on sending long-range missiles to Ukraine for the first time, a major step recommended by the State and Defense departments after months of Ukrainian requests, people familiar with the discussions told CNN. Discussions about sending the long-range Army Tactical Missile Systems, also known as ATACMS, picked up substantially in recent weeks, the sources said. Currently, the maximum range of US weapons committed to Ukraine is around 93 miles with the ground-launched small diameter bomb. ATACMS missiles are fired from HIMARS rocket launchers, the same type of vehicle that launches the Guided Multiple Launch Rocket System (GMLRS) missiles that Ukraine already employs. “When we talk about long-range missiles for Ukraine, it is not just a whim, but a real need,” the head of Zelensky’s office, Andriy Yermak, said on Telegram on Monday.

By Mike StoneWASHINGTON (Reuters) - The Biden administration is close to approving the shipment of longer-range missiles packed with cluster bombs to Ukraine, giving Kyiv the ability to cause significant damage deeper within Russian-occupied territory, according to four U.S. officials. Ukraine is currently equipped with 155 millimeter artillery with a maximum range of 18 miles carrying up to 48 bomblets. The GMLRS rocket system, a version of which Ukraine has had in its arsenal for months, would be able to disperse up to 404 cluster munitions. The decision to send ATACMS or GMLRS, or both, is not final and could still fall through, the four sources said. The Biden administration has for months struggled with a decision on ATACMS, fearing their shipment would be perceived as an overly aggressive move against Russia.
