OAKLAND, Nov 10 (Reuters) - California regulators on Thursday made a new proposal for incentivizing rooftop solar systems, a contentious matter as the state tries to expand renewable energy and respond to critics who want more equitable distribution of incentives. Shares of rooftop solar system providers, including Sunrun Inc (RUN.O), SunPower Corp (SPWR.O) and Solaredge Technologies Inc (SEDG.O), were up between 12% and 26% in afternoon trading. The new policy proposals outlined by the California Public Utilities Commission (CPUC) include an additional $900 million to support battery and solar systems, mostly for low-income customers. The proposal will not affect current home solar owners and will maintain their current compensation, the CPUC said. It is very premature, in my view, to think about or be talking about pausing our rate hikes. The news sent those stocks reliant on China for growth — Starbucks, Estee Lauder and Wynn Resorts, among many others — higher. Or bad news could just be bad news if weak data signals a recession ahead. And good news could be good news: for example, if China reopens and U.S. companies exposed to the region see a boost in demand. Second-quarter earnings for solar companies kick off next week, and Goldman said two stocks in particular should be on investors' radar: Enphase Energy and SolarEdge . The firm said in a recent note to clients that both companies have the potential to beat quarterly estimates, while also raising guidance. Analysts led by Brian Lee said both companies, which make inverters for solar systems, are benefitting from strong demand in Europe, as well as demand for their energy storage products. Goldman has a $244 12-month target on the stock, which is 11% above where the stock closed on Thursday. On the other hand, Goldman is cautious on the panel suppliers, rating First Solar , JinkoSolar and Maxeon Solar as sells.
