CNN —At least 27 people have been killed in southeast Brazil as rainfall continues to ravage parts of the country, according to CNN affiliate CNN Brasil citing state authorities. The death toll in the Brazilian state of Espirito Santo rose to 19, and at least eight people have been killed in neighboring state Rio de Janeiro, CNN Brasil reported citing each state’s respective Civil Defense. At least six people are still missing, and more than 7,000 people were forced to flee their homes in Espirito Santo, according to CNN Brasil. “Who killed Marielle Franco?” That has been the question haunting Rio de Janeiro for the past six years, ever since a gunman assassinated the Black, gay, feminist councilwoman who had fought the city’s entrenched corruption and powerful gangs. But now her family and the thousands of supporters who have taken to the streets in Ms. Franco’s name appear to have an answer. Brazilian police officers on Sunday morning arrested Chiquinho and Domingos Brazão — two brothers who once served on Rio’s City Council, as did Ms. Franco — on accusations that they ordered her 2018 murder to silence her battles against corruption, according to a police official who spoke on the condition of anonymity because the operation had not been officially announced. The police also arrested Rivaldo Barbosa, the former Rio police chief who initially oversaw the investigation into Ms. Franco’s killing, on accusations that he intentionally obstructed it, the official said.

For many months, the small border city of Eagle Pass, Texas, has provided the backdrop for a bitter legal battle between Gov. Greg Abbott and the Biden administration over how best to handle record numbers of migrants arriving at the border. The court fights, which intensified this week, have centered on claims that the border is in crisis. But recently, the opposite has been happening along the Rio Grande as it curves its way through Eagle Pass: In an area that last year was the epicenter of unauthorized migration along the southern border, far fewer migrants have been crossing. The Supreme Court on Tuesday allowed Texas to enforce a contentious new law that gives local police the power to arrest migrants. The dispute is the latest clash between the Biden administration and Texas over immigration enforcement on the U.S.-Mexico border. Circuit Court of Appeals said in a brief order that it could go into effect March 10 if the Supreme Court declined to intervene. On March 4, Justice Samuel Alito issued a temporary freeze on the law to give the Supreme Court time to consider the federal government's request. Solicitor General Elizabeth Prelogar said in court papers that the Texas law is "flatly inconsistent" with Supreme Court precedent dating back 100 years.

LONDON — Global dividend payouts to shareholders hit a record $1.66 trillion in 2023, according to a new report by British asset manager Janus Henderson. The Global Dividend Index report, published Wednesday, said payouts rose by 5% year-on-year on an underlying basis, with the fourth quarter showing a 7.2% rise from the previous three months. The banking sector contributed almost half of the world's total dividend growth, delivering record payouts as high interest rates boosted lenders' margins, the report found. "In addition, lingering post-pandemic catch-up effects meant payouts were fully restored, most notably at HSBC ," Janus Henderson's report added.

Three people were killed and one was critically injured after a helicopter carrying National Guard members and a Border Patrol agent crashed in southern Texas on Friday while following people who were crossing the border with Mexico, officials said. The helicopter, which crashed at 2:50 p.m., was conducting an operation near Rio Grande City, according to Joint Task Force North, an operation under the Defense Department that supports Customs and Border Protection with National Guard units. Two of the dead were soldiers, and the third was a Border Patrol agent, Joint Task Force North said in a statement, adding that it would not share the names of the victims because their families had not been notified. The National Guard confirmed in a statement that its members on board were part of the Army National Guard. That model has served as the U.S. Army’s light utility helicopter since 2006, according to Airbus, the manufacturer.

CNN —That a crowd of thousands gathered for the funeral of Kelvin Kiptum was testament to the marathon world record holder’s staggering impact on his sport. “You ask yourself so many questions as to why, but sometimes it’s hard to get answers,” double Olympic gold medalist David Rudisha tells CNN about his compatriot’s untimely death. “The last few weeks have been a really sad moment for Kenyans,” says Rudisha, himself a world record holder over 800 meters. “Kelvin was very special, coming up and running just three marathons, all of them under two hours, two minutes. “Everybody feels good to watch a world record,” he says.

On Thursday, President Joe Biden and presidential candidate Donald J. Trump separately toured strips of the border flanked by federal and state agents. For both, there was an eerily similar use of border security backdrop, signaling the decisive role it and immigration will play in the election. Their visits were but another reminder of how the border is used for political theater. Across South Texas, where I lived in recent years, I have repeatedly witnessed federal and state agents convert tiny slivers of the border into sites of violent spectacle.
