(AP) — With bipartisan support, a proposed Louisiana congressional map that would create a second majority-Black district sailed through the state Senate on Wednesday and will advance to the House chamber for debate. A second majority-Black district could also result in another Democratic seat in Congress. Officials have until Jan. 30 to pass new congressional boundaries with a second majority-minority district in Louisiana. A judge on the district court signaled that she will create a map by herself if lawmakers don't complete the task. The new lawsuit says that decision warrants replacing the congressional district maps that were drawn under the “least change” requirement. In 2010, the year before Republicans redrew the maps, Democrats held five seats compared with three for Republicans. “Wisconsin is a purple state, but our current congressional district maps don’t reflect that,” he posted. The court ordered new maps with contiguous districts, but also said the maps must not favor one party over another. Following Friday's map submissions, a pair of consultants hired by the Supreme Court will analyze the proposals and issue a report by Feb. 1. The consultants could choose to ignore all of the maps submitted last week and put forward their own plan. The 50-49 Republican majority map was submitted by Law Forward, the Madison-based law firm representing Democratic voters that brought the lawsuit. Republicans have indicated that they plan an appeal to the U.S. Supreme Court arguing due process violations, but it's not clear when that would occur.

TALLAHASSEE, Fla. (AP) — The Florida Legislature didn't violate the state constitution when it approved congressional maps pushed by Republican Gov. Ron DeSantis that helped the GOP replace a Black Democratic representative with a white conservative, an appeals court ruled Friday. The 1st District Court of Appeal reversed a lower court's ruling that the map that rewrote U.S. Rep. Alan Lawson's district was unconstitutional because it diminished Black voters' ability to elect a candidate of their choice. Voting rights groups had argued the new map was unconstitutional because it dismantled a district where Black citizens made up nearly half the registered voters. The appeals court agreed with DeSantis that a district can't be drawn to connect two Black communities that otherwise have no connection.

(AP) — The Louisiana Legislature has until Jan. 15 to enact a new congressional map after a lower court last year ruled that the current political boundaries dilute the power of the state’s Black voters, a federal New Orleans appeals court said Friday. Louisiana is among states still wrangling over congressional districts after the U.S. Supreme Court in June ruled that Alabama had violated the Voting Rights Act. They argue that Black populations in the state are too dispersed to be united into a second majority Black district. Lawmakers now have until mid-January to draw and pass a new map, which would have to be done through a special session. However, in the appeals court’s order it does say that the district court will have discretion to grant “limited additional time” if requested.

MADISON, Wis. (AP) — A Wisconsin judge on Friday ordered the former chief justice of the Wisconsin Supreme Court to produce records related to her work advising the Republican Assembly speaker on whether to impeach a current justice. Former Chief Justice Patience Roggensack was one of three former Supreme Court justices asked by Assembly Speaker Robin Vos to give him advice on pursuing impeachment. The liberal watchdog group American Oversight filed a lawsuit seeking records from Vos and the three former justices. Wilcox told The Associated Press he did not produce a report, but verbally told Vos impeachment was not warranted. On Friday, Dane County Circuit Judge Frank Remington issued an order giving Roggensack 30 days to produce any records she has.

Glenn Youngkin isn’t on the ballot this year, but his push for a new conservative direction for the Republican Party is. The discipline extended beyond the 10 candidates Youngkin endorsed in competitive primaries, so as to keep distractions at bay. Virginia Democrats, who would normally use such a post to put the entire GOP in an awkward position, did not apparently even notice. Still, there isn’t a lot of evidence that the Virginia Democratic Party sees Youngkin as any sort of liability for the GOP — he isn’t featured negatively in any of their ads, for example. “What we have found out over the last two years is that that vest-wearing, affable, basketball playing dad is really a MAGA Extremist,” said Virginia Democratic Party Chair Susan Swecker.

A federal judge ruled last week that some of Georgia's congressional, state Senate and state House districts were drawn in a racially discriminatory manner, ordering the state to draw an additional Black-majority congressional district. U.S. District Judge Steve Jones, in his 516-page order, also ordered the state to draw two new Black-majority districts in Georgia's 56-member state Senate and five new Black-majority districts in its 180-member state House. Legal challenges to congressional districts are also ongoing in Arkansas, Kentucky, Louisiana, New Mexico, South Carolina, Tennessee, Texas and Utah. State House and Senate Republicans called for an appeal after the ruling.
