CAIRO (Reuters) - Sudan's Rapid Support Forces (RSF) are fully prepared for a ceasefire and to engage in comprehensive political talks for an end to its civil conflict with the army, RSF leader Mohamed Hamdan Dagalo said in a rare video appearance on Thursday. Dagalo, known as Hemedti, made the comments in a recorded video message addressed to the U.N. General Assembly and released by the RSF shortly before army leader Abdel Fattah al-Burhan was due to give a speech to the assembly in New York. Most of Hemedti's recent communications have been audio messages, and his whereabouts have been a source of speculation since war between the army and the RSF erupted in mid-April. In the video released on Thursday he appeared in military uniform, seated behind a desk with a Sudanese national flag behind him as he read out his speech. The RSF earlier blamed the Sudanese Armed Forces for carrying out “targeted attacks in Khartoum,” which it claimed “have impacted critical facilities” including the destroyed landmark buildings. CNN —The United Nations’ human rights body (UNJHRO) has received reports of at least 13 mass graves” in the Sudanese city of El Geneina, a special envoy to the war-torn country told the UN Security Council Wednesday. The mass graves are believed to contain civilians from the ethnic Masalit tribe who were killed in attacks by the paramilitary Rapid Support Forces (RSF) and allied Arab militias, according to Sudan Volker Perthes. The Masalit tribe and other non-Arab communities in Sudan are often targeted by Arab militias, with support from the RSF, according to Human Rights Watch. At least 87 people, mostly ethnic Masalit, were discovered in a mass grave in El-Geneina’s Al-Madaress and Al-Jamarek districts in July. Last week, the United States imposed sanctions on RSF’s deputy leader Abdelrahim Dagalo for human rights violations after a series of CNN investigations exposed the group’s brutal war strategies.

By Michelle NicholsN'DJAMENA (Reuters) - The United States is imposing sanctions on the deputy leader of Sudan's paramilitary Rapid Support Forces (RSF) over human rights abuses, the U.S. envoy to the United Nations will announce during a trip to Chad's border with Sudan on Wednesday. Previous sanctions, levied on companies, also targeted the army. While the sanctions carry political weight, it is unclear that they would have any impact on the course of the current conflict. In June, the U.S. imposed sanctions on companies it accused of fuelling the conflict in Sudan. The U.S. Treasury Department targeted two companies affiliated with Sudan's army and two companies affiliated with the RSF, accusing them of generating revenue from the conflict and contributing to the fighting.

Sept 3 (Reuters) - The Sudanese army staged a large scale attack on its paramilitary rival's supply routes on Sunday, eyewitnesses said, as its leader appeared to reject a negotiated solution. The almost five-month war since April 15 has devastated Sudan, worsening hunger, destroying infrastructure, and killing hundreds of civilians. Strikes also continued in southern Khartoum, after a local volunteer group said 20 people were killed late on Saturday in an air raid. Burhan emerged from army headquarters for the first time since the war began late last month, after fierce battles over the army's only other stronghold in the capital. The RSF said on Sunday it controlled part of that stronghold, the Armoured Corps base in southern Khartoum.

The two discussed President Abdel Fattah al-Sisi's offer to mediate the conflict during a short meeting in the coastal city of El Alamein, an initiative Burhan said he welcomed, according to an Egyptian presidency statement. In brief comments from El Alamein, Burhan said he wanted to end the war, but did not mention the possibility of talks. "We ask the world to take an objective and correct view of this war. This war was started by a group that wanted to take over power, and in the process it has committed every crime that could come to mind," Burhan said. The RSF has denied the accusations but said that any of its fighters found involved in abuses would be brought to justice.

According to the UN, more than 100,000 have fled to Port Sudan, filling up the already dense city's hospitals and shelters, while fighting is focussed in Khartoum and the west of the country. Sudanese hospitals have long been under-funded, and strikes by medical staff have been frequent. The war, during which many hospitals in areas of fighting have been damaged, has brought the system to its knees. Doctors in Port Sudan have had to grapple with power cuts, intense humidity and medicine shortages, while patients are kept in close confines though many have respiratory illnesses, hospital officials say.

CNN —More than one million people have fled Sudan to neighboring countries since April, according to the United Nations, as fighting between two warring factions plunges the country into civil war. The conflict in Sudan has displaced more than 3.4 million people inside the country, a report released on Tuesday by the International Organization for Migration (IOM) said. Those who escaped Sudan have arrived in other countries in the region including Egypt, Libya, Chad, the Central African Republic, South Sudan and Ethiopia. The regional director of the UN Population Fund (UNFPA) said the spike in gender-based violence amounts to war crimes and crimes against humanity. The latest flare-up has lasted three days, with both the army and RSF firing artillery into residential neighbourhoods, witnesses told Reuters. At least eight people were killed on Saturday alone, according to the Darfur Bar Association, a national human rights monitor. The fighting killed 24 people, it said.

Khartoum’s morgues have reached “breaking point,” international aid group Save The Children said Tuesday. Bodies in the morgues are also decomposing as prolonged power outages have left them without refrigeration, the group said. Most of the hospitals in the capital and other states are out of service, Save the Children added. Residents of Omdurman, north of Khartoum, told CNN that fighting had intensified on Tuesday, saying they heard heavy artillery and bombardment overnight. The fighting has left Khartoum in ruins.

"The United States remains committed to our relationship with the people of Niger and to Nigerien democracy. The State Department is advising Americans not to travel to Niger. There are about 1,100 U.S. troops in Niger, where the U.S. military operates from two bases. Washington evacuated all government personnel from the U.S. embassy in Khartoum and suspended operations there due to the security risks.

Wagner forces appear to despise the Russian military, as Prigozhin’s reckless march from Ukraine toward Moscow made abundantly clear. That’s why when Wagner forces started withdrawing from Ukraine last month, many feared the same might happen in Africa. And who can guarantee Wagner forces won’t turn on African leaders who decide to side with Putin? “Don’t worry, we aren’t going anywhere.”It’s not as if Russia could repatriate and replace Wagner forces with verifiably loyal Russian troops — even if it wanted to. And quite frankly, Africa will only emerge better-off if democratic governments emerge after Wagner forces are shown the door.
